HomeMy WebLinkAboutSystems Engineering DirectorPage 1 of 2 City of Georgetown JOB DESCRIPTION Job Title: Systems Engineering Director Effective Date: 10/01/2012 FLSA Category: Exempt Revision Date: 03/25/2014 SUMMARY: Directs the engineering construction elements of the city’s water, wastewater, streets and electric utility, capital improvement projects, and engineering department personnel as stated below. Provides support functions to all departments for engineering and construction administration, right-of-way and easement acquisitions. Essential duties and responsibilities may include, but are not limited to, the following:  Directs transportation, utility and building construction projects, including designing plans, selecting consultants, inspecting, bidding, monitoring and closing out and coordination with regulatory agencies.  Provides support services to the Planning Department, through review and design of proposed construction and subdivision plans within Development Services Division.  Coordinates with division directors, managers and department heads to implement Utility Systems Engineering, Planning and Construction Standards.  Monitors employees’ performance including performance evaluations, disciplinary actions, merit increase recommendations and terminations.  Directs creation and management of 5 year Budget and Long Range Planning for Capital Improvement Projects, and creation of Impact Fees  Researches, compiles and analyzes data and prepares reports for meetings.  Prepares and manages departmental budget; monitors expenditures.  Oversees acquisition of Rights-of-Way, easements and other necessary legal documents in order to properly design and construct public infrastructures.  Performs other duties as assigned or required. MINIMUM QUALIFICATIONS: Education, training and Experience Guidelines Bachelor’s degree from and accredited college or university with major coursework in engineering, management, or a related field. Seven years of full-time experience in utility operations. Three years of the required experience must have been in a supervisory/management position. OR Any equivalent combination of experience, training, and/or education that provides the required knowledge, skills, and abilities. Knowledge of:  Methods, practices, equipment, and materials used in the operation of a public utility operation.  Engineering principles and practices.  Management techniques.  Budget development and monitoring  Selecting, organizing, and effectively utilizing staff.  City ordinances, policies and procedures.  Storm water drainage, utility construction, and utility system models.  Applicable state laws; Texas Administrative Codes. Skill in:  Reading manuals, journals, reports, office memos, correspondence, studies, specifications.  Writing reports, letters, instructions, memos.  Performing advanced mathematical calculations. Page 2 of 2  Interpreting policies and procedures; analyzing complex situations.  Preparing concise and accurate reports.  Establishing and maintaining effective working relationships.  Utilizing computer and related software programs. LICENSES AND CERTIFICATION REQUIREMENTS Valid Texas driver’s license; Professional Engineers License in Texas or ability to obtain Texas certification but must be certified in U.S.A. prior to transfer to Texas.
