HomeMy WebLinkAboutMIN 05.16.2018 CC-SMinutes of a Special Meeting of the Governing Body of the City of Georgetown, Texas Wednesday, May 16, 2018 The Georgetown City Council will meet on Wednesday, May 16, 2018 at 6:00 PM at the Council Chambers at 101 E. 7`h St., Georgetown, Texas The city of Georgetown is committed to compliance with the Americans with Disabilities Act (ADA). Regular Session (This Regular session may, at any time, be recessed to convene an Executive Session for any purpose authorized by the Open Meetings Act, Texas Government Code 551.) Mayor Ross called the meeting to order at 6:00 PM. All Councilmembers were in attendance, as well as newly elected Councilmember District 5, Kevin Pitts. Mayor Dale Ross, Anna Eby, Councilmember District 1, Valerie Nicholson, Councilmember District 2, John Hesser, Councilmember District 3, Steve Fought, Councilmember District 4, Ty Gipson, Councilmember District 5, Rachael Jonrowe, Councilmember strict 6, and Tommy Gonzalez, Councilmember District 7 were in attendance. A. Call to Order — A Special Meeting of the City Council - CANVASS of May 5, 2018 GENERAL ELECTION AND SWEARING IN CEREMONY Discussion and possible action to approve a Resolution canvassing the votes of the May 5, 2018 General Election, declaring the results to be official — Shelley Nowling, City Secretary City Secretary, Shelley Nowling, provided the Council with the Official Tabulation and Results for the May 5, 2018 General Election, as provided from the Williamson County Elections Administrator. She noted that the results for the position of Councilmember District 1 showed that Anna Eby received 138 votes and Mary Calixtro received 120 votes. Nowling noted that Kevin Pitts ran unopposed and has been elected as the Councilmember for District 5. Nowling explained that Council's approval of the proposed resolution will declare the results of the election to be true and accurate. Motion by Fought, second by Gonzalez, to approve the proposed resolution. Approved: 7-0 Presentation of appreciation to outgoing Council Member, District 5, Ty Gipson — Mayor Dale Ross Mayor Ross presented an appreciation plaque to outgoing Councilmember Ty Gipson. Ross also presented Gipson with a Key to City. Comments from outgoing District 5 Council Member, Ty Gipson — Mayor Dale Ross Gipson spoke on his experiences in his 3 year term. He thanked his fellow Councilmembers and explained how much more is expected of Councilmembers than anyone realizes. Gipson congratulated Kevin Pitts on his election and promised to be supportive in any way he could. He thanked Mayor Ross for doing a great job and his support through the last 3 years. Gipson noted Georgetown's recognition both locally and nationally, because of the Mayor's hard work and commitment. Gipson said he is proud of the Council and staff and their many accomplishments. He said staff is second to none. Gipson spoke on the improvements at the airport and its ability to now be profitable. He mentioned the Downtown West project and Garey Park, which will have national recognition. Gipson noted the recently implemented public transportation in Georgetown, the Southwest Bypass project and the Williams Drive Pool project. Gipson spoke on the City's accomplishment of 100% renewable energy. He explained that Georgetown is the largest City in the U.S. and the only city in Texas, to have 100% renewable energy. Gipson spoke on the EMS implementation and credited the Fire Chief and staff. He noted the accomplishments of the Georgetown Public Library and its recent prestigious national award as one of the top 5 libraries in the United States. He thanked the Library Director, Eric Lashley, and staff. Gipson spoke on public safety in Georgetown and thanked Chief Nero and Chief Sullivan. He noted that Georgetown is considered one of the safest cities in the country. Gipson said he is proud to say he is from Georgetown. Gipson thanked his family and said he is looking forward to spending more time with them. He thanked his wife Crystal and his daughter. He thanked his mother and sister and said it has taken the whole group to be able to run his business and be involved on the Council and in the community. Gipson gave recognition to the City Secretary, Shelley Nowling, and thanked her for her guidance. Swearing in of Council Member District 1, Anna Eby — Shelley Nowling, City Secretary Nowling introduced Justice Cindy Olson Bourland, who administered the Oath of Office for re-elected Councilmember, Anna Eby. Comments from reelected District 1 Council Member, Anna Eby — Mayor Dale Ross Reelected Councilmember Eby said that 3 years ago she ran unopposed and she is thankful for the opportunity this year to have to run a campaign. She said it was very valuable to her to have to go out and ask for people's vote. Eby said that, for her, it emphasized how important this job is to her and how much it matters. She said she is honored to continue to do it. Eby said it was a privilege and an honor to meet new people and talk to them. Eby thanked her opponent, Mary Calixtro, who was present, for setting a good example for others on how to run campaigns respectfully. She said she looks forward to working with Calixtro in the future in continuing to help people in District 1. Eby thanked Patty Eason, her predecessor in the Councilmember District 1 position, for setting a high standard, and supporting her and believing in her. Eby thanked the many people and friends who supported her and noted how much Shawn and Jeff Maurice had helped with the campaign. Eby said she is excited to be done with the campaign, and done talking about herself, and is ready to get back to doing work. She noted the many good things going on in the City that are very important to her. Eby said she will be a steady and reasonable voice for District 1 and for the City. Eby said she had a couple of take-aways that she feels important to mention. She noted the importance of getting people out to vote. Eby spoke on the role of partisanship in local government and said that the best local government is one that does not align with one party or another, but focuses 100% on what is good for Georgetown. Swearing in of newly elected Council Member District 5, Kevin Pitts — Shelley Nowling, City Secretary Nowling introduced Judge Bill Gravell, who administered the Oath of Office for newly elected Councilmember District 5, Kevin Pitts. Pitts then took a seat on the dais as Councilmember District 5. Comments from newly elected District 5 Council Member, Kevin Pitts — Mayor Dale Ross Newly elected Councilmember Pitts thanked his wife and children. He said he is thankful for their understanding that this work is important. Pitts said he looks forward to serving Georgetown and looks forward to working with the Council. Presentation of appreciation to outgoing Mayor Pro Tem, Anna Eby — Mayor Dale Ross Mayor Ross presented an appreciation plaque to Mayor Pro Tem, Anna Eby. Comments from outgoing Mayor Pro Tem, Anna Eby — Mayor Dale Ross Eby spoke on her experience as the Mayor Pro Tem and joked that it was not very hard since Mayor Ross goes to everything. She thanked her fellow Councilmembers for allowing her to serve as the Mayor Pro Tem. Eby said it has been an honor and she has enjoyed it. Consideration of election from the dais of a Mayor Pro Tem — Mayor Dale Ross Mayor Ross asked the Council for their considerations for the election of the next Mayor Pro Tem. Motion by Gonzalez, second by Fought, to elect Councilmember John Hesser as the Mayor Pro Tem. Approved: 7-0 Swearing in of Mayor Pro Tem — Shelley Nowling, City Secretary City Secretary, Shelley Nowling, administered the Oath of Office for the new Mayor Pro Tem, John Hesser Comments from incoming Mayor Pro Tem — Mayor Dale Ross New elected Mayor Pro Tem, John Hesser, said he is honored to be elected as the Mayor Pro Tem and he promises to serve the citizens of Georgetown, the Mayor and this Council to the best of his ability. Motion by Fought, second by Nicholson, to adjourn the meeting. Mayor Ross adjourned the meeting at 6:30 PM.
