HomeMy WebLinkAboutPlant SuperintendentPage 1 of 2 City of Georgetown JOB DESCRIPTION Job Title: Water Services Plant Superintendent Effective Date: 01/01/2016 FLSA Category: Exempt Revision Date: 01/01/2016 SUMMARY: Under general direction of the Water Services Manager. Supervises the day-to-day operations and maintenance of the City’s water and wastewater plant/ treatment operations and maintenance. Utilizes personnel, materials, contractors, budget preparation and oversight to conduct operations and maintenance activities in a safe, regulatory compliant and efficient manner. Essential duties and responsibilities may include, but are not limited to, the following: Operations & Maintenance  Oversees the daily operations and maintenance of water and wastewater treatment facilities including the effective use of personnel, materials, and budget to operate and maintain the Water, Wastewater, and Reuse Irrigation systems.  Ensures that safe, efficient, and proper operational, maintenance and construction practices are followed in the operation and maintenance of water and wastewater pumps, motors and facilities.  Oversees the day to day operations and maintenance of the water and wastewater treatment facilities including maintenance of external water raw water production well.  Conducts root cause evaluation for system operations and maintenance problems and assist in the development of programs, policies and procedures to prevent recurrence. Employee Development  Assist and monitors annual and midpoint operations budget for department; Assist Management with annual and midpoint budget evaluations, forecasts staffing, material and contractor service needs.  Assist and implement the department qualification and training plan including annual update of qualification manuals, reporting, and scheduling of internal and external training. Budgeting & Controls  Assist and monitor annual and midpoint operations and maintenance budget by evaluating and forecasting materials, and contractor service’s needs.  Determines proper stock levels for parts and tools, approves purchases. Asset Management  Assist Water Services Manager in development and update of the maintenance program for Water Services facilities.  Monitors the maintenance program for the Water Services treatment facilities.  Utilizes work management system to measure work performance. Tools, Equipment and Supplies  Assist department Manager evaluating material needs with and recommends materials, stock levels.  Ensures equipment, tools, and test equipment are properly maintained.  Assist and monitor calibration program for applicable equipment, tools, and test equipment. General Management  Communicates operational metrics of Water Services with employees.  Conducts Interviews, and hires candidates for the water wastewater treatment facilities.  Attends meetings with industry peers and regulatory agencies to stay informed on emerging trends and regulation.  Provides quality customer service to city staff, the general public, and all other work contacts.  Performs other management and administrative duties as required. Page 2 of 2 MINIMUM QUALIFICATIONS: Education, training and Experience Guidelines Associates Degree in Science or Engineering Technology, or its equivalent; AND tern years of experience in municipal water and wastewater operations and maintenance including three years in a leadership or supervisor role. Showing a high level of leadership skills; OR any equivalent combination of experience and training that provides the required knowledge, skills, and abilities and meets state statutes. Knowledge of:  Knowledge of Water, Wastewater, and Reuse Irrigation systems operation and maintenance.  Knowledge of state and federal regulations.  Advanced knowledge of safety procedures requirements. Skill in:  Ability to select, train, motivate, evaluate, and effectively utilize and lead staff.  Ability to troubleshoot water, wastewater, and reuse irrigation system process and technical problems  Ability to establish and maintain effective working relationships; effectively supervise others; understand and follow detailed oral and written instructions; communicate effectively both orally and in writing; operate a computer using specialized analysis software; operate specialize test equipment  Ability to maintain detailed and accurate records.  Ability to develop, and implement procedures, policy, standards, and training materials.  Prepares spreadsheets, documents, and technical reports; Staff evaluations  Performs financial/budgetary calculations; performs calculations and analyzes water and wastewater plant system parameters.  Makes judgment from visual, oral, and written information, analyzes situations and adopts effective, efficient, and reasonable courses of action in accordance with regulations, policies and procedures to properly operate and maintain assets, ensure the safety of personnel, and deliver service to customers LICENSES AND CERTIFICATION REQUIREMENTS Texas Driver’s License; Class “B” Surface Water AND Class “B” Wastewater Treatment licenses or higher level licenses issued by the Texas Commission on Environmental Quality. PHYSICAL DEMANDS AND WORKING ENVIRONMENT Standing, sitting, walking, lifting, carrying, pushing, pulling, reaching, handling, fine dexterity, crouching, bending, vision, hearing, talking, use of foot controls. General climate controls within the confines of an office setting and occasional exposure to outside elements associated with seasonal weather patterns in the Central Texas area.. Very limited exposure to hazards related to system operation such as energized circuits as might be necessary for troubleshooting assistance or to water and wastewater and associated chemicals used in the treatment process.
