HomeMy WebLinkAboutAccounting Specialist SupervisorPage 1 of 2 City of Georgetown JOB DESCRIPTION Job Title: Accounting Specialist Supervisor Effective Date: 12/30/14 FLSA Category: Non-Exempt SUMMARY: Assists the Controller in performing various accounting activities including general accounting operations, financial reporting, and budgeting. Provides technical guidance and direction to Accounting staff. Essential duties and responsibilities may include, but are not limited to, the following:  Oversees and reviews all cash, credit card, general ledger, A/P and A/R reconciliations.  Participates in the annual external audit by ensuring all documents and schedules are prepared and available.  Assists with the annual year-end financial system closeout process ensuring all general ledger reconcilements, accruals, and various year-end adjustments and entries are accurate and complete.  Ensures that daily accounting activity is accurate and thorough; assists departments with their budget and financial management; assists with monitoring budget compliance; researches inconsistencies and corrects findings.  Prepares and reviews various journal entries and schedules, reviewing for inconsistencies and possible irregularities. Makes corrections as needed.  Assists with the preparation of financial statements and related notes for the City’s Comprehensive Annual Financial Report (CAFR).  Monitors City department budgets for compliance by reviewing for inconsistencies or potential problems; monitors financial transactions to ensure proper accounting of public funds.  Provides technical guidance and direction to A/P, A/R and Payroll staff; reviews work and reconcilement.  Conducts training on cash handling and year-end processes.  Oversees Accounts Payable, Accounts Receivable, Cash, and Payroll.  Serves in supervisory capacity in the absence of the Controller; responds to inquiries from the general public.  Performs other duties as assigned. MINIMUM QUALIFICATIONS: Education, training and Experience Guidelines Associates degree and four (4) years of experience in increasingly responsible work in an accounting environment. At least one year in payroll processing and 1 year in a lead or supervisory capacity. Additional education or experience may substitute for minimum qualifications. Knowledge of:  Generally accepted accounting principles (GAAP).  Governmental accounting principles and methods.  Internal Revenue Service (IRS) regulations.  Fair Labor Standards Act (FLSA).  Texas law as it related to City finances.  Automated financial management systems.  Modern office methods, practices, procedures, and equipment. Skill in:  Preparing a variety of financial statements, reports and analyses.  Communicating effectively, both orally and in writing. Page 2 of 2  Manipulating computer accounting and spreadsheet software.  Examining and verifying financial documents and reports.  Analyzing, interpreting and preparing financial and statistical information for City management.  Appling accounting formulas, performing calculation sufficiently to prepare salary budgets, verifying totals and reconciling differences.  Comprehending complex oral and written instructions and technical terminology, work accurately with numerical detail.  Supervising and motivating employee team; making judgments regarding supervisory interactions and promoting “team” concept for task accomplishment.  Establishing and maintaining effective working relationships.  Reading financial reports, professional journals, and inter and intra office correspondence, educational and leadership materials.  Composing various reports; writing memos and letters.  Understanding and interpreting complex financial and mathematical reports and presentations. LICENSES AND CERTIFICATION REQUIREMENTS Valid Class C Texas driver’s license. Certified Government Finance Officer (CGFO) preferred or obtained within two years of hire.
