BH IT 01,%DA MD by the City Council of the City of Georgetown, Texas i Section 1• The City health Officer and the health inspee» tors# and each of theca# are hereby authorised to stop# examine and detain any and all persons doming# or suspected of coarsing* from any place infected• or believed to be infected# with any vontag- sous or infectious disease* and they shall have full power and authority to prevent any such person* or persons# from entering said city# and they may also cause any person suspected of being infected with any contagious or infectious disease to be sent to a hospital provided by the city* or other place* for treatment# or to any place of detention that may from tine to time be proms► videds or said health officer* or inspector# or any of thew, may cause any such person or persons to be confined and isolated in the rooms or pres►isss whore they are founds and use any need » ful deans# including the operation of compulsory vaooination, to prevent the spread of any oontagious disease that W be found or be suspected to exists Section 2, It shall be the duty of all persons infected with any disease of a pestilentials contagious or Infectious character# or *rho, from exposure to contagion from such diseases may be liable to endanger others who may some in eontadt with thous to strictly *beery* such commands or injtlnotions as may be given them by the city health officer* or the County Health Officer* or the State Health Offioort to prevent the spread of such diseases# and it shall be lawful for such health officers# or either of them# to require any such person thus infected or ex» posed to infection to remain within designated promaise# for such 3s• ngth of time as such health officer may does necessary* Section S. Such Health Officers* or either of then# shall have authority to prevents, by orders Issued to that effect or by other means# any person to enter or leave or loiter around any room* place or promises where any persons is isolated or oonfined under the provisions of either of the two preceding sections of this ordinance* Section 4. When at any time the city health officer may deem it expedient to quarintine against any place within this State infected with any infectious or contagious disease, he may prescribe regulations governing traffic and trade and trawl between such infected point and this citys and he may, by in- structions of the City aduncils stop all travel and commerce of whatsoever character between such point and this city# for such length of time as the City Council may prescribe. Section 5. Beery physician or nurse in charge of a patient in this city shall report either in person or in writings to the city health officer immediately after he ascertains that such patient is suffering with any contagious or infectious diseases the names and location of such patient and the nature of such diseases and he shall also report to such city health officer the death of any such patient from such disease im- mediately after such death. Such physioan shall report under the provisions of this section of this ordinance alleases of typhoid fevers scarlet fevers small pox# diptheria# measles, whopping coughs tuberculosis# chicken pox# and all other dis- eases of a contagious or infectious characters and any person failing# or refusing to so report shall be deemed guilty of a misdemeanor and upon conviction shall be fined as is herein- after set out. Section 6. When no physician is in attendances every householder shall report in person or in writing to the city health officer the.,names of all the inmates of his or her houses who iss or who he or she shall have reason to believe are sick with any contagious or infectious diseases or any disease that he or she nay believe dangerous to the public health. Section 7. Avery keeper of an inns hotels taverns boarding or lodging house, in the city in which aqy inmate thereof shall be sick with any contagious or infectious dis- eases shall, upon such facts coming to his or her knowledge# forthwith report same to the city health officer in person or in writing. Section 8. The owners deicers or person in charge of any stages railway cars carriages or other conveyance of what- ever characters which shall enter this city, having on board any ,person sick of any contagious or infectious disease#unless such person became sick on the way and could not be left,shall be guilty of a misdemeanor punishable by fine= and such owner, driver, or person in charge, shall, within three hours after the arrival of such person, report, either in person or in writ- ing, the facts, with the name of such person and the houseor place where he was put down in the city, to the city health officer. Section 9. No person shall remove a patient or person suffering with any contagious or infectious disease without the written consent of the city health officers or in his absence, of the mayor. Section 10. Whenever the city health officer believes the public health would be endangered by the keeping of a body that has died of any contagious or infectious disease, he may desig- nate the time after death within which such body shall be in- terred or otherwise disposed of, and he may prevent the keeping or holding of such body to be present at any funeral service, and prevent the taking of such body to a church or other public place, or prevent a funeral procession accompanying such body to its place of burial. Section 11. The city health officer shall notify the super- intendent of the public schools (during the school term) of the locations of contagious or infectious diseases, and if the super. intendent finds any pupil pr pupils in such school who live in a house where such disease is located, he shall deny them admis- sion to the school, only admitting them again upon their presen- ting a certificate from the attending physician, countersigned by the city hvalta officer, that there is no longer danger from contagion, Section 12, The city health offioer, the mayor, or any health inspector of this city shall have the right and author- ity, and it shall be the duty of each of them, to place upon any house or building within the corporate limits of this city where there is at the time, or has been within two weeks next prior,thereto, any person, or persons, afflicted with smallpox# Asiatic cholera, yellow fever, diptheria or scarlet fever, a sign of such size and character as he, or theyt may deem proper bearing the words " Contagious Disease M or M Infectious Disease," or bearing the name of the disease. Such signs when so placed shall remain until each.person in such house or build- ing afflicted with such disease has entirely recovered therefrom, and until such house and building and the contents thereof have been fumigated or disinfected under the direction of the city health officer, and until such sign is directed by the mayor or city health officer to be taken down. Section 13. If any perw n shall pull off, tear downs burns mutilate, destroy or disfigure any sign placed upon arty house or buildings as set fQ th in the next preceding section, or shall cause, or permit, or requests or instructs or direct any persons or child, or servant to pull offs tear down, burns muti- late, destroy or disfigure any such signs he or she shall be fined in any sum not lees than Bive nor more than Two Hundred Dollars, Section 14. It shall be the duty of the city health officer to require that any houses building, premises$ bedding, clothing, or other property which is infected, or suspected of being. in. - feeted with any contagious or infectious diseases shall be thoroughly and promptly fumigated and disinfected under his direction and in the manner and mode required by him, and when in the opinion of the city health officer any furniture, bedding wearing apparel or other property is so infected or suspected of being infected so that 1t cannot be disinfected so as to render the same harmless, or which shall be likely to pass into such a state as to generate diseases then the city health officers with the consent of the mayor, may require such furniture, bedding, wearing apparel or other property to be destroyed or removed from the city. Section 15. It shall be unlawful for any person to uses or hire, or permit any other person to uses without the consent of the city health officers any behiole which has been driven or used for the conveyance or removal of any person afflicted or dead with any contagious or infectious diseases until after such vehicle has been thoroughly fumigated and disinfected under the direction of and in the manner and mode directed by the city health officer. Section 16. The city health officers and other city officers and employees, in carrying out the provisions of this ordinance, shall oo-operates whenever possible to do sop with the state and county health and quarintine officers. 13: narshall or any other person within the city. Any officer, or offioers, employee, or employees, of the city, who shall disregard, neglect or violate any of the provisions of this ordinanoe, or any person who shall resist the city health officer, health inspectors, mayor, or any other person acting under their directions, or obstruct or inter- fere with any of them in the proper performance of their of their duties as not out in this ordinance, or any person who shall violate any of the provisions of this ordinance, or any person who shall fail or refuse to obey and carry out any instruction, direction, rule or regulation made under the authority of this ordinance, shall be deemed guilty of a misdemeanor and upon con- viction shall be fined in any sum not less than five nor more than two hundred dollars.
