Job Title: Water Services Technical Specialist

SUMMARY: Under general direction assists in the daily operations of the water and waste water systems. Inputs data in
compliance with regulatory requirements and to provide operational historical data. Ensures that contracted jobs are
fulfilled by contactor and the completed work is consistent with city standards. Ensures that all state mandated programs
meet environmental compliance guidelines.

ESSENTIAL FUNCTIONS: Essential functions, as defined under the Americans with Disabilities Act, may include any of

subject to change at any time by the employer. Essential duties and responsibilities may include, but are not limited to,
the following:
Inputs date pertaining to regulatory requirements and operational historical data (i.e. Edwards, Aquifer Recharge
Zone, State mandated backflow programs, ISO mandated fire hydrant program, etc).
Provides information regarding samples collected by contractors consistent with state required water sampling.
Secures parts and items (i.e. PO requisitions, bill paying, bid requests, etc.) needed to complete task assigned to
water services personnel.
Investigates and resolves issues and complaints from internal and external customers.
Communicates state of water and waste water systems to supervisors, mangers, city managers and external
entities.
Oversees contract agreements to include scheduling, communicating and inspecting completed work.
Assists in maintaining the water and wastewater system (i.e. water leaks, pump and motor repair/troubleshooting,
sampling, dead end flushes, etc.)
Assists in developing standard operating procedures for tasks related to the water, wastewater and irrigation
systems.
Interprets and reviews compliance with applicable policies and procedures, and Federal, State laws and
regulations and local ordinances.
Audit training records to ensure employees maintain proper certifications and receive required training. Operates
the water, wastewater, and irrigation system by starting and stopping system pumps, opening/closing valves and
hydrants, adjusting system parameters, locating and marking underground infrastructure, and performing data
collection on system rounds.
Maintains and repairs the water, wastewater, and irrigation system.
Performs related work as assigned.
MINIMUM QUALIFICATIONS:
Education, training and Experience Guidelines
High school diploma or equivalent. Five years of full-time experience in the operations and maintenance of a water
distribution or wastewater collection system. OR Any equivalent combination of experience and training that provides the
required knowledge, skills, and abilities.
Knowledge of:

Facts and information etc. consistent with the most current Water Services Qualification Manual.
First aid and CPR procedures and knowledge of safety procedures associated with construction industry.
Water and wastewater system operational theory, and specialized maintenance knowledge (pumps, valves,
controls) as required to maintain TCEQ Certification.
Proper use of chemicals.
Federal and State regulatory compliance policies, guidelines, rules and laws.
Skill in:
Performing all tasks and functions identified in the most current Water Services Qualification Manual.
Operating heavy machinery including specialized equipment.
Understanding written and oral instructions.
Working safely and effectively with others.
Appling system operational and maintenance theory to troubleshoot system problems and affect correct repairs.
Reading and comprehending operation and safety manuals signs, maps, office memos, labels, blueprints.
Take notes and messages and documenting work performed.
Taking equipment operational readings.
Performing calculations (Capacity, Volume, Concentration, etc.) to maintain TCEQ Certification.
Assessing problems and make prompt, reliable repairs and determine safe solutions.
LICENSES AND CERTIFICATION REQUIREMENTS
Valid Texas Commercial Driver’s license – Class A
Class B Water Distribution and Class III Wastewater Collection License for the Texas Commission on Environmental
Quality.
PHYSICAL DEMANDS AND WORKING ENVIRONMENT
Standing, sitting, walking, lifting, carrying, pushing, pulling, reaching, handling, fine dexterity, crouching, bending, vision,
hearing, talking, use of foot controls.
Works outdoors in hot, cold, and/or wet weather, exposure to noise and vibration from machinery, toxic chemicals and
gases, work in confined spaces (trenches, manholes), work with contaminants in wastewater, work with electrical voltages
up to 480V, high pressure water from sewer machines.
