Job Title: Electric Service Delivery Supervisor

SUMMARY: Supervises and coordinates the daily activities of the design staff involved in new construction installations,
repair, maintenance or removal of electric distribution systems equipment and assets. Plans, oversees construction and
maintenance activities for the electric distribution system through supervision of contractor support construction services.
Serves as a technical adviser for department efforts including design, construction standards, planning and scheduling or
system coordination.

subject to change at any time by the employer. Essential duties and responsibilities may include, but are not limited to,
the following:
Supervises the daily activities of the project design coordinators by assigning design task, coordination of
construction projects, review of designs and cost estimates for approval and monitoring tasks completion for work
group.
Provides oversight as required for new service delivery designs for service delivery or capital construction projects
through recommendation of alternate design methods to ensuring customer satisfaction.
Recommends for hire, supervises, and develops staff through review of performance data, conferences, training
and counseling.
Manages the construction contractor work force for compliance with GUS safety, performance and contract
discipline; Serves as City’s representative in the submission, selection and supervision of supplemental
contractor work force assistance.
Confers with developers and residential, commercial or industrial customers to manage the installation of
electrical service needs.
Initiates and addends pre-construction meetings for the purpose of installing electric distribution infrastructure.
Serves as the City’s representative/spokesperson in matters that affect electrical projects construction
management.
Ensures resolution to problems adversely impacting the department’s ability to meet business goals and/or
customer service delivery date objectives.
Maintains constant interaction and contact with staff in various City departments to provide information and
guidance in order to ensure that projects stay on schedule.
Interprets, explains and enforces City policies, procedures, specifications and ordinances.
Collaborates with other Supervisors within Electric Operations/Maintenance/Construction to develop/revise
processes and procedures to enhance communications, adapt workforce to more efficiently perform work
activities, identify areas of need for infrastructure maintenance, tree trimming.
Monitors the performance indices of CAIDI, SAIDI and SAIFI throughout the GUS electrical system; reviews and
investigates reoccurring outages or system performance issues for potential corrective action to ensure system
reliability.
Recommends modification to construction specifications as required due to new and improved standards for
installation and materials available.
Prepares status reports on construction activities, workforce assignment, construction bids and completion
schedules of projects.
Monitors safety issues for work group and contractor workforce of unsafe work practices; provides
external/internal training as related to construction activities and job knowledge requirements.

Provides emergency condition leadership for the Electric Operations/Maintenance/Construction group during
power outages in the role of providing, leading and maintaining contractor workforce assistance for the duration of
reconstruction.
Performs other duties as assigned or required.
MINIMUM QUALIFICATIONS:
Education, training and Experience Guidelines
Bachelor’s degree from an accredited college or university with major coursework in Electrical Engineering or related filed.
Five (5) years of full-time progressively responsible experience in the electric utility industry. Two (2) years of the required
experience must have been in a lead or supervisory capacity. OR Associate’s degree/2 year technical certificate with
major coursework in Electrical Engineering or in a field related to the job. Eight (8) years of full-time progressively
responsible experience in the electric utility industry. Two (2) years of the required experience must have been in a lead
or supervisory capacity. OR Any combination of experience, education and/or training that provides the required
knowledge, skills and abilities.
Knowledge of:
Basic electric system construction and design.
Construction job estimation.
Electric system design and unit construction.
Electrical construction practices and procedures.
Project management and scheduling.
Effective customer service principles and practices.
Transmission and Distribution construction and design standards.
APPA safety manual as adopted by GUS Electric Department and OSHA safety regulations.
Local environmental requirements for construction and maintenance activities.
Supervision and managerial techniques and principles.
City ordinances, policies and procedures
NESC, NEC and OSHA codes.
Skill in:
Following electrical safety procedures.
Leading and directing staff or workforce.
Communicating effectively, orally and in writing.
Establishing and maintaining effective working relationships.
Data analysis and problem solving.
Using computer and related software programs.
Reading electrical hazard warnings and procedure manuals.
Writing work orders, timesheets, support documents for Electric Engineering and Asset Manager.
Calculations related to electric service and electric systems.
Problem solving technical, safety, and construction issues.
Feeder switching, sectionalization, load balancing, lock-out/tag-out and emergency operation procedures for
electric systems.
Reading blueprints, specifications, warning label, etc.
Writing inspection reports.
Performing basic mathematical calculations.
Interpreting policies, procedures, contract documents, laws, regulations, etc.
Managing construction schedules and adapting for unforeseen issues.
LICENSES AND CERTIFICATION REQUIREMENTS
Valid Class C Texas driver’s license
Classification as a Journeyman Lineman or industry equivalent by US Department of Labor is preferred.

Temperature extremes from weather and engines; loud noise from engine and blown fuses; creosote burns; live electric
lines.
