HomeMy WebLinkAboutMIN 11.02.2017 CC-SMinutes of a Special Meeting of the Governing Body of the City of Georgetown, Texas Wednesday, November 2, 2017 The Georgetown City Council will meet on Wednesday, November 2, 2017 at 3:00 PM in Training Room B at the Public Safety Facility at 3500 DB Wood Road, Georgetown, Texas. Mayor Ross called the meeting to order at 3:05 PM. All Councilmembers were in attendance, with the exception of Anna Eby, Councilmember District 1. Mayor Dale Ross, Valerie Nicholson, District 2, John Hesser, District 3, Steve Fought, District 4, Ty Gipson, District 5, Rachael Jonrowe, District 6, and Tommy Gonzalez, District 7 were in attendance. Eby joined the meeting at 3:09 PM. Regular Session (This Regular session may, at any time, be recessed to convene an Executive Session for any purpose authorized by the Open Meetings Act, Texas Government Code 551.) A A Special Meeting of the City Council The meeting facilitator, Rick Robinson, of Ramsee Consulting Group, reviewed the findings and work done by the Council at the meeting the previous day. Robinson said this day's meeting would review opportunities and threats, the Role of Council, Strategies, Council Goals and a Vision Statement review. He noted the process implemented to establish Council Goals and said the Council would be looking at refreshing and validating these goals. B Work Session to discuss the Council Vision and Goals for the City of Georgetown — David Morgan, City Manager Robinson provided the list of Council Goals from the Council's 2015 session for the Council's review and asked for their suggestions for changes, additions or retractions. He led discussion of the importance of a vision statement. Robinson discussed roles of Council and roles of staff and the importance of knowing these roles. He noted that successful teams hold each other accountable. Discussion followed. Robinson introduced discussion of key tactics. He listed the Rules of Engagement for review by the Council. Discussion followed. Robinson spoke on the importance of terminology and provided analogies and explanations of vision. The Council participated in an exercise to determine opportunities. Robinson asked the Council to list opportunities worth the City's attention. He noted that they should be looking at external opportunities, which increase tax base and revenue. Robinson asked the Council to think about high impact opportunities. He cautioned them to not think of weaknesses as opportunities or opportunities from within. He explained that weaknesses are internal and keep one away from opportunities. Robinson said opportunities and threats are external. Robinson had the Council break into 2 groups for discussion. Both groups listed and described their findings. Discussion followed. The Council then participated in an exercise to examine threats. They again broke into 2 groups. Both groups listed and described their findings, followed by discussion. Robinson provided a list of strategies established by the Council in their 2015 Council Goal Setting sessions. He asked them for their suggestions for changes, additions or omissions. Discussion followed and Robinson updated the list to reflect their suggestions. Council then examined the list of threats to determine if these warranted any changes to the strategies. Robinson displayed the list of goals developed at the last sessions and asked the Council to determine if there should be any changes after the strategies and opportunities discussions. He asked them to determine if the list of goals was still valid. Discussion followed and Robinson updated the list. Robinson explained that goals must be achieved in order to obtain vision. Robinson spoke on vision analysis. He said this is based on the discussion of opportunities, threats, strategies and goals. The Council had been asked to rate 4 vision statements and Robinson provided the results. City Manager, David Morgan, spoke on the public surveys that had been conducted to establish a vision statement. He provided the Council with the survey results and feedback obtained. Morgan noted the previous Council workshop meetings on the subject. Morgan spoke on the importance of a vision statement and described its uses. The Council unanimously selected the vision statement: "Georgetown: A caring community honoring our past and innovating for the future". Robinson provided updated lists of vision, goals and strategies. Council discussion followed on tactics to be included. Robinson said he would match up strategies with goals and follow up for more Council input. He asked the Council to write down their hot button tactics, listing 2 or 3 tactics to be addressed. Robinson updated the tactics list with the Council suggestions and paired the goals and associated strategies. Robinson thanked the Council for their efforts and involvement.
