AN ORDINANCE AMENDING CHAPTER 10.12 ENTITLED "SPEED
LIMITS" OF THE CODE OF ORDINANCES OF THE CITY OF
GEORGETOWN RELATING TO SPEED ZONES; REPEALING
CONFLICTING ORDINANCES AND RESOLUTIONS; PROVIDING A
SEVERABILITY CLAUSE; PROVIDING FOR PUBLICATION AND
SETTING AN EFFECTIVE DATE.
WHEREAS, the City of Georgetown finds it in the best interest of the community to
periodically review and update speed zones within the city limits; and,
WHEREAS, the Georgetown Independent School District ("GISD") has decommissioned
Williams Elementary School, and the location will now serve as administrative offices for GISD;
and,
WHEREAS, GISD has requested that the school speed zone signage be removed around
the former Williams Elementary School and for the speed zones to be readjusted to reflect
standard speed zones for the area; and,
WHEREAS, the City of Georgetown Public Works Streets Department has evaluated the
GISD request and recommends approval; and,
WHEREAS, the City Council of the City of Georgetown finds it is in the best interest of
the citizens of the City of Georgetown to update speed zones set out herein within the city limits
of the City of Georgetown.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF GEORGETOWN, TEXAS, THAT:
Section 1. The meeting at which this ordinance was approved was in all things
conducted in compliance with the Texas Open Meetings Act, Texas Government Code, Chapter
551.
Section 2. The facts and recitations contained in the preamble of this ordinance are
hereby found and declared to be true and correct and are incorporated by reference herein and
expressly made a part hereof, as if copied verbatim.
Section 3. Chapter 10.12 of the Code of Ordinances of the City of Georgetown, Texas
is hereby amended and shall provide as shown in EXHIBIT A regarding the former Williams
Elementary speed zones.

Section 4. If any provision of this ordinance or application thereof to any person or
circumstance shall be held invalid, such invalidity shall not affect the other provisions, or
application thereof, of this ordinance which can be given effect without the invalid provision or
application, and to this end the provisions of this ordinance are hereby declared to be severable.
Section 5. That all ordinances that are in conflict with the provisions of this
ordinance be, and the same are hereby, repealed and all other ordinances of the City not in
conflict with the provisions of this ordinance shall remain in full force and effect.
Section 6. The Mayor is hereby authorized to sign this Ordinance and the City
Secretary to attest. This Ordinance shall become effective and be in full force and effect ten (10)
days on and after publication in accordance with the provisions of the Charter of the City of
Georgetown.

CHAPTER 10.12. - SPEED LIMITS
Sec. 10.12.010. - Definition of offense.
That all of the streets of this City, and all portions of any such streets, are hereby declared to
be public streets and that the driving or operating of any motor vehicle on or along any portion of
any street of this city at a rate of speed that is greater than the maximum rate of speed for said
portion of said street, as fixed by this chapter shall be guilty of a misdemeanor, which is named
"The Offense of Speeding" and that the said offense is punishable by a fine in any sum not to
exceed $200.00. That the use of the word "Speeding" shall be sufficient to designate the said
offense, and shall mean that a motor vehicle has been driven upon a public street at a greater rate
of speed than fixed by city ordinance for the street and for the zone thereof, that such motor vehicle
was so being driven upon, if zoned.
That in prosecutions under this chapter, for the offense of speeding, the complaint, if in other
respects sufficient in form, shall as to the portion thereof seeking to acknowledge the offense, be
sufficient if it in substance alleges that the defendant did while driving a motor vehicle in said city
commit the offense of "Speeding".
Sec. 10.12.020. - State Highway 29.
It is hereby determined by the City Council of the City upon the basis of an engineering and
traffic investigation that the prima facie maximum speed limit on those portions of SH 29 routed
in the City, is hereby stated, which prima facie maximum speed limit shall be effective at all times
and signs will be erected giving notice of the prima facie maximum speed limit so declared to -wit.
Speed Zone
For westbound traffic:
Beginning at the east city limit of Georgetown at milepoint 24.141 to milepoint 23.023, a
distance of 1.118 miles, a prima facie maximum speed limit of 55 miles per hours.
From milepoint 23.023 to milepoint 22.779, a distance of 0.244 miles, a prima facie maximum
speed limit of 50 miles per hour.
From milepoint 22.779 to milepoint 22.411, a distance of 0.368 miles, a prima facie maximum
speed limit of 40 miles per hour.
From milepoint 22.411 to milepoint 11.600, a distance of 1.060 miles, a prima facie maximum
speed limit of 35 miles per hour.

in the City is as stated in this section, which prima facie maximum speed limit is effective at all

