He explained that the purpose of the series of goal setting meetings would be to create a document that would be a fresh, living document which will guide decision making for the city council and guide staff, as well.. Morgan introduced Rick Robinson of Ramsee Consulting Group and mentioned Robinson's great experience and great approach toworking ongoals. Robinson thanked Council for their service and desire tohelp. Heacknowledged that Counci|membemare typically people who truly wish to give back and have a desire to serve their community. Robinson laid out plansfbrUheaereoufmeetngo,HeaummadzedthenightatopiooenRoeofCound|,Ru\eauf Engagement, City Assessment, the Wrap -Up and Next Steps. Robinson asked the Council to consider the significant commitment of time and state what they would most like to accomplish and what they would most like to see as the end product that made these meetings worthwhile. Each member spoke onthe expectations and desired achievements that would make 'the series successful. Robinson then summarized the points made in his previous phone conversations with the Councilmembers. Each group of4was instructed bowrite their definitions oneasels. They were then instructed hocritique the opposite group's definitions. Much discussion followed Robinson then put the thoughts together and summarized. The 1, 2 and 4 group exercise was continued for the definition of Rules of Engagement. Much discussion followed. Dinner break was taken otOi)OPM. The meeting resumed at6:28PM. Robinson then put the Rules of Engagement thoughts together and summarized the definitions thatthe Council created. Discussion followed regarding the key points ofthe list and their true meaning and definition. Robinson asked Council for the benefits ofgoal setting. Discussion followed regarding the importance ofgoal setting. Robinson mentioned the importance ofprocess. Discussion followed. Discussion took place regarding the goals set last year and where they were now. Morgan spoke onmeasurable strategies and plans tocontinue tomove onyear toyear. Next he showed a model on Strategy, Structure, Controls, Culture and Direction. Robinson spoke onthe important components ofgoal setting. Robinson showed that the next steps inthe series ofmeetings would include: ACity Assessment, External Analysis, Mission, Vision and Values. Council will betasked with finding the strategy. Robinson explained that the goals would beFinancial, Customer, Process and Staff/Culture and then they would develop the strategies. Robinson explained that if youachieve the goals, you achieve the vision. Robinson discussed strengths and weaknesses. These are both internal. ' Robinson went mntntalk about Key Terms Defined. Haexplained that Opportunities are external. Robinson explained opportunities such as world economy, political, technology, societal. Opportunities and threats could be the same thing. The 1 and 4 exercise then took place to determine weaknesses — individual definitions and then groups of 4. Robinson explained that weaknesses should include assets, location, brand identity, internal processes and people. Council was told tncritique the other team's board.
