O(O- (3(14 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS ("CITY") AS TO ADDING CHAPTER 1.13 TO THE CODE OF ORDINANCES AS IT PERTAINS TO SETTING POLICIES; MAKING SUCH OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. WHEREAS, the City Council deems it in the public interest to establish and maintain procedures wherein adoption of and changes to public policy are delineated in such a manner so that they can be understood, evaluated and reviewed by the City Council and are fully transparent as to the reasons for the proposed policy and changes thereto. WHEREAS, the Council now finds it necessary to add Chapter 1.13 to the Code of Ordinances NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS THAT: Section 1. The meeting at which this ordinance was approved was in all things conducted in compliance with the Texas Open Meetings Act, Texas Government Code, Chapter 551. Section 2. That Chapter 1.13 is herein added to the Code of Ordinances as follows: "Chapter 1.13 Policy Development A. All proposed policies and revisions to existing policies shall be presented to the City Council with a preamble or a cover sheet that clearly delineates each of the following: a. A description of the policy or proposed revisions thereto; b. The purpose for the policy or revisions being proposed; c. The estimated fiscal impact, if any of the proposed policy or proposed revisions. lei v> -I 4�-_'1n I n - e.".. f- B. Prior to being discussed or voted upon by the City Council, the purpose for proposed policies and policy revisions shall be described aloud to the council by city staff or by the council member making the proposal. C. New policies shall be adopted by an Ordinance or in such other manner as required by law. D. The ordinance should clearly indicate the additions, the deletions and any other changes to existing policies." Section 3. If any provision of this ordinance or application thereof to any person or circumstance shall be held invalid, such invalidity shall not affect the other provisions, or application thereof, of this ordinance which can be given effect without the invalid provision or application, and to this end the provisions of this ordinance are hereby declared to be severable. Section 4. The Mayor is hereby authorized to sign this ordinance and the City Secretary to attest. This ordinance shall become effective ten(10) days after it is published in accordance with the provisions of the Charter of the City of Georgetown.
