HomeMy WebLinkAboutORD 84-08.009.5 - ElectionORDINANCE CALLING AN ELECTION THE STATE OF TEXAS COUNTY OF WILLIAMSON CITY OF GEORGETOWN WHEREAS, this City Council of said City deems it advisable to call the election hereinafter ordered; and WHEREAS, it is hereby officially found and determined that a case of emergency or urgent public necessity exists which requires the holding of the meeting at which this Ordinance is passed, such emergency or urgent public neces- sity being that the proceeds from the sale of the proposed bonds are required as soon as possible and without delay for necessary and urgently needed public improvements; and that said meeting was open to the public, and public notice of the time, place and purpose of said meeting was given, all as required by Vernon's Ann. Civ. St. Article 6252-17. THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN: 1. That an election shall be held on February 25, 1984 in said City, at the following designated polling place: DOWNTOWN FIRE STATION, MAIN & 9TH STREETS, GEORGETOWN, TEXAS Said City shall constitute a single election precinct for said election, and the following election officers are hereby appointed to hold said election: Presiding Judge: Bobby Donaldson Alternate Presiding Judge: Joe Saegert 2. That the Presiding Judge shall appoint not less than two qualified election clerks to serve and assist in conducting said election; provided that if the Presiding Judge actually serves as expected, the Alternate Presiding Judge shall be one of such clerks. 3. That by approving and signing this Ordinance the Mayor of said City officially confirms his appointment of the aforesaid election officers to serve at said election; and by passing this Ordinance the governing body of said City approves and concurs in the appointment of the afore- said election officers. 4. That all resident, qualified electors of said City shall be entitled to vote at said election. S. That notice of said election shall be given by posting a substantial copy of this" Ordinance at the City Hall and at three other places in said City, not less than 15 days prior to the date set for said election; and a substantial copy of this Ordinance also shall be published on the same day in each of two 'successive weeks in a news- paper of general circulation published in said City, the date of the first publication to be not less than 14 days prior to the date set for said election. 6. That at said election the following PROPOSITIONS shall be submitted in accordance with law: /�S Jg6 PROPOSITION NO. 1 Shall the City Council of said City be authorized to issue the bonds of said City; in one or more series or issues, in the aggregate principal amount of $10,200,000, with the bonds of each such series or issue, respectively, to mature serially within not to exceed 40 years from their date, and to be sold at such prices and bear interest at such rates as shall be determined within the discretion of the City Council, for the purpose of improving and extending the City's Waterworks System; to -wit: Water Treatment Plant and Transmission Lines, with said bonds to be secured by and payable from a lien on and pledge of the Net Revenues of said City's Waterworks, Sewer and Electric System? PROPOSITION NO. 2 Shall the City Council of said City be authorized to issue the bonds of said'City, in one or more series or issues, in the aggregate principal amount of $800,000, with the bonds of each such series or issue, respectively, to mature serially within not to exceed 40 years from their date, and to be sold at such prices and bear interest at such rates as shall be determined within the discretion of the City Council, for the purpose of improving and extending the City's Sewer System, with said bonds to be secured by and payable from a lien on and pledge of the Net Revenues of said City's Waterworks, Sewer and Electric System? PROPOSITION NO. 3 Shall the City Council of said City be authorized to issue the bonds of said City, in one or more series or issues, in the aggregate principal amount of $1,000,000 with the bonds of each such series or issue, respectively, to mature serially within not to exceed 40 years from their date, and to be sold at such prices and bear interest at such rates as shall be determined within the discretion of the City Council, for the purpose of constructing and improving the City's streets and drainage in connection therewith, and shall said City Council be authorized to levy and cause to be assessed and collected annual ad valorem taxes in an amount sufficient to pay the annual interest on said bonds and provide a sinking fund to pay said bonds at maturity? PROPOSITION NO. 4 Shall the City Council of said City be authorized to issue the bonds of said City, in one or more series or issues, in the aggregate principal amount of $535,000 with the bonds of each such series or issue, respectively, to mature serially within not to exceed 40 years from their date, and tobe sold at such prices and bear interest at such rates as shall be determined within the discretion of the City Council, for the purpose of renovating a Fire Station and permanently equipping same, and shall said City Council be author- ized to levy and cause to be assessed and collected annual ad valorem taxes in an amount sufficient to pay the annual interest on said bonds and provide a sinking fund to pay said bonds at maturity? l87 PROPOSITION NO. 5 Shall the City Council of said City be authorized to issue the bonds of said City, in one or more series or issues, in the aggregate principal •amount of $475,000 with the bonds of each such series or issue, respectively, to mature serially within not to exceed 