Beginning at a point 104.72 feet north of the centerline of R.M. 2338 at Station 805 + 50,
to Station 795 + 50, to Station 795 + 20, a distance of 0.195 miles, 40 miles per hour;
B. For southbound traffic:
Beginning at Station 795 + 20 to a point 104.72 feet north of the centerline of R.M. 2338
at Station 805 + 50, a distance of 0.195 miles, 40 miles per hour.
Sec. 10.12.035. - Interstate Highway 35 East Frontage Road.
It is determined upon the basis of an engineering and traffic investigation that the prima facie
maximum speed limit on those portions of the east frontage road of Interstate Highway 35 routed
in the City is as stated in this section, which prima facie maximum speed limit is effective at all
times, and signs will be erected giving notice of the prima facie maximum speed limit so declared:
I-35 East Frontage Road from State Highway 29 to FM 2338. It is determined that the
maximum speed limit on the northbound 1-35 East Frontage Road from State Highway 29 to FM
2338 shall be set at 55 miles per hour.
Sec. 10.12.040. - U.S. Highway 81.
It is determined upon the basis of an engineering and traffic investigation that the prima facie
maximum speed limit on those portions of U.S. Highway 81 routed in the City is as stated in this
section, which prima facie maximum speed limit is effective at all times, and signs will be erected
giving notice of the prima facie maximum speed limit so declared:
A. For northbound traffic:
1. From the south City Limit at Station 542 + 30 to Station 555 + 50, a distance of
0.250 mile, 50 miles per hour,
2. From Station 555 + 50 to Station 570 + 00, a distance of 0.275 mile, 40 miles per
hour,
From Station 570 + 00 to Station 596 + 00, a distance of 0.492 mile, 30 miles per
hour,
4. From Station 596 + 00 to Station 622 + 00, a distance of 0.492 mile, 45 miles per

giving notice of the prima facie maximum speed limit so declared to wit.
A. For Southbound Traffic:
Beginning at the centerline of Business 35 (Austin Avenue) at station 34 + 20 to station
63 + 97, a distance of 0.563 miles, a prima facie maximum speed limit of 40 miles per
hour.
B. For Northbound Traffic:
From station 63 + 97 to station 34 + 20, a distance of 0.563 miles, a prima facie maximum
speed limit of 40 miles per hour.
C. That all of the streets of this city, and all portions of any such streets, are hereby declared to be

milepoint 13.468, a distance of 2.977 miles, a prima facie maximum speed
limit of 50 miles per hour.
2. From milepoint 13.468 to milepoint 14.010, a distance of 0.542 miles, a
prima facie maximum speed limit of 45 miles per hour.
3. From milepoint 14.010 to milepoint 14.337, a distance of 0.327 miles, a
prima facie maximum speed limit of 40 miles per hour.
4. From milepoint 14.337 to milepoint 15.455, a distance of 1.118 miles, a
prima facie maximum speed limit of 35 miles per hour.
B. Reduced Speed School Zone:
From milepoint 15.055 to milepoint 15.174, a distance of 0.119 miles, a prima

0.000 to the centerline of Inner Loop at milepoint 1.420, a distance of 1.420 miles,
a prima facie maximum speed limit of 45 miles per hour.
From the centerline of Inner Loop at milepoint 1.420 to the Georgetown East City
Limit at milepoint 2.219, a distance of 0.799 miles, a prima facie maximum speed
limit of 55 miles per hour.
B. For westbound traffic. Beginning at the Georgetown East City Limit at milepoint
2.219 to the centerline of Inner Loop at milepoint 1.420, a distance of 0.799 miles,
a prima facie maximum speed limit of 55 miles per hour.
From the centerline of Inner Loop at milepoint 1.420, to the centerline of Austin
Ave at milepoint 0.000, a distance of 1.420 miles, a prima facie maximum speed
limit of 45 miles per hour.
C. That all of the streets of this City, and all portions of any such streets, are hereby

corporate limits of the City of Georgetown is hereby stated as follows, which prima facie
maximum speed limit(s) shall be effective at all times and signs will be erected giving
notice of the prima facie maximum speed limit so declared to wit:
A. Speed Zone. For both directions of traffic:
1. Beginning at the north edge of pavement of Leander Road (RM 2243)/FM
1460 to the centerline of 18th Street, west of Austin Avenue, a distance of
1,895 feet, a prima facie maximum speed limit of 40 miles per hour.
2. From the centerline of W. 18th Street to 570 feet north of 16th Street, a
distance of 1,447 feet, a prima fade maximum speed limit of 35 miles per
hour.
3. From 570 feet north of 16th Street to the centerline of 2nd Street, a distance
of 3,605 feet, a prima facie maximum speed limit of 30 mph.
4. From the centerline 2nd Street to the south edge of the pavement for Williams

defendant did while driving a motor vehicle in said City commit the offense of

Sec. 10.12.083. - Pedernales Falls Drive and Rocky Hollow Creek Drive.
It is hereby determined upon the basis of an engineering and traffic investigation that
the prima facie maximum speed limit(s) on those portions of Pedernales Falls Drive and
Rocky Hollow Creek Drive routed in the corporate limits of the City is hereby stated as

