HomeMy WebLinkAboutPublic Works DirectorPage 1 of 2 City of Georgetown JOB DESCRIPTION Job Title: Public Works Director Effective Date: 10/01/2016 FLSA Category: Exempt Revision Date: SUMMARY: Under the direction of the General Manager of Utilities, organizes, develops, plans, and manages the programs, projects and activities of the Public Works Department. Provides oversight and direction for Streets, Drainage, Airport, and Solid Waste Services for the City. Ensures effective coordination and communication with City Officials, city departments, state, regional and local entities, media, consultants, the general public, and/or private sector representatives. Essential duties and responsibilities may include, but are not limited to, the following:  Manages the Public Works operation activities related to design, maintenance and construction of streets and drainage, sidewalks, pedestrian and bicycle safe routes, traffic/signals and oversight of solid waste services and airport operations for the city.  Meets with state, regional and local partners on project development for road projects and repairs, and manages the development of transit options for the Community.  Collaborates with state, regional and local partners regarding regulatory compliance regarding air quality, the quality/stormwater permitting, and the city’s transfer station and solid waste operation.  Prepares and delivers presentations on project updates and action items to various elected and appointed boards, (i.e., the Georgetown Transportation Advisory Board, Georgetown Transportation Enhancement Corporation, and Georgetown City Council, and ADA working group).  Coordinate Department’s activities with other departments and divisions for budget, capital improvement programming, project applications, and project development through the funding, environmental, engineering and construction phases.  Directs, manages, develops the departmental budget; estimates funds needed for personnel, contracts, commodities and capital improvement projects; directs the monitoring and approval of expenditures; directs the preparation and implementation of budgetary adjustments.  Performs the full range of supervisory functions including selecting, training, evaluating, counseling, developing and disciplining assigned staff.  Provides input to the team in the decision making process; implements and assists in the establishment of City policy and procedures of the organization; conducts progress reviews with the team and members individually.  Responds to and resolves sensitive inquiries and complaints from both internal and external sources.  Performs other duties as assigned. MINIMUM QUALIFICATIONS: Education, Training and Experience Guidelines Bachelor’s degree from an accredited college or university with major course work in Engineering, Traffic Engineering, Community Development/Planning, or a related field. Eight (8) years of full-time progressively responsible experience in Traffic and Transportation Planning and Engineering, preferably with a municipality, state, or county government. Five (5) years of the required experience must have been in a supervisory/management capacity. Any combination of experience or education may substitute for the minimum qualifications. Knowledge of:  City infrastructure operations. Page 2 of 2  Federal, state and local laws.  City practices, policies and procedures.  Supervisory and managerial techniques and principles.  Fiscal planning and budget preparation.  Business case development, strategic business planning,  Practices and principles of traffic, parking, and transportation engineering.  Pertinent regulatory codes and ordinances, traffic laws and regulations.  Traffic operations, installation and maintenance of traffic control devices,  Performance measurement and project management practices, skills and concepts.  City operations, personnel policies and procedures, city charter, city ordinances, policies and procedures.  Council/Manager form of government; Skill in:  Working closely with other City, County, State, Federal and School District officials and employees, City’s Boards and Commissions, other public and private sector entities and the general public.  Using a computer and various software programs.  Reading and interpreting traffic engineering specifications computer operation and policy manuals, memos, letters and reports.  Writing and preparing a variety of reports, correspondence, and special studies.  Appling engineering and mathematics to design traffic control systems.  Using principles and techniques of budget development and administration.  Appling traffic engineering and parking knowledge to specific technical problems.  Assessing situations and making prompt, safe, and efficient decisions with regard to task priority and effective solutions.  Resolving work problems.  Interpreting administrative polices to subordinates, other departments, consultants, contractors, and the public. LICENSES AND CERTIFICATION REQUIREMENTS Valid Class C Texas driver’s license.
