The Georgetown City Council will meet on Tuesday, December 8, 2015 at 6:00 PM at the Council Chambers at 101
E. Th St., Georgetown, Texas
The city of Georgetown is committed to compliance with the Americans with Disabilities Act (ADA). If you

Mayor Ross called the meeting to order at 6:00 pm. All councilmembers were in attendance.

Action from Executive Session
Motion by Brainard, second by Hesser to approve a Separation Agreement with Bridget Chapman on the terms in
Executive Session and to authorize the Mayor to sign the Separation Agreement.
Approved: 7-0
Motion by Brainard, second by Hesser to approve a Resolution relating to the appointment of Skye Masson as the
Interim City Attorney.
Approved: 7-0
Motion by Brainard, second by Hesser to approve the Chapter 380 Grant Agreement between the City of
Georgetown and Pulte Homes of Texas.

Statutory Consent Agenda
The Statutory Consent Agenda includes non -controversial and routine items that may be acted upon with one single
vote. An item may be pulled from the Consent Agenda in order that it be discussed and acted upon individually as
part of the Regular Agenda.
Motion by Gonzalez, second by Fought to approve the Consent Agenda in its entirety.

Legislative Regidar Agenda
�w. Public Hearing and First Reading of an Ordinance for Rezoning of 0.132 acres being a portion of Coffee
Addition, Block 20, located at 2103 San Jose Street, from the Local Commercial (C-1) District to the Residentia"
Single -Family (RS) District -- Juan Enriquez, Planner and Sofia Nelson, CNU-A, Planning Director (action
required)
Nelson explained the rezoning item and showed a zoning map and future land use map. She said that the
rezoning had been approved by the Planning and Zoning Commission, Nelson read the Ordinance.
Mayor Ross opened the Public Hearing at 6:20 PM. No speakers were present. Mayor Ross closed the Public
Hearing at 6:21 PM.
Motion by Jonrowe, second by Gipson to approve Item P.

Public Hearing and First Reading of an Ordinance for Rezoning of 2.86 acres being Reata East, Block B, Lot
4, located at 706 Lakeway Drive, from the High Density Multifamily (MF -2) District to the Townhouse (TH) District
— Juan Enriquez, Planner and Sofia Nelson, CNU-A, Planning Director (action required)
Nelson explained the rezoning item and showed a location map and zoning map for a variety of future land uses.
She said that the Planning & Zoning Commission is recommending approval. Nelson read the Ordinance.
Mayor Ross opened the Public Hearing at 6:24 PM. No speakers were present. Mayor Ross closed the Public
Hearing at 6:25 PM.
The following concerns were voiced:
Affordable housing is disappearing in Georgetown.
The City must retain a long time workforce.
There is a severe shortage of housing under $300,000.
Jonrowe said that all the talk about addressing the problem is so uniquely Georgetown. She said that this
proposal answers to that. Jonrowe said that the recommendation of the Housing Advisory Board should be
respected. She spoke of conversation$ she has had with people regarding affordable housing problems in
Georgetown. Jonrowe said she likes that there is an educational component to the plan and a marketing
component and was impressed mfith the numbers of volunteer commitment.

house. Fought commended Doering in his research for three examples of successful cities in affordable housing
programs. Fought then explained that all of these programs had been through a public and private partnership�
He said that this type of partnership could be investigated. He Would like to do that instead of paying a consultant
a lot of money to tell us we have a problem. We already know we have a problem, explained Fought. Fought
then mentioned that he is not an enthusiast of the whole hog approach, He then mentioned that there are other
studies that have taken place that the Housing Advisory Board has not yet explored. He then said that the right
type of economic development will create affordable housing. Fought said that he admits there is a problem and
is in support of taking small steps to proceed but does not support the $195iall