40 years from their date, and to be sold at such prices and bear interest at such rates as shall be determined within the discretion of the City Council, for the purpose of making permanent sidewalk improvements to the central business district which includes street light improvements, landscaping improvements, and relocation of utilities, and shall said City Council be authorized to levy and cause to be assessed and collec- ted annual ad valorem taxes in an amount sufficient to pay the annual interest on said bonds and provide a sinking fund to pay said bonds at maturity? PROPOSITION NO. 6 Shall the City Council of said City be authorized to issue the bonds of said City, in one or more series or issues, in the aggregate principal amount of $100,000 with the bonds of each such series or issue, respectively, to mature serially within not to exceed 40 years from their date, and to be sold at such prices and bear interest at such rates as shall be determined within the discretion of the City Council, for the purpose of constructing a water .line at the City's Airport, and shall said City Council be authorized to levy and cause to be assessed and collected annual ad valorem taxes in an amount sufficient to pay the annual interest on said bonds and provide a sinking fund to pay said bonds at maturity? . PROPOSITION NO. 7 Shall the City Council of said City be authorized to issue the bonds of said City, in one or more series or issues, in the aggregate principal amount of $200,000 with the bonds of each such series or issue, respectively, to mature serially within not to exceed 40 years from their date, and to be sold at such prices and bear interest at such rates as shall be determined within the discretion of the City Council, for the purpose of renovating and improving City Hall facilities, -and shall said City Council be authorized to levy and cause to be assessed and collected annual ad valorem taxes in an amount sufficient to pay the annual interest on said bonds and provide a sinking fund to pay said bonds at maturity? PROPOSITION NO. 8 Shall the City Council of said City be authorized to issue the bonds of said City, in one or more series or issues, in the aggregate principal amount of $250,000 with the bonds of each such series or issue, respectively, to mature serially within not to exceed 40 years from their date, and to be sold at such prices and bear interest at such rates as shall be determined within the discretion of the City Council, for the purpose of renovating and constructing a Police Station building, and shall said City Council be authorized to levy and cause to be assessed and collected annual ad valorem taxes in an amount sufficient to pay the annual interest on said bonds and provide a sinking fund to pay said bonds at maturity? PROPOSITION NO. 9 Shall the City Council of said City be authorized to issue the bonds of said City, in one or more series cr issues, in the aggregate principal amount of $750,000 with the bonds of each such series or issue, respectively, to mature serially within not to exceed 40 years from their date, and to be sold at such prices and bear interest at such rates as shall be determined within the discretion of the City Council, for the purpose of acquiring and constructing a Library, and shall said City Council be authorized to levy and cause to be assessed and collected annual ad valorem taxes in an amount sufficient to pay the annual interest on said bonds and provide a sinking fund to pay said bonds at maturity? PROPOSITION NO. 10 Shall the City Council of said City be authorized to issue the bonds of said City, in one or more series or issues, in the aggregate principal amount of $800,000 with the bonds of each such series or issue, respectively, to mature serially within not to exceed 40 years from their date, and to be sold at such prices and bear interest at such rates as shall be determined within the discretion of the City Council, for the purpose of constructing, equipping and relocating maintenance and storage buildings for City equipment, and shall said City Council be authorized to levy and cause to be assessed and collected annual ad valorem taxes in an amount sufficient to pay the annual inter- est on said bonds and provide a sinking fund to pay said bonds at maturity? 7. That the official ballots for said election shall be prepared in accordance with the Texas Election Code so as to permit the electors to vote "FOP." or "AGAINST" the aforesaid PROPOSITIONS, with the ballots to contain such provisions, markings and language as required by law, and with such PROPOSITIONS to be expressed substantially as follows: PROPOSITION NO. 1 FOR ) THE ISSUANCE OF $10,200,000 WATERWORKS SYSTEM (WATER TREATMENT PLANT AND AGAINST ) TRANSMISSION LINES) REVENUE BONDS PROPOSITION NO. 2 FOR } THE ISSUANCE OF $800,000 SEWER SYSTEM AGAINST ) REVENUE BONDS PROPOSITION NO. 3 FOR ) THE ISSUANCE OF $1,000,000 STREET AGAINST ) IMPEOVEMENT TAX BONDS PROPOSITION NO. 4 FOR ) THE ISSUANCE OF $535,000 FIRE STATION AGAINST ) TAX BONDS PROPOSITION NO. 5 FOR ) THE ISSUANCE OF $475,000 CENTRAL, BUSINESS DISTRICT SIDEWALK IMPROVEMENT AGAINST ) TAX BONDS 92 PROPOSITION NO. 6 FOR ) THE ISSUANCE OF $100,000 AIRPORT AGAINST ) WATER LINE TAX BONDS PROPOSITION NO. 7 FOR ) THE ISSUANCE OF $200,000 CITY HALL AGAINST ) TAX BONDS PROPOSITION NO. 8 FOR ) THE ISSUANCE OF $250,000 POLICE AGAINST ) STATION TAX BONDS PROPOSITION NO. 9 FOR j THE ISSUANCE OF $750,000 LIBRARY AGAINST ) TAX BONDS PROPOSITION NO. 10 FOR ) THE ISSUANCE OF $800,000 MAINTENANCE AGAINST ) AND STORAGE BUILDINGS TAX BONDS PASSED AND APPROVED this 23rd day of January, 1984. � J— c / M or ✓ AT T: 7cl ( - I City Secretary
