HomeMy WebLinkAboutEmergency Communications ManagerPage 1 of 2 City of Georgetown JOB DESCRIPTION Job Title: Emergency Communications Manager Effective Date: 10/01/2012 FLSA Category: Exempt Revision Date: 04/03/2014 SUMMARY: Manages and directs the multi-agency Public Safety Communications system that includes responsibility for public safety radio and communication networks. Essential duties and responsibilities may include, but are not limited to, the following:  Coordinates and supervises the personnel and activities of the Communications Division.  Develops and maintains an organizational structure that supports the needs of the business unit.  Selects, supervises, evaluates, and makes recommendations concerning the work, discipline, employment status, and professional development of subordinate personnel engaged in public safety dispatching and call taking operations.  Develops and implements policies and procedures that reflect best practices with the public safety communications discipline; ensures adherence to the Department’s General Orders manual and all other policies and procedures.  Translate the values, philosophies, principles and strategies of the Department, into on-the-job compliance.  Analyze data and information and establish strategies to achieve the department’s goals and objectives.  Determines minimum staffing levels; develops, revises and implements shift schedules to ensure those minimum staffing levels are met.  Determines appropriate level of training for subordinates (meeting or exceeding local, state, federal, and industry accepted standards), including continuing education, ensuring training standards are met by providing training directly or referring to an appropriate resource.  May perform communications functions.  May assume responsibilities of the Information Management Division Commander in his/her absence.  Performs other duties as assigned. MINIMUM QUALIFICATIONS: Education, training and Experience Guidelines Bachelor’s degree from an accredited college or university with major course work in business administration, public administration or a related field. Five years of full-time increasingly responsible work experience in joint emergency communications (Police/Fire/EMS) or public safety dispatch. Two years of the required experience must have been in an administrative and supervisory capacity. One additional year of the required experience may be substituted for 1 year (30 semester hours) of the required education with a maximum substitution of four years. Knowledge of:  Current E-911 and CAD technology and operations and 800 Mhz Radio system.  Police, fire, and medical dispatch using OSSI and related technology.  NFPA 1221 and related public safety standards and able to demonstrate a working knowledge of the standards.  Public safety software systems.  Supervisory techniques and practices.  And experience in Project Management principles and practices, preferred.  And strong background in MPDS, preferred. LICENSES AND CERTIFICATION REQUIREMENTS Valid Class C Texas driver’s license TCIC/NCIC certifications Telecommunicator License from TCOLE Certification as a Communications Training Officer (preferred) or must obtain within agreed upon timeframe. APCO Registered Public Safety Leader (RPL) (preferred) or must obtain within agreed upon timeframe. PHYSICAL DEMANDS AND WORKING ENVIRONMENT Standing, sitting, walking, lifting, carrying, pushing, pulling, reaching, handling, fine dexterity, kneeling, crouching, crawling, bending, twisting, climbing, balancing, vision, hearing, talking, use of foot controls. Work area kept cool for computers; constant exposure to radio noises and dust.