Gipson said meeting with Doering was educational for him. Gipson said that he has since met with 18 people on
the subject and supports affordable housing. Gipson said that tax credit housing is happening right now. He feels
that transportation is more of a problem. Gipson said that the City needs to address how to move the people
around and let the private sector handle the housing problem through credited apartment complexes.
Hesser said that he does not support the study� He thanked Jim Mann and Wait Doering and the members of the
Housing Advisory Board. Hesser agreed there is a housing shortage�and workforce housing shortage. Hesser

affordable housing in their neighborhood, explained Hesser. He said that communication is very important. He
• that there is a need to become problem solvers. Hesser .rr-• that the "Can't build it in my back yard"
attitude is an issue in Georgetown and makes it too difficult to build the right housing.
Brainard said additional work needs to be done before the City should commit $200,000.00. He asked the
Housing Advisory Board to draft an RFP. Brainard wants to see what is available and how to get to the bottom of
the problems.
Eby said the City needs to agree to address the problem. She said she is not in favor of approval of study

later, when more information and conversations can take place. She called the problem a very real issue and
mentioned that it is sad that young professionals who want to be involved in a town such as Georgetown are
unable to afford to live there.
I _�&-4PAez_w_e_d with Eby. He mentioned recent visioning -sessions and that the Council was asked to determine
what they saw as Georgetown in the future. He said there is a need to start figuring out what Georgetown wants
to look like. He said the City needs to find solutions but does not agree with a study that will tell what is already
known. He agreed that the item should be postponed and that there needs to be talk about solutions instead of
identifying the problem.

Mayor Ross said everyone agrees there is problem and that he has not heard many specific solutions. He asked
Council to give feedback to the Housing Advisory Board on what they think would be solutions.
Jonrowe said she is concerned that nothing will ever get done, She said that the Housing Advisory Board has
done what they have been tasked to do and it is not an unreasonable amount of money. Jonrowe said that she
does not know enough about what our citizens would say would work best. She would like to hear from the

get information from the people.

U. Second Reading of an Ordinance amending the 2015/16 Annual Budget due to a reorganization of city
management staffing which creates variances in the General and Joint Services Funds that had not been
finalized when the budget was adopted-, appropriating the various amounts thereof, and repealing all ordinances
or parts of ordinances in conflict therewith -- Laurie Brewer Assistant City Manager and David Morgan, City
Manager (action required)
Brewer spoke on the item. She explained that this involves moving two positions from the Finance Administration
Department to the City Manager's Department and has no cost changes� Brewer read the caption.

Brainard thanked Waggoner and asked about the community education regarding grass clippings and their proper
disposal. Waggoner said that the community education will be a large part of the program.
W. Second Reading of an Ordinance amending the Code of Ordinances related to the membership and residency
requirements for City Commissions, Committees and Boards, repealing conflicting ordinances and
resolutions, providing a severability clause; providing for publication and setting an effective date -- Mayor Dale
Ross; Shelley Howling, City Secretary and Bridget Chapman; City Attorney (action required)

Project Updates
Project updates and status reports regarding current and future transportation and traffic project; street, sidewalk;
and other infrastructure projects; police, fire and other public safety projects; economic development projects; city
facility projects; and downtown projects including parking enhancements and possible direction to city staff --
David Morgan, City Manager
David Morgan updated the Council on projects and status reports. He announced that the December 22, 2015
City Council meeting would be cancelled.
Morgan spoke on a retail study and economic development. He explained that he was working with GEDCO on
an RP for the study. The scope of the study will look at the City and local trade areas. An implementation plan
will follow, explained Morgan, bringing viable prospects to Georgetown. GEDCO will prepare a report for the
Council.
Jonrowe asked if funding for the study was in the budget and how much it would cost. Morgan said that the
funding would come from GEDCO and the cost will be approximately $100 thousand dollars.

table at the entrance to the Council Chamber. Clearly print your name and the letter of the item on which you wish
to speak and present it to the City Secretary on the dais, preferably prior to the start of the meeting. You will be

City Secretary no later than noon on the Wednesday prior to the Tuesday meeting, with the subject matter of the
