HomeMy WebLinkAboutMinutes_GGAF_12.11.2017Minutes General Government and Finance Advisory Board City of Georgetown, Texas Monday, December 11, 2017 at 4:30 PM The General Government and Finance Advisory Board met on Monday, December 11, 2017 at 4:30 PM at the Georgetown Municipal Complex (GMXC), located at 300-1 Industrial Blvd., Georgetown, Texas. Board Members Present: James Bralski, Vice Chair Chere' Heintzman, Secretary John Hesser, District 3 Board Members Absent: Tommy Gonzalez, Chair Stu McLennan Others Present None Legislative Regular Agenda City Staff Present: David Morgan, City Manager Laurie Brewer, Assistant City Manager Stan Hohman, Fleet Manager Elaine Wilson, Controller Rosemary Ledesma, Purchasing Manager Clay Shell, Assistant Fire Chief Danella Elliott, Executive Assistant Sabrina Poldrack, Finance Admin James Bralski, Vice Chair, called the meeting to order at 4:35 p.m. A Review minutes from the October 25, 2017 General Government and Finance Advisory Board Meeting. — Sabrina Poldrack, Board Liaison. Board did not have any comments regarding the minutes from October 25, 2017. Motion to approve the minutes by John Hesser, second by Chere' Heintzman. Approved 3-0 (Stu McLennan & Tommy Gonzalez absent) B Consideration and possible action to approve a contract with F1eetCor Technologies dba Fuelman for fuel card services and related products in an amount not to exceed $830,000— Stan Hohman, Fleet Services Manager (Item moved from C to B from original agenda) Minutes General Government and Finance Advisory Board City of Georgetown, Texas Monday, December 11, 2017 at 4:30 PM Stan Hohman spoke on this item to the Board, stating that the contract the City currently has in place is coming to an end and it is time to renew. Stan explained some background on how the City has been handling the fuel process over the years. Fuelman, the Company the City would like to renew with, offers individual pin numbers for the fuel cards, online account managing, and weekly reports of all transactions to be able to check all pricing. The City was able to negotiate the price below market value. The Board had no further questions. Motion to approve Item B by John Hesser, second by Chere' Heintzman. Approved 3-0 (Stu McLennan & Tommy Gonzalez absent) C Consideration and possible action to approve a resolution formally adopting the City's Investments Policies — Elaine Wilson, Controller (Item moved from D to C from original agenda) Elaine Wilson presented the City's changes to the Investment Policy on a PowerPoint, which were standard. It was explained to the Board that the intention of the City is to phase out the external investment advising and to have an internal process for this. The City is fully staffed, which was not the case in previous years, so the City needed the external help for the investment advising. The City maintains compliance with investments and has money management strategies in place. Motion to approve Item C by John Hesser, second by Chere' Heintzman. Approved 3-0 (Stu McLennan & Tommy Gonzalez absent) D Consideration and possible action to approve the purchase of a Dodge 4500 -Diesel transitional response vehciles (TRV's) from Mac Haik Dodge Chrysler Jeep in Houston Texas through the Buy -Board Contract #492-15 purchase price not to exceed $300,000.00 —John Sullivan, Fire Chief (Item moved from B to D from original agenda) — Assistant Fire Chief, Clay Shell presented. Clay Shell presented information on the TRV being requested by the Fire Department. This item was previously approved by Council, outside of the budget process, so the Fire Department will put in a mid -year budget amendment. There was no further discussion on this item from the Board. Motion to approve Item D by John Hesser, second by Chere' Heintzman.
