HomeMy WebLinkAboutORD 77-09 - Extending Boundary Limits150 ORDINANCE NO. 77-9 ANNEXING ORDINANCE AN ORDINANCE ANNEXING THE HEREINAFTER DESCRIBED TERRITORY TO THE CITY OF GEORGETOWN, WILLIAMSON COUNTY, TEXAS, AND EXTEND- ING THE BOUNDARY LIMITS OF SAID CITY SO AS TO INCLUDE SAID GRANTING TO SAID TERRITORY AND TO ALL FUTURE INHABITANTS OF SAID PROPERTY ALL OF THE RIGHTS AND PRIVILEGES OF OTHER CITIZENS AND BINDING SAID FUTURE INHABITANTS BY ALL OF THE ACTS AND ORDINANCES OF THE SAID CITY. WHEREAS, a petition for annexation has been duly signed and acknowledged by each and every person or corporation having an interest in the following described territory, to -wit: SEE EXHIBIT "A" ATTACHED HERETO WHEREAS, said tract of land is contiguous and adjacent to the City of George- town, Texas, and is not more than one-half (1/2) mile in width; and WHEREAS, said petition was presented to the City Council on the 12th day of April, 1977, such date being not less than 5 and not more than 30 days from the date hereof; and WHEREAS, after hearing such petition and the arguments for and against the same, the City Council has voted to grant such petition and to annex said territory to the City of Georgetown, Texas; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS: That the foregoing described property be and the same is hereby annexed to the City of Georgetown, Williamson County, Texas, and that the boundary limits of the City of Georgetown, Texas be and the same are hereby extended to include the above described territory within the city limits of the City of Georgetown, Texas, and the same shall hereafter be included within the territorial limits of said city, and said land and future inhabitants thereof shall be hereafter entitled to all rights and privileges of other citizens of the City of Georgetown, Texas, and shall be bound by the acts and ordinances of said city. The City Clerk is hereby directed to file with the County Clerk of Georgetown, Texas, a certified copy of this ordinance. PARKER REGISTERED PLB LIC SURVEYOR NO. 1661 ORDINANCE NO. 77-10 AN ORDINANCE CONTROLLING AND EXPEDITING THE FLOW OF VEHICULAR AND PEDESTRIAN TRAFFIC, AND AUTHORIZING THE CHIEF OF POLICE TO TO DETERMINE AND DESIGNATE THE LOCATIONS OF ZONES, ROUTES, TRAFFIC CONTROL DEVICES, SIGNS, SIGNALS, AND MARKINGS NECESSARY TO CONTROL AND EXPEDITE THE FLOW OF TRAFFIC. WHEREAS, the control of the conjestion of traffic, the frequency of passage of vehicles or pedestrians, or both, the direction and volume of the flow of traffic, the dimensions and conditions of the streetsand sidewalks, is necessary for the free flow and the expeditious handling of traffic and the safety of persons and property; now THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS: SECTION 1. DUTIES AND AUTHORITY OF THE CHIEF OF POLICE Whenever and wherever the Chief of Police finds it to be necessary for the free flow and expeditious handling of traffic, and the safety of persons arc) property, the Chief of Police is authorized to: (1) Designate and maintain crosswalks. (2) Mark lanes for traffic and parking stalls on the streets of the city. (3) Designate routes directing traffic near public or private schools, parks, and public buildings. (4) Designate areas on the streets of the city which shall not be used as spaces for the parking of vehicles. (5) Designate areas on the streets of the city where angle parking may be permitted. (6) Designate intersections of streets at which drivers operating vehicles approaching the intersection on one or more of the intersecting streets must bring such vehicle to a complete stop before proceeding into such intersection. (7) Determine and allocate unmetered parking time limits on streets and portions of streets, and on parking lots and partions of parking lots owned by the city. (8) Designate intersections, the crossing of which shall be controlled by red, green and amber lights and arrows, and to determine the type of such lights or traffic control devices to be installed at each intersection. (9) Designate the routes which shall be followed by trucks or commercial vehicles, in using the streets of the city; provided that no such vehicle shall be prohibited from using any street for the purpose of going directly to or from any residential, commercial or industrial establishment abutting on such street for the purpose of delivering or picking up materials. (10) Designate intersections of streets at which drivers operating vehicles on one or more of the intersecting streets whall yield the right-of-way to any pedestrian legally crossing the designated roadway and to any vehicle in the intersection or approaching the intersection on another street so closely as to constitute an immediate hazard. (11) Designate and mark appropriately those traffic lanes on multi laned streets to be used only by vehicles engaged in left -turn movements. (12) Designate the location of loading zones. 153 (13) Designate areas upon public streets and in public parks to be used by bicycle lanes and paths and prohibit the use of areas so designated by other vehicles. (14) Designate certain streets or alleys or portions thereof for one way traffic only. (15) Designate areas to be used for the parking of vehicles in public parks, public play- grounds and off-street parking lots which are owned, operated or maintained by the city. (16) Determine locations for the prohibition of right turns on red signals at intersections controlled by traffic -control devices and also the prohibition of left turns on red signals at intersections which are of two one-way streets and are controlled by traffic -control devices so long as such left turns would be otherwise permissible by direction of the traffic flow upon the streets. (17) Designate locations where right or left turns are prohibited. (18) Determine the location of tow away zones in areas where vehicle parking is prohibited. (19) Make such changes as changing conditions may require in any designation, determin- ation or regulation he is authorized to make. SECTION 2. ESTABLISHMENT OF OFFICIAL TRAFFIC CONTROL DEVICES The Chief of Police shall determine the type and location of all official traffic -control devices in accordance with the most recent edition of the "Manual on Uniform Traffic Control Devices for Streets and Highways", as published by the Federal Highway Administration, except where such manual is in conflict with state law. It shall be unlawful for any person to violate the regulation imposed by any lawfully posted traffic -control device, whether ;y or not posted in accordance with such manual. Proof of the fact that any traffic -control device, sign, signal, or marking was actually in place at any location in the city shall constitute prima facie evidence that the some was "J installed under the authority of law.
