SUMMARY:
The Public Safety Volunteer Program Director manages volunteer program strategy, policies and procedures, and
recruitment and staffing requirements for all areas of Public Safety (Police/Fire) where volunteers are currently used or
new positions are created for volunteers throughout the department. Acting as the Director of Volunteer Services, may
recruit and manage volunteer staff to assist in handling various duties in support of volunteer program administration.
Ensures compliance with all GPD/GFD and City of Georgetown policies regarding safety and local obligations regarding
the use of volunteers.

subject to change at any time by the employer. Essential duties and responsibilities may include, but are not limited to,
the following:
Establishing program strategies and goals, operating procedures, and preparation of volunteer job descriptions
On-going contact with supervisory staff to determine volunteer needs and requirements
Acting as a liaison between public safety and all volunteers and groups or units
Development, monitoring, and public presentations of an on-going volunteer recruitment plan (working with City
PR staff, and community organizations)
Selection, screening, and certification of volunteers for placement
Scheduling interviews and preparing mandatory training schedules, as required
Providing ID badges, building access, and special group uniforms
Ensuring orientation for all volunteers
Quarterly monitoring of all volunteer jobs with supervisors, groups, or units
Tracking volunteer hours and preparing group statistics consolidation report (monthly or quarterly) for GPD
Command Staff
Risk Management - Initiating and documenting disciplinary actions and incident reports through the departments
Chain of Command
Financial management and budgeting
Developing incentive and recognition plans and events for all volunteers
Partner with volunteer groups and personnel in support of major events or fundraising activities
Preparing and reporting annual program evaluation for Command Staff
Manages volunteer efforts in support of emergency management situations
MINIMUM QUALIFICATIONS:
Bachelor’s degree and five years of volunteer staff management experience; one to two years experience working with
public safety personnel and public safety environment, or equivalent. OR equivalent combination of experience and
education to substitute for the minimum qualifications.
Knowledge of:
Policy and procedure development as it applies to volunteer organizations
Strategic development of short-term goal and long-range program planning as it applies to organizational strategic
direction
Volunteerism and volunteer management practices

Skill in:
Establishing and maintaining effective working relationships with City employees
Public speaking and facilitation
Use of computers and other office equipment; quick learning and use of special software adapted for organization
communication
Personnel and relationship management, and cultural sensitivity
Good listening and communication skills (written and oral)
Leadership experience in cause/issue resolution, cultural sensitivity
Budgeting, marketing, and fundraising
Working with non-profit organizations

PHYSICAL DEMANDS AND WORKING ENVIRONMENT
Office environment consisting mostly of desk/office work. May require some walking, lifting and carrying.

Computer, printers, copiers, other miscellaneous office equipment.
