February 11, 1948
The City Council met if regular session on the above datem Mayor Geo.
C. Hester presiding, the following were present: City Manager Lee C.
Black, Aldermen: S. T. Atkin, C. C. Hamilton, W. P. Hoffman, Jr.,
Sam E. Watris and Sam E. Wilcox. Officers: W. H. Nunn, attorney for the
City; C. S. Sanders, assessor -collector; A. P. Pickle, marshall; M. L.
Cates, secretary.
The minutes for the previous meetings were read by the secretary
and on motion of Alderman S. E. Tilcox, seconded by Ald. Atkin were
were approved with a slight alteration.
City Manager Lee C. Black read his monthly report, to gether with
the reports of the city marshall and eity'treasurert including the
bills and accounts in the amount of $421.55. On the motion of Ald.
Hoffman, seconded by Ald. Wilcox all reports were ordered filed, and
bills and accounts approved and ordered paid.
TAX Ordinance for 1948:
Ordinance Committeeman J. T. Atkin read the 1948 Tax Ordinance in
full, the Caption of which is as follows:
"An Ordinance of the City of Georgetown, 'Texas, providing for
the levying and collecting of an advalorem tax of $1.25 on each
one hundred ($100.00) dollars in valuation on all property
subject to taxation in said city for the year 19489 and provid-
ing for the application of same, when collected; and declaring
an Emergency." (See Ord. exhibit X -t948 these minutes).
Alderman Atkin moved that the siad ordinance be passed to its second
reading, the motion was seconded by Ald. Harris, and it was passed by
the following vote: Ayes --Atkin, Hamilton, Hoffman, Harris, Wilcox.
Noes --None.
Ald. Hoffman moved that the usual rules and regulations governing the
passage of ordinances be hereby suspended and that this ordin ance be
passed to its third reading, and hereafter be read only by Caption.
The motion passed by the following vote: Ayes --Atkin, Hamilton, Hoffman,
Harris, Wilcox. Noes --none.
JMd Ordinance was read by Caption. Anm- t -Unna, made by Ald. Irilcox
seconded by Ald. Atkin that the said ordinance be finally passed.
The following being the vote: Ayes --Atkin, Hamilton, Hoffman, Harris,
Wilcox. Noes --none. The Mayor declared same legally passed.
SALARY ORDINANCE --1948
Ordinance Committeeman Atkin presented the salary ordinance for 1948,
and moved that the same be read in full. The motion was carried by unanimobs
vote. Following is the Caption:
"Ordinance of the City of Georgetown, Texas, fixing the dompe,n-
sation of the Mayor and Aldermen, to be elected at the next
regular city election, and declaring an emergency."See Exhibit XX)
Ordinance read in full.
Ald. Hoffman moved there being an"emergency clauae-in the said salary
ordinance, that the usual rules declaring that ordinances be read at
three successive meetings be suspended, that hereafter the said ordinance
be read by caption, hereafte'rt and be passed to its second reading.
The motion was passed to its second readingpbhe following being the
vote: Ayes--Atkinq Hamilton, Hoffman, Harris, Wilcox. Noes --none.
The Ordinance was read by Caption. Alderman Atkin moved that the same
be passed to its third reading, the usual rules for passing ordinances
having been susbended,requiring only the reading by byptition. The
motion was seconded by Alderman Atkin, and was passed by the following
vote: Ayes --Atkin, Hamilton, Hoffman, Harris, Wilcox. Noes• -none.
The Ordinance was declared duly passe by the Mayor.
ORDER OF ELECTION
"Notice is hereby given, that by the authority vested in met I, G.C.
Hester, Mayor of the City of Georgetown, Texas, hereby order that the regular
City Election be held on the 6th day of April, A.D. 1948, at the City Fire
Station for the election of a mayor and two aldermen for the said city,
and that R. H. Chreitzberg is hereby appointed presiding judge of said
election and is directed to employ suck clerks and assistants --Cont. page 216

ORDINKITCE P-2RTAINING TO ARRESTS IVITHOTTT '7ARRA.KTT
Presented and read In full at a previous meeting and passed to the second
reading, the Caption of Which is as follows:
"An Ordinance amending the Revised Civil and Criminal-Ordinanceo
of this city, by adding thereto Section 35-a, and hereby giving
to the City Marshall and hisndeputies all power to make arrests
without a warrant, that can be given to said officers under the
Constitution ofa laws of this State, and declaring an emer-

