HomeMy WebLinkAboutInspection SupervisorPage 1 of 2 City of Georgetown JOB DESCRIPTION Job Title: Inspection Supervisor Effective Date: 10/01/2012 FLSA Category: Non-Exempt Revision Date: 11/10/2016 SUMMARY: Supervises employees conducting inspections to ensure compliance with applicable City ordinances, approved plans, specifications, safety and environmental requirements. Performs plan reviews of development and CIP projects and collaborates with CIP Coordinator to resolve project issues. Essential duties and responsibilities may include, but are not limited to, the following:  Hires, supervises, trains, and develops staff through review of performance data, conferences, training and performance review  Inspects infrastructure upgrade and development projects for streets, drainage, and water and wastewater utilities for compliance with construction documents and prepares daily inspection reports.  Assures that work is installed in compliance with latest rules and regulations of governing State agencies. Meets with contractors to review construction progress and contract drawings.  Attends project meetings to ensure contractor progress, payments and project coordination.  Attends pre-construction, project update and general on-site meetings with the contractor to discuss job status, field orders, and issues in the field and to review pay application quantities.  Maintains files and records, construction plans record drawings.  Reviews development project plans for compliance with details and specs.  Coordinates inspection of projects and training of new technicians  Performs field and office support functions for inspectors and ensures compliance with health and safety regulations and practices.  Formulates and writes informational reports.  Participates in the development of policies and procedures regarding commercial, residential and capital projects.  Works with other departments to negotiate change orders within authorized dollar limits.  Assists contractors, engineers, and design professionals with interpretation of codes and with other inquiries.  Ensures inspectors process submittals and keep applicable record documents for assigned projects.  Monitor and maintain MS4 inspection reports  Performs other duties as assigned. MINIMUM QUALIFICATIONS: Education, training and Experience Guidelines High school diploma or equivalent. Six years of full-time work experience in construction inspection and/or road and bridge inspection or closely related field. Three years of the required experience must have included Capital Infrastructure construction inspections. One year of the required experience must have been in a lead or supervisory capacity. One year (30 semester science or related field may be substituted for one year of the required experience with a maximum substitution of two years hours) of additional education from an accredited college or university will coursework in construction. Knowledge of:  OSHA TDLR TCEQ regulations.  The principles, interpretation and administration of applicable policies, codes, and municipal, state and federal regulations and guidelines.  Street, sidewalk and concrete construction methods, practices and materials.  Methods used in order to read and interpret blueprints, plans, maps and/or specifications. Page 2 of 2  Proper safety practices, procedures and regulations applicable to work being performed.  Road construction materials.  Heavy construction materials and methods.  Applicable building codes, ordinances and regulations.  Contract language.  The coordination and integration of the inspection functions with other operating and administrative functions of the department and the City.  Safety procedures; construction procedures.  City ordinances, policies and procedures.  OSHA, TDLR, TCEQ regulations.  Contract drawings and specifications.  Water, wastewater, storm drainage and street construction. Skill in:  Directing, assigning, and prioritizing the work.  Handling conflict and uncertain situations.  Working with frequent interruptions and changes in priorities.  Writing inspection and project progress reports.  Performing field inspections.  Preparing concise and accurate reports.  Establishing and maintaining effective working relationships.  Walk in rough terrain and confined spaces of construction sites with varying environmental conditions.  Using computer and related software programs.  And ability to work varying work hours to meet project needs.  Making accurate measurements and computing quantities of materials used in construction.  Maintaining records and preparing written reports.  Recognizing deviations from drawings and specifications.  Determining quality of materials, workmanship and construction methods.  Resolving problems or situations requiring the exercise of good judgment.  Communicating effectively, both orally and in writing to architects, contractors, developers and the public.  Presenting data to provide timely information for management's use.  Interpreting building codes and recognizing the need for correction of construction activities that deviate from specifications  Reading Construction Plans, specifications, office memos, warning labels, daily logs and official records.  Performing mathematical calculations.  Interpreting policies and procedures. LICENSES AND CERTIFICATION REQUIREMENTS Valid Class C Texas driver’s license Texas Level 1B Roadway Specialist Certification or must obtain within 6 months of employment. Construction Inspection Certification by TxDOT or must obtain within 6 months of employment. TCEQ Class C Water Distribution License or must obtain within 6 months of employment. TCEQ Collection II Wastewater Collection License or must obtain within 6 months of employment. Bridge Inspection Certification TxDOT or must obtain within 6 months of employment. Embankment Inspection Certification by TxDOT or must obtain within 6 months of employment PHYSICAL DEMANDS AND WORKING ENVIRONMENT Standing, sitting, walking, lifting, carrying, pushing, pulling, reaching, handling, fine dexterity, crouching, bending, vision, hearing, talking, use of foot controls. Exposed to weather extremes, dust, loud noise, entry into confined spaces.
