SUMMARY: Defines and develops assigned marketing programs for the associated utilities. Participates in development
of overall Utility marketing objectives. Defines and develops individual program objectives, program design, target
customers, promotional collateral and execution campaigns. Provides internal utility staff training on program to support
campaign execution. Manages campaign execution and tracts and reports results. Develops and organizes materials for
public outreach. Promotes and coordinates external education opportunities through workshops, school programs,
seminars and public outreach programs emphasizing water, electrical and recycling services. Promotes public
understanding of the value and importance of assigned programs.

Marketing Strategy
Participates in development of overall Utility marketing and conservation strategy and objectives.
Participates in overall definition of products and services.
Participates in listing, prioritizing and scheduling marketing and conservation programs to achieve objectives.
Participates in development of marketing and revenue budgets and sales objectives.
Research and Analysis
Remains current on industry trends and activity and current programs at other utilities for assigned programs.
Maintains a relevant collection of educational material related to assigned programs, which may include articles,
white papers, textbooks, and pamphlets, both historic and geographic. .
Monitors federal and state legislation and regulation related to assigned programs.
Establishes and maintains familiarity with relevant customer characteristics and consumption as they relate to
assigned programs.
Participates in general marketing analysis, and maintains familiarity with analysis specific to assigned programs.
Program Definition
Broadly participates in identifying the portfolio of programs to meet the overall objectives.
Identifies specific objectives, target customer segments and plans for individual programs.
Program Development
Identifies specific program outcomes.
Identifies specific target customer attributes, and develops customer list selects.
Develops program collateral material.
Develops consumption monitoring and alert parameters with Analyst to support program and campaigns.

Designs specific promotional campaigns, target objectives and schedules.
Develops program budget
Develops, presents and evaluates, material for public outreach and educational events.
Designs any required courses and curriculum for related public or customer classes and presentations.
Program Management (Execution)
Manages setup and execution of assigned promotion campaigns.
Provides internal utility staff training on program to support campaign execution.
Organizes, implements and participates in supporting public events.
Tracks campaign and program performance.

MINIMUM QUALIFICATIONS:
Education, training and Experience Guidelines
Bachelor’s degree from an accredited college or university with major coursework in marketing, business, journalism, or
related field. Four years of marketing experience required. Experience with utility services, direct marketing or
conservation services is desired. OR Any equivalent combination of experience, education and training that provides the
required knowledge, skills, and abilities.
Knowledge of:
Direct marketing.
Utility marketing.
Utility system operations.
Curriculum design practices and principles.
Skill in:
Communicating effectively, both orally and in writing.
Using computer and software programs.
Analyzing customer data to identify program opportunities and target customer segments,
Analyzing data to determine program effectiveness.
Interpreting policies and procedures, ordinances, rate schedules and rebates.
Completing complex, analytical assignments.
Analyzing problems accurately.
Teaching and interpreting information for a variety of audiences.
Establishing and maintaining effective working relationships.
Making decisions in difficult situations.
Reading and comprehending manuals, journals, educational and leadership materials.
LICENSES AND CERTIFICATION REQUIREMENTS
Valid Class C Texas driver’s license
