HomeMy WebLinkAboutMIN 11.01.2017 CC-SMinutes of a Special Meeting of the Governing Body of the City of Georgetown, Texas Wednesday, November 1, 2017 The Georgetown City Council will meet on Wednesday, November 1, 2017 at 3:00 PM in Training Room B at the Public Safety Facility at 3500 DB Wood Road, Georgetown, Texas. The city of Georgetown is committed to compliance with the Americans with Disabilities Act (ADA). Mayor Ross called the meeting to order at 3:05 PM. All Councilmembers were in attendance. Mayor Dale Ross, Anna Eby, District 1, Valerie Nicholson, District 2, John Hesser, District 3, Steve Fought, District 4, Ty Gipson, District 5, Rachael Jonrowe, District 6, and Tommy Gonzalez, District 7 were in attendance. Regular Session (This Regular session may, at any time, be recessed to convene an Executive Session for any purpose authorized by the Open Meetings Act, Texas Government Code 551.) A A Special Meeting of the City Council Mayor Ross and City Manager, David Morgan, welcomed the Council to the Special Meeting and spoke on the purpose and expectations of the meeting. Morgan explained the importance of Council Goal Setting when providing direction to staff. The meeting facilitator, Rick Robinson, of Ramsee Consulting Group, said that this is a good investment of the Council's time and noted his pre -session phone calls in preparation of the sessions. He provided a summary of the one-on-one conversations. Robinson explained the agenda and the process that will be implemented for establishing Council Goals. Robinson said the agenda for the Council Goal Setting Sessions was developed to achieve the goals and objective listed here: 1. Goal — Align Council on Role of Council and Rules of Engagement Objectives • Modify/Affirm the Role of Council Statement ■ Modify/Affirm current Rules of Engagement Statement (how they interact with each other) • Gain a greater understanding of differing behavioral styles 2. Goal —Align Council on Vision, Goals and Strategies Objectives • Determine the significant Political, Economic, Societal, Technological, Local and Environmental Needs ■ Determine the Opportunities and/or Threats inherent with the significant trends • Evaluate the current Vision, Goals, and Strategies based on new Opportunities and Threats • Modify/Affirm Vision, Goals, and Strategies moving forward Robinson led the Council to discussion of why leadership matters and the critical components of leadership. He spoke on current performance, current results, future performance and future results and explained that you must change performance to change results. B Work Session to discuss the Council Vision and Goals for the City of Georgetown — David Morgan, City Manager Robinson spoke on Vision Statement Prioritization. He explained that this would be a preliminary vision statement discussion and analysis. Robinson passed out 4 examples of vision statements and asked Council to break into 2 groups for discussion. Council was asked to rate the vision statements. Robinson spoke next on Behavioral Style Differences and provided an overview of Marston's Model and DISC, consisting of 4 behavioral types: Dominant, Influence, Conscientious and Steadiness. He said everyone actually is made up of all 4 types, but has a preference. Robinson said there are 3 steps to good communication. a Understanding yourself • Understanding others ■ Treating others the way they want to be treated (platinum rule) Robinson noted the responsibility of both the sender and receiver in communication. Robinson spoke on the Role of Council and asked them to evaluate, modify, update and affirm the Role of Council statement. Council broke into 2 groups for discussion. Council conducted a "Role of Council" exercise and then described their discussion and conclusions. Robinson listed the results chosen by the Council for their review and further discussion. Robinson asked the Council to evaluate, modify, update and affirm the Rules of Engagement statement. Council broke into 2 groups for discussion and conducted a "Rules of Engagement" exercise. They then described their discussion and conclusions. Robinson listed the results chosen by the Council for their review and further discussion. Robinson described trends and conducted a trend evaluation and opportunities and threats exercise. Discussion followed on developing opportunities and threats. Robinson asked the Council to discuss which trends would be high impact and to determine the implications of each and strategies to mitigate.
