AN ORDINANCE ADOPTING A STORM WATER DRAINAGE POLICY;
SHOWING APPLICABLE TO THE CITY OF GEORGETOWN AND TO
ALL OTHERS WITHIN irs UTILITY SERVICE AREA, PROVIDING
FOR REJIE4 OF PLANS, AND PROVIDING AND CONTAINING
SEVERABILITY CLAUSE, AND DECLARING AN EMERGENCY
BE Ir ORDAINED by the City Council, City of Georgetown,
Texas that the City of Georgetown hereby adopts.and establishes
the policies for storm water drainage planning and management as
follows;
I.
GENERAL POLICIES
Storm drainage facilities should be designed in compliance
with the provisions of the drainage criteria manual of the City
of Austin, Section 2 through 9 and errata sheets dated July 21,
1977 and as amended from time to time. In case of conflict
between City of Georgetown Ordinances and manual content, City of
Georgetown Ordinances shall prevail.
II.
DRAINAGE AND STORM SEWERS
Adeluate drainage shall be provided within the limits of the
property. The protection of adjoining property from any increase
in runoff is mandatory. However City may allow a variance for
runoff which does not exceed 108 of the existing condition Up to
a maximum of five (5) cubic feet per second if so doing will not
adversely affect adjoining property. The City reserves the right
to eliminate the detention requirement for properties adjacent to
major rivers when in the judgement of the City Engineer such
elimination would result in a decrease in the peak flood flow .
Drainage and storm sewer plans shall be certified by a
Registered Professional Engineer and approved by the City
Engineer. Review and approval shall in no manner make the City
liable for defects in such plans. City of Austin Drainage
Criteria Manual will be used for all calculations relative to
rainfall runoff quantities, and the design of channels, culverts,
storm sewers and detention facilities. The owners of the tracts
upon which are located such easements, appurtenances, and
detention facilities shall maintain same and be responsible for
their upkeep. Notice of such duty to maintain shall be shown on
the plats.
Construction plans for streets and utility instalation
re wired by the City shall include drainage and storm sewer plans
prepared by a Registered Professional Engineer which shall be
reviewed and approved by the City Engineer and Director of Public
Works prior to such construction. City shall make such
inspections as are deemed necessary to assure proper installation.
Neither the review nor approval of such plans nor the inspection
of the completed work will create any liability on the part of
the City.
IV.
Plans for proposed drainage facilities shall be submitted to
the City Engineer for acceptance prior to construction. Further,
computations for all drainage related design shall be submitted
with the plans for review. Data submitted shall include a
drainage area map, a summary of methodology employed and
resulting data, land use and runoff coefficient assumptions and
other pertinent hydrologic and hydraulic data. Certification
shall be submitted by the design engineer that the plans and
computations are in compliance with the requirements of this
policy and the Drainage Criteria Manual, referred to above.
Following construction, but prior to acceptance of improvements
by the City, the design engineer shall furnish certification that
based upon his periodic inspection of the work all improvements,
including those covered by this Ordinance, have been constructed
in compliance wiht the City's requirements.
V.
Plans submitted for utility permits other than for those
projects already in compliance with this Ordinance shall include

facilities designed and provided for in compliance with this
policy and the City of Austin Drainage Criteria Manual. Such
plans and design calculations for all drainage. facilities shall
be submitted to the City Engineer for acceptance prior to
issuance of the utility permit. The design engineer shall
certify that the plans and calculations for all drainage
facilities are in compliance with the policies and criteria of
the City of Georgetown.
VI.
Nothing herein shall be deemed to in any affect the
application of the City of Georgetown Subdivision Ordinance in
general and Section 507, Subsection 3, titled "Drainage and Storm
Sewers." As sane is intended to remain in full force and effect.
VII.
The standards set forth herein are not intended to be
exhaustive and whenever the City Engineer deems it necessary to
make additional requirements in order to maximize the
effectiveness of the drainage plan in question such. requirements
may be made. Likewise, the City Engineer may allow variances or
exceptions to such requirements when so doing will not result in
drainage or flooding problems sought to be prevented by this
Ordinance. Substantial variances or exceptions must be brought
to the attention of the City Council and.approved by it at the
time of plan approval. The purpose of those provisions is to
enable the City Engineer to make such allitional requirements or
exceptions in unique or unusual circumstances.
VII.
Saving clause if any section, subsection, sentence, clause
or phrase of this Ordinance is for any reason held to be
unconstitutional, void or invalid, the validity of the remaining
portions of this Ordinance shall not be affected thereby it being
the intent of the City Council in adopting this Ordinance that no
portiui thjreof or prevision or reg-ilatiun contained herein shall

become inoperative or fail by reasons of the unconstitutionality
or invalidity of any section, subsection, sentence, clause,
phrase, or provision of this Ordinance.
By motion duly made, same do then pass with the affirmative
vote of all the Council Members present.
PASSED on this the 13 day'of March 1984 on first reading as an
emergency matter. The nature of the emergency is that the
passage of this ordinance is necessary in order to better enable
said City to regulate construction so as to avoid, flooding,
drainage and related problems.
