The Georgetown City Council will meet on Tuesday, August 16, 2016 at 6:00 PM at the Council Chambers at 101
E. T1 St., Georgetown, Texas.

Mayor Ross called the Special Meeting to order at 6:00 PM. All Councilmembers were in attendance, with the
exception of Councilmember Ty Gipson, District 5 and Councilmember Tommy Gonzalez, District 7.
Regular Session
(This Regular session may, at any time, be recessed to convene an Executive Session for any purpose authorized by
the Open Meetings Act, Texas Government Code 551.)
Call to Order — A Special Meeting of the City Council
Leigh Wallace, the City Finance Director, provided a brief overview of the fiscal year 2017 budget. She described
the areas of focus. Wallace described the "all funds" budget and then provided General Fund highlights. Wallace
spoke on General Fund One Time Studies. She spoke on the Electric Fund highlights and the Water Services
Fund highlights. Wallace spoke next on the Convention & Visitors Bureau Fund, the Paramedic EMS fund and
the Airport Fund (revenue funds). Wallace spoke on internal funds, including joint services, facilities services,
fleet services, the information technology fund and the self-insurance fund. Wallace then spoke on employee
compensation and & benefits as proposed in the FY2017 budget. Wallace provided a new personnel summary.
She spoke on spring 2017 debt issue.
Fought asked when an impact of the road bond would be seen. Morgan said it has been absorbed in the
increases in assessed valuation. Morgan said the City would need to take one year at a time. He explained that
this always depends on how fast the road bonds move forward and how fast projects can be implemented.
Wallace next described property tax terms. She spoke on property tax valuations and the proposed tax rate of
$0.4240 and described the roll back rate.
Wallace then described the City's public outreach process.
A. Conduct a public hearing on the proposed FY2017 Annual Budget — Leigh Wallace, Finance Director
Mayor Ross called the public hearing to receive comments on the proposed budget, in accordance with the
local government code, at 6.18 PM.
No persons signed up to speak on Item A.
Ross announced that the City Council would vote to adopt the budget at the first reading at 6:00 PM on
Tuesday, August 23, 2016 at the City Council Chambers, 101 E. 71e St., Georgetown, Texas and at the
second reading at 6:00 PM on Tuesday, September 13, 2016 at the City Council Chambers, 101 E. 711 St.,
Georgetown, Texas.
Motion by Fought, second by Hesser to close the comment period of the public hearing on the proposed
budget. Mayor Ross closed the public hearing at 6.20 PM
Approved: 5-0 (Gipson, Gonzalez absent)
B. Conduct a public hearing on the proposed 2016 Property Tax Rate used for the FY2017 Annual Budget --

Mayor Ross called the second public hearing to receive comments on the proposed property tax rate, in
accordance with the local government code, at 6.21 PM.
No persons signed up to speak on Item B.
Ross announced that the City Council would vote to adopt the tax rate at the first reading at 6:00 PM on
Tuesday, August 23, 2016 at the City Council Chambers, 101 E. 71h St., Georgetown, Texas and at the
second reading at 6:00 PM on Tuesday, September 13, 2016 at the City Council Chambers, 101 E. 7", St.,
Georgetown, Texas.
Motion by Fought, second by Hesser, to close the comment period of the public hearing on the proposed
2016 tax rate. Mayor Ross closed the public comment period of the public hearing on the proposed 2016
property tax rate at 6.22 PM.
Approved: 5-0 (Gipson, Gonzalez absent)
Adjournment
Motion by Hesser, second Fought to adjourn the meeting. Mayor Ross adjourned the meeting adjourned
6.22 PM.
