Presentation regarding the proposed Parmer Ranch Municipal Utility District (MUD) — Jordan Maddox, Principal Planner and Wesley Wright, PE, Systems Engineering Director Johnson said that he had shown the Mayor the plans for the dedicated space in the future City Hall for the Mayor and CouncUmembers- Johnson the municipal court and council chambers and described expansion intentions. He emphasized the high ceilings that would be part of the municipal court and council chambers layout. Brainard asked Johnson how large the space would befor municipal court and council chambers and how it compared tothe presentfaoi|ity. Johnson said the new 'facility would accommodate 2Onchairs, instead of the current capacity of1OUchairs. Johnson went onhoshow conceptual plans for future use ofthe Light and Waterworks Building. He explained that this isconcept only at this time, Hethen explained the public event space, which will also have tall ceilings. Johnson then gave onupdate iothe parking situation. Heexplained that the GC/Tbuilding would lose 24 spaces and the library would lose 2Ospaces. Hesaid that this leaves o72surplus parking space minimum. Johnson went onhosay that the site survey had been completed. Mayor Ross asked Johnson about the surplus space and if it would be accommodating the City's future growth. Johnson answered that i1mmu|d, Hesaid that aTraffic Impact Analysis was currently underway. Johnson said that hehoped kzcome back tothe Council onDecember 8th with updated information and went ontoexplain the next steps. David Morgan explained that some of the exterior of the building will be included in the updated report. Johnson said that actual construction plans would be presented in summer 2016. Gipson inquired about neighborhood meetings. He wanted to knowifthe City was getting good feedback and ifthe meetings were well attended. Mayor Ross described oletter that hehad received regarding afire incident inGeorgetown. The letter complimented the Fire Chief and his team and the Police Officers that had been on site. Ross read the letter and congratulated Chief Sullivan and Chief Nero and their staff. Mayor Ross thanked them for keeping everyone safe. C. Presentation on proposed fire flow standards for residential development -- John Sullivan, Fire Chief and Dave Hall, Chief Building Official Sullivan described the 2012 201 Hedescribed the fire flow standards that were under practice. He explained that it was important that the fire code was consistent with other cities. He explained the feedback that had been received. David Morgan said that this update came from feedback he had received, specifically related to residential requirements. Sullivan went on to describe the confusion with code and fire flow. He explainedtha the fire flow was the amount of water needed to distinguish a fire. Sullivan said that fire flow was determined by total area. He went on to describe fire separations. Sullivan then spoke on the Red Book requirements for residential building. He describe the requirement of minimums needed for the most effective way to distinguish a fire. Sullivan then presented atable that showed the amount cf water neededforeaohh/peofoonubuoUun. He presented epractical analysis with 'examples oftypes ofhomes and densities. Heexplained that they have been looking eddiffering standards for sufficient safe water practices. Sullivan explained the benefit toinsure consistent development. Haexplained how the correct `analysis would lower the threshold mnresidential construction. Heexplained how it1mnot necessary tmapply commercial development requirements horesidential construction. Mayor Ross asked Sullivan ifhehad talked todevelopers. Morgan answered, explaining that they had been meeting with developers regarding the issue. Hesser asked if the pipe size was significant. Sullivan said the pipes in the ground are the same. He went on to say that there is an 8 inch minimum for new construction in Georgetown and that some of the older areas have 6 inch pipes. Wesley Wright spoke and explained that 1500 gallons per minute of water flow must be provided. Hesser asked if there outside ofthe City that were not compliant. Wright said that there were areas in the ETJ that will need to be upgraded to at least 6 inches. He said that 6 inch pipe is also allowed onshort ou|-da^ ooaendthetthetnanamisoinnnfwater requires 24 inches. Hesnerwanted tVknow if the code accommodates the 15OOgallons per minute, Wright said yes and that Chief Sullivan's proposal is accepted inthe developer community. Gipson asked if there were plans to educate citizens and developers. Morgan answered, saying, ifthe Council was comfortable with the plan, the City would create a plan for the education. Hesoerasked Morgan ifthere would beany reason not Vaadopt the plan. yNorgenaaid that staff sees no reason tenot adopt it. Heexplained that this imaresponse ioasafety element. Sullivan said there imalready anappeal process through the Building Standards Commission. He explained that there is a need for better clarity for the development community. Mayor Ross said the document itself is cumbersome and agreed that clarity and simplification is needed.
