Mayor Ross called the meeting to order at 6:02 PM. All Councilmembers were in attendance with the exception of Councilmember Hesser, District 3 and Councilmember Gonzalez, District 7. First Reading of an Ordinance amending Section 13.15.050 titled "Irrigation System Requirements for New Installations" of the Code of Ordinances of the City of Georgetown, Texas, repealing conflicting ordinances and resolutions, including a severability clause, and establishing an effective date -- Leticia Zavala, CGFO, Customer Care Director (action required) Leticia Zavala, the City's Customer Care Director, spoke on the amendments needed to the ordinance regarding "Irrigation System Requirements for New Installations". She noted that staff had analyzed and studied the current requirements and recommended the changes. Zavala read the caption. Motion by Fought, second by Brainard to approve Item O. Councilmember Jonrowe asked why we there had been two requirements previously. Zavala answered that there was likely a need to be more restrictive at some point and at this time there is no longer that need. Jonrowe asked if there was a price difference. Zavala said she did not have the figures with her, but would be happy to bring the price difference back to the Council. Approved: 5-0 (Hesser, Gonzalez absent) P. First Reading of an Ordinance amending Chapter 13.36 titled "Cross Connection Control" of the Code of Ordinances of the City of Georgetown, Texas, repealing conflicting ordinances and resolutions, including a severability clause, and establishing an effective date — Leticia Zavala, CGFO, Customer Care Director (action required) Leticia Zavala spoke on the proposed amendment to Cross Connection Control. She explained that staff recommends changes in order to more effectively manage the regulations for back load devices. The changes would enable the City to charge fees for required testing from the customer. Zavala read caption. Councilmember Jonrowe asked Zavala to further explain. Zavala described the collection of an administration fee from a customer with a high hazard back load device, with periodic testing required. She explained that these testing requirements are in place to prevent things such as contaminants into the City system. Zavala said this is checked every year and the testing requirements are on file. Motion by Jonrowe, second by Gipson to approve item P. Approved: 5-0 (Hesser, Gonzalez absent) Q. Second Reading of an Ordinance for a request to rezone approximately 61.85 acres in the William Addison Survey from the Agriculture (AG) District to the Two-family Residential (TF) and the Single-family Residential (RS) Districts, located at 2321 Southwestern Boulevard — Sofia Nelson, CNU-A, Planning Director (action required) Sofia Nelson, the City's Planning Director, spoke on the rezoning request. Nelson explained that this request was for the Davidson Ranch development. She provided a location map and described the proposed development on the map. Nelson also showed a zoning map and future land use map. She next provided a map of the broader context of roadways and major arterials. Nelson showed and described the residential collectors and minor arterials. She provided an aerial map depicting the development and neighboring developments and connectors. Nelson said that staff had reviewed the request for consistency and found it to be consistent with the established criteria. She provided the staff recommendations. Nelson noted that the Planning and Zoning Commission had recommended approval and City Council voted 7-0 at the February 14, 2017 meeting to approve the rezoning. Nelson noted that the City Council voted 5-1 at the February 28, 2017 meeting to postpone this item to the March 14, 2017 meeting. Nelson said that the applicant was present if the Council had any questions and read the caption Councilmember Brainard suggested postponing Item Q until the March 2P meeting since it was a controversial item and Councilmember Gonzalez, whose District is directly affected by the outcome, was not present at this meeting. Second Reading of an Ordinance establishing the classifications and number of positions (Strength of Force) for all the City of Georgetown Fire Fighters and Police Officers pursuant to Chapter 143 of the Texas Local Government Code pertaining to Civil Service -- Tadd Phillips, Human Resources Director (action required) Tadd Phillips, the City's Human Resource Director, spoke on the Strength of Force Ordinance. She provided a location map, zoning map and future land use map Nelson noted that the property is currently zoned residential and the applicant's intention is to build an office building. Second Reading of an Ordinance for a request to rezone Crestview Addition Unit 1, Block 2, Lot 3, from the Residential Single-family (RS) District to the Local Commercial (C-1) District, located at 1606 Williams Drive -- Sofia Nelson, CNU-A, Planning Director (action required) Sofia Nelson, Planning Director, spoke on the rezoning request. She noted that the Planning and Zoning Commission and staff had recommended approval. Nelson read the caption. Councilmember Jonrowe asked about a tree that was seen in the map Nelson had provided. Jonrowe asked if the tree could be preserved. Nelson responded that it would depend on the parking lot design. She said that if the tree needs to be removed to provide adequate parking, mitigation requirements would come into play. Nelson explained that this would occur during the site development phase. Jonrowe asked what tool the Council would have to require that the tree stays. Nelson said she will work with applicant and noted the City's arborist works toward tree preservation with developers. Second Reading of an Ordinance for a request to rezone 0.47 acres described as Lot 7, Block 1, Highland Park Addition Revised, from the Single -Family Residential (RS) District to Neighborhood Commercial (CN) District, located at 209 West 24th Street — Sofia Nelson, CNU-A, Planning Director (action required) Sofia Nelson, Planning Director, spoke on the rezoning request. She provided a location map and explained that the existing structure straddles a property line. Nelson provided a future land use map. She explained that both staff and the Planning & Zoning Commission had recommended approval. Nelson said she would like to address her response to a question posed be Councilmember Jonrowe at the previous meeting. Councilmember Jonrowe had asked if a drive through bank would be an allowed use for this property. Nelson said she had said that banks are a permitted use but has since discovered that they are actually not a permitted use. Nelson noted that banks with a drive through are not classified any differently than banks without a drive through. Councilmember Brainard asked if the property owner had changed the request. Nelson said the applicant had amended the request to the Planning and Zoning Commission's recommendation. Motion by Brainard, second by Jonrowe to approve item V. Second Reading of an Ordinance for a request to rezone Georgetown Retirement Residence, Block A, Lot 2, 2.208 acres, located at 3700 Williams Drive, from the Agricultural (AG) District to the Local Commercial (C-1) District -- Sofia Nelson, CNU-A, Planning Director (action required) Sofia Nelson, Planning Director, spoke on the rezoning request. She provided a zoning map and noted that the property is currently designated agriculture and is located in a mixed use neighborhood. Nelson explained that the Planning & Zoning Commission and the staff had found the request to be consistent with the established criteria. Nelson read the caption. Project updates and status reports regarding current and future transportation and traffic project; street, sidewalk, and other infrastructure projects; police, fire and other public safety projects; economic development projects; city facility projects; and downtown projects including parking enhancements and possible direction to city staff— Laurie Brewer, Assistant City Manager Mayor Ross asked Assistant City Manager, Laurie Brewer, if she had any project updates to report. Brewer said a written report had been provided in the agenda packet. She said that in the absence of the City Manager, David Morgan, she and Jim Briggs are available for Council needs.
