HomeMy WebLinkAboutChief Plans ExaminerPage 1 of 2 City of Georgetown JOB DESCRIPTION Job Title: Chief Plans Examiner Effective Date: 10/01/2012 FLSA Category: Exempt Revision Date: 02/26/2014 SUMMARY: Reviews construction plans and specifications for commercial, industrial and multifamily construction to ensure codes compliance with the adopted Building, Electrical, Plumbing, Mechanical and Energy Conservation Codes for permit issuance. Manages and provides oversight and direction for Permit Technicians and Plans Review activities and responsibilities of assigned staff. Serves as back-up for Chief Building Official during his/her absence. Essential duties and responsibilities may include, but are not limited to, the following:  Selects, supervises, trains and develops Permit and Plans Review staff through review of performance data, conferences, training and counseling.  Reviews commercial and multifamily building plans to determine compliance with adopted building codes, and Unified Development Code; coordinates review of building plans with City departments.  Attends development pre application meetings.  Manages commercial pre-application activities and feasibility studies related to buildings; responds to commercial construction questions for external and internal customers.  Facilitates resolution of issues with the applicant; ensures both internal and external deadlines are met; maintains case files, project status, copies of memos and notes and file closure.  Prepares Building Permits (MPN) and related documents, which accompany Building Permits for inspection schedules and maintenance at the job site;  Coordinates reviews of proposed projects in the Historical District with the Historic Resources Staff Architect; and  Reviews sign permit applications for signs other than temporary signs and issues permits.  Supervises and serves as back up to residential and fire plan examiners to review single family and other residential buildings and commercial plans for compliance with building and fire codes and Unified Development Code for consistency with the Planning and Development process;  Performs performance appraisals.  Provides code assistance and training for Building Inspectors pertaining to commercial