HomeMy WebLinkAboutRES R85-08o%--107 • 3',3 Rewe sed R85-08 R85-08 **A RESOLUTION establishing a Standing (ommittee on Parks & Recreation Whereas land presently dedicated to park and recreational use has helped make Georgetown a desirable place to live and raise a family, but will soon be inadequate for a rapidly growing population; and Whereas carefully coordinated operation is needed now to provide efficient and economical use of present space accommodating all the varied needs of different age groups, neighborhoods, and sports and recreational groups, and Whereas rapid development in and around the City is preempting space pre-, viously used for recreation, but needed for parks and recreation in the future, and Whereas identificaLion of such areas now will permit their acquisition at no cost or minimal cost to the taxpayers, and Whereas there is now no one City committee or other body to advise the Council regarding plans for and oversight of such diverse areas and such varied uses Therefore Be It Resolved by the Georgetown City Council this .2 j day of� 19845 that a Standing Committee on Parks and Recreation be and is hereby established (replacing separate past committees on Parks and on Recreation) to advise the Council; and that it shall have the following scope, functions, and organization Scope The committee shall be concerned with all land owned or operated by the City, or operated for or in cooperation with the City which is used for organized and unorganized sports, physical fitness activities, recreation for all age groups, enjoyment of and education about nature, and related activities c4N of �On &S -o8 RB 5 Resolution Page 2 B Functions. 1. The Committee's purpose is to recommend to the Council ordinances coordinating the use of all park and recreational land so that all users can be accommodated as efficiently and economically as possible, providing liaison between the City and related activities of such entities as GISO, Southwestern University, Williamson County, state agencies, and private organizations 2 The Cuiimittee shall tuuperate with the Planning Department in the study of and planning for present and future needs of the Parks and Recreation Program, and in development of, and timely updating of a master plan containing, but not limited to, the identification of spe- cific properties desirable for future acquisition 3. The Committee's recommendations to the Council shall cover, but not be limited to, policies regarding a Monitoring the maintenance and management of space, facilities, and equipment devoted to organized and unorganized recreation and sports. b Communicating the needs and suggestions of residents to the Council, and the Council's goals and policies regarding parks and recreation of Georgetown residents. 2 Resolution Page 3 4 Recommend to the Council ordinances, procedures, and other actions needed to achieve the City's goals for its parks and recreation program, reporting in writing to the Council at least semi-annually by November 1st and May 1st, the latter report to contain the Committee's requests for park and recreational expenditures to be included in the City's next annual hiitlgPt Budgetary recommendations shall be made to Council through the City Manager. C. Organization 1. Membership The Committee shall be composed of eleven (11) resi- dents of the City and its ETJ recommended by the Mayor and approved by the Council. They shall be broadly respresentative of Greater Georgetown in age, sex, race or ethnic group, neighborhood, and type of recreational interest, but also committed to serving the needs of the whole community 2 Terms Members shall serve three-year staggered terms, and may serve no longer than six (6) consecutive years. The first persons appointed shall determine by lot three persons to serve for one year, four persons to serve for two years, and four to serve for three years. 3 Officers The Mayor shall designate, with consent of Council, one of the first appointees to convene the committee and serve as chair until the members elect a chair, vice -chair, and secretary for one- year terms. Each officer shall have the powers and duties described for that office in Roberts Rules of Order; and the secretary shall take and keep minutes summarizing the concerns and actions of the 3' Resolution Page 4 Committee, shall file a copy with the City Secretary to be available for public inspection, and send copies to City staff members with supervisory duties related to the work of the Committee 4 Sub -committees a The Standing Committee is directed and empowered to create sub -committees to expedite and involve more people in its work. If, after 18 months, the Standing Committee has not appointed the following sub -committees, it shall report to the Council the reason they were not needed (1) Land Use and Acquisition (2) General Programming (including facilities and equipment) (3) Pocket or Neighborhood Parks (4) Organized Sports (5) Summer Recreational Programs (6) Operation & Maintenance (including scheduling, landscaping) (7) Liaison with GISD, SU, County, private groups, state agencies b The Standing Committee shall determine the size of each sub- committee and appoint members for staggered terms of a length which they determine Two members of the Standing Committee shall serve as Chair and Vice -Chair of each sub -committee with a secretary elected by the remaining members A11 members of a sub- committee shall be selected because of their interest, knowledge, or skill related to the special concerns of that sub -committee Each sub -committee shall be responsible for monitoring, studying and planning all aspects of the Parks and Recreation program related to its special area, and for making recommendations to the Standing Committee C/ Resolution Page 5 D. Relation to Staff Members of the City Staff involved in Parks and Recreation programs are responsible to the City Manager for carrying out goals and policies adopted by the Council. The Standing Committee and sub- committees shall consult on a regular basis with the head(s) of such staff The head(s) of staff involved in the Parks and Recreation program will be welcomed to committee meetings which they wish to attend and will be invited to meetings during which their knowledge and experience are needed E. Amendments Changes in this Resolution may be made by vote of a majority of the Council at any regular monthly meeting, provided any pro- posed change was communicated in writing to all members of the Council, of the Standing Committee, and of the appropriate sub -committee (if any) three weeks prior to that Council meeting S