On motion of Ald. Atkin, that the usual rules for passing ordinances, de-
claring that ordinances be read at three successive meetings, be hereby
suspended, on account of the emergency clause therein, and that here-
after the said ordinance be read by Caption, and passed to 'the Third read-
ing. Ald. Harris seconded the motion and the same was pa seed, the fol-
lowing being the vote. Ayes --Atkin, Hamilton, Hoffman, Harris, 'Vilcox.
Noes --none.
Ordinance read by Caption. Motion By Ald. Wilcox, "seconded by Ald. Atkin
that the aforesaid ordinance be finXially passed, carried, the following
being the vote: Ayes --Atkin, Hamilton, Hoffman, Harris, 'Wilcox. Noes -none.
The Mayor declared the said ordinance duly passed.

An ordinance regulating ikx plimbing and etc, was presented
by the Ordinance Committeeman Atkin who moved the same be read. The mo-
tionwas seconded by Ald. Hoffman, and carried by the following vote;
Ayes --Atkin, Hamilton, Hoffman, Harris, Tilcox. Noes --None.
Ordinance read in full. The said ordinance declaring an emergency,
therefore necessitating the suspension of the usual rules for passing
ordinances wherein said ordinances may be reed by Caption only, there-
fore A1dFrman Atkin Moved the usual rules be hereby suspended and the
afore said Ordinance be passed to its second reading. The motion was necozded
seconded by Alderman Tilcox and passed by the following vote: Ayes --
Atkin, Hamilton, Hoffman Harris, Tilcox. Noes --none
Ordinance read by Caption. Alderman Harris Moved that the said "Irdinanee
be passed to the third reading, the usual rules suspended, and it
be read by caption. The motion was seconded by Ald. Hoffman, and
passed by the following vote: Ayes -Atkin, Hamilton, Hoffman, Harris, Tilcox
Noes -none.
Ordinance tas read by Caption. On motion of Alderman Atkin, seconded
by Ald. Harris, the aforesaid ordinance was passed finally, by the
following vote: Ayes --Atkin, Hamilton, Hoffman, Harris. Wilcox. Noes-mxv

The Said Ordinance hsving been read in full at previous meeting,
a Motion was madeby Alderman Xtlk&x, and seconded by Alderman Harris
that the usual rules for passing ordinances be suspended and the said
ordinance be read -by Caption and passed to the second reading.
Ordinance read by Caption, as follows:
An Ordinance of the City of Georgetown, Texas, regulating
the storage and handling of gasoline and other volatile or ex-
plosive liquidsmsnd equipment therfor at filling stations,
wholesale -or bulkketorage plants, private plants, defining
certain words and phrases used herein; peDhibiting the re-
fection or alteration of any filling station, wholesale or
bulk storage plant, or private plant without a permit therefor
from the Council; prescribing the application for such permit
and providing procedure and basis for consideration of such
application, providing for inspection nf+d filling stations and
such plants; providing for revocation of such permits;

regulatingt the sale, delivery and purchase of'gasoline from tank trucks
or portable tanks; the buildings used in connection with any filling
station; regulating the use of any filling station building or'portion
thereof for sleeping for living"quarters; providing a penalty 'for trio"
lation; providing a saving clause;' repealing all conflicting ordinances
or parts thereof and -declaring an emergency.'" (See exhibit`X-B)."
The motion was carried by the following vote: Ayes--Haiailon Harris,
Wilcox. Noes --Hoffman. Not voting --Atkin.
Ordinance read by Caption. On motion 'of Vilcox, seconded by'Atkin,
that the aforesaid Ordinance "be Passed by its third reading, and'read
by caption. The motion carried by the'following vote. Ayes --Atkin,
Hamilton, Harris, Wilcox. Noes --Hoffman.
Ordinance Read by caption. -On motion of Ald Harris, seeonded'by Ald.
Wilcox, the said ordinance was finally passed by the -following vote:

The Mayor declared the said ordinance duly passed..
The Mayor Appointed J. D. Tinning, plumbing Inspector; andv'Lamar Sweden
and J. E. Caskey as members of the Plumbibg examining Board.'On motion
of Ald. Atkin, seconded by Ald Harris, the Council confirmed the
appoinment.
There occurring no further business the Council adjourned.
