HomeMy WebLinkAboutUtility DirectorPage 1 of 2 City of Georgetown JOB DESCRIPTION Job Title: Utility Director Effective Date: 10/01/2012 FLSA Category: Exempt Revision Date: XX/XX/XXXX SUMMARY: Directs the safe and efficient operation of the City’s Utilities including oversight of operations and maintenance activities. Primary responsibilities include integrated resource planning and procurement, contract negotiations, strategic planning, budgeting, policy development, and providing leadership to utility personnel. Supports the Systems Engineering Director in development of capital improvement plans and supports the Environmental Resources Director in resource planning, utilization, and conservation. Essential duties and responsibilities may include, but are not limited to, the following:  Develops and negotiates contracts or agreements with resource suppliers, utilities, governmental agencies, regulators, major customers, service providers, suppliers, and developers for the resource acquisition, service acquisition, or provision of service.  Reviews, approves, and monitors annual budget for utility departments including assessing needs and formulating each department’s budget in conjunction with the ACM.  Reviews and approves expenditures, expense reports, requisitions for purchasing, and bids for contract work to be performed.  Reviews utility systems needs with department managers and Systems Engineering to develop utility capital projects. Provides high level scope for projects based upon system master plans and existing agreements.  Reviews and approves state/federal reports relating to the operation of the City’s facilities, accident reports, and all general office administrative paperwork.  Provides guidance and reviews work performed by subordinate personnel for the City’s utility system including consultations on proper procedures, review of data and discussion on needed adjustments.  Assists other departments and the general public in answering questions and solving problems.  Monitors regulatory changes and updates operations, maintenance, budgets, strategic plans as necessary including revision of City Ordinances.  Makes presentations to Utility Board, City Council, peer groups, citizens, and other associations related to utility rates, planning, capital projects, and operations.  Ensures that monthly safety inspections are conducted and documented. Initiates corrective action as necessary.  Ensures that status reports on safety activities and progress are completed and documented in a timely manner.  Serves as a role model and supporter of the safety program through frequent conversations with employees.  Provides emergency management support in the areas of response and recovery.  Provides quality customer service to city staff, the general public, and all other work contacts. MINIMUM QUALIFICATIONS: Education, training and Experience Guidelines Bachelor’s degree in engineering, engineering technology, or related science; and eight to ten years experience in municipal utility operations, including high level of management and leadership skills; or any equivalent combination of experience and training that provides the required knowledge, skills, and abilities and meets state statues. Page 2 of 2 Knowledge of:  Ability to attend and understand various short utilities courses; make judgments pertaining to repair needs; select, train, motivate, evaluate and effectively utilize staff. Establish and maintain effective working relationships; effectively supervise others; understand and follow detailed oral and written instructions; communicate effectively both orally and in writing; work in mechanically oriented situations; operate a computer; thorough knowledge of utility systems and procedures; knowledge of state and federal regulations; maintain detailed, accurate records. Demonstrate high level of leadership skills and principles that are considered values based.  Knowledge of engineering, science, and technologies related to utility operations, maintenance, and construction; Knowledge of advanced management skills. Skill in:  Read and comprehend operation and technical manuals, letters, logs, memos, warning labels, governmental and industry regulations; department policies and procedures, continuing education materials.  Prepare reports, memos, letters including words, numbers and abbreviations; completes specific, detailed data sheets and report forms.  Performs financial/budgetary/rate calculations; performs mathematical calculations for capacity related engineering/technical issues.  Interprets federal, state, and local government public policy and procedures, analyzes technical information, makes sound decisions incorporating various situations based upon current and future resources, policy, and level of urgency.