1. For both directions of traffic along Pedernales Falls Drive: Beginning at the
center line of Cool Springs Way to the centerline of Rocky Hollow Creek
Drive, a distance of 4,577 feet, a prima facie maximum speed limit of 35
miles per hour.
2. For both directions if traffic along Rocky Hollow Creek Drive: Beginning at
the centerline of Pedernales Falls Drive to the east edge of the pavement for
County Road 245, a distance of 3,553 feet, a prima facie maximum speed

I . The speed limit on all City streets is designated to be 30 miles per hour unless
otherwise posted in compliance with this Chapter.
H. Temporary Construction Zones:
1. The speed limit in and around construction areas shall be as designated by
official signage erected by authority of the City's Traffic Engineer so long as
the signage is posted in compliance with the Manual on Traffic Control
Devices.
I. 55 Mile Per Hour Zones:
1. D.B. Wood Road (northbound and southbound): From a point 1.5 miles south
of FM 2338/Williams Drive to a point 0.75 miles north of SH 29 West.
2. Georgetown Inner Loop Southeast (eastbound and westbound): From SH 29
East to Business 35/Austin Avenue.
Sec. 10.12.100. - San Gabriel Park.
A. It is determined upon the basis of traffic investigation that the prima facie maximum
speed limit on all roads, streets and highways located within San Gabriel Park, at all
times shall be 20 miles per hour for all traffic.
B. All of the streets, roads and highways located within San Gabriel Park are declared
to be public streets and the operating of any vehicle thereon at a rate of speed in excess
of 20 miles per hour, as fixed by this section, is guilty of a misdemeanor and that such
offense is punishable by a fine as provided in Section 1.08.010 of this code.
C. In the interest of public safety, during the San Gabriel Lights display, the following
temporary traffic regulations are established:
1. Lower Park Road shall be designated as a street for one-way traffic only, flowing
from west to east.
2. The following intersections shall be posted with stop signs on all streets:
a. Stadium Dr. and Upper Park Road;
b. Stadium Dr. and Lower Park Road; and
c. Upper Park Road and Lower Park Road.
3. Signs shall be posted along Lower Park Road which prohibit parking from 5:00
p.m. until 12:00 a.m. (midnight).
4. Signs shall be posted which encourage traffic to travel slowly along Lower Park
Road.
It is illegal for any person to operate a motor vehicle in violation of signs posted in
accordance with this section. All provisions of this code that conflict with this subsection

shall be temporarily suspended during the dates established annually by the City for the
San Gabriel Lights display.
Sec. 10.12.105. - Blue Hole Park.
A. It is determined that the prima facie maximum speed limit on all roads, streets and
highways located within Blue Hole Park, at all times shall be ten miles per hour for all
traffic.
B. All of the streets, roads and highways located within Blue Hole Park are declared to
be public streets.
C. It is determined that the main road through Blue Hole Park shall be designated as one-
way only, with traffic flowing from east to west.
D. It shall be illegal for any person to operate a motor vehicle in violation of signs posted
in accordance with this section.
Sec. 10.12.110. - Railroads.
It is unlawful for any railroad train or any railroad engine to be operated at a rate of
speed greater than 20 miles an hour while being run or operated within the City. Any
engineer, conductor or other person running or operating any such engine or train who shall
run or operate within the City at a rate of speed greater than that above set out shall be
deemed guilty of a violation of this code.
Sec. 10.12.120. - Charging of violation—Penalty.
A. In prosecutions under this chapter for the offense of speeding, the complaint, if in
other respects sufficient in form, shall, as to the portion thereof seeking to
acknowledge the offense, is sufficient if it in substance alleges that the defendant did,
while driving a motor vehicle in the City, commit the offense of "speeding."
B. If a person violates any term or provision of this chapter, upon conviction thereof that
person shall be fined according to the provisions of Section 1.08.010. Each, any and
every violation shall constitute a separate offense.
Sec. 10.12.130. - State Highway 195.
It is hereby determined upon the basis of an engineering and traffic investigation that
the prima facie maximum speed limit on those portions of SH 195 routed in the City is
hereby stated, which prima facie maximum speed limit shall be effective at all times and
