HomeMy WebLinkAboutBudget AnalystPage 1 of 2 City of Georgetown JOB DESCRIPTION Job Title: Budget Analyst Effective Date: 7/10/2015 FLSA Category: Exempt SUMMARY: Performs complex analytical activities related to the City’s funds, including revenue forecasting, project accounting, and other financial, statistical and performance measure analyses. Essential duties and responsibilities may include, but are not limited to, the following:  Assists in the development of the City’s Annual Operating Budget and Capital Improvement Program.  Participates in compiling the Budget, CIP and Budget in Brief documents.  Develops and maintains financial and statistical models relating year-end projections, long range revenue forecasting, sales tax and all other assigned governmental and enterprise funds.  Reports and monitors CIP accounts on a project accounting basis; tracks expenditures and maintains files for CIP projects as well as coordinates quarterly CIP meetings for management review.  Assists with monitoring of budget compliance; researches inconsistencies and corrects findings.  Works with departments throughout the organization to create key performance measures.  Assist in tying Council visioning statements and strategic projects to the annual budget process.  Provides analytical support for all development activity that requests subsidies, cost sharing or other utility service agreements.  Measures and quantifies the City’s Return on Investment and future service costs.  Assists Division Director with annual bond rating presentation.  Responds to inquiries from the general public.  Presents to boards and Council relating to financial and budgetary items.  Stays current on changes in Generally Accepted Accounting Principles, including Government Accounting Standards Board pronouncements. MINIMUM QUALIFICATIONS: Education, training and Experience Guidelines Bachelor's degree from an accredited college or university with major coursework in public administration, finance, business, or related field. Two years of full-time work experience in a financial or municipal environment is required. Previous work experience must relate to budgeting, finance and/or revenue projections. A Master’s degree in Public Administration or Business Administration is highly desirable. Skill in:  Solving complex analytical problems through independently analyzing information.  Highly skilled in Microsoft Excel.  Knowledge of Excel Power Pivot, DAX Formulas, and regression analysis is highly desirable.  Public speaking and making presentations to management and elected officials.  Reading financial reports, manuals, inter and intra office correspondence, educational and leadership materials.  Writing memos, reports and other correspondence.  Using computer and reporting software for compiling financial and statistical data.  Developing logical conclusions and making recommendations to management.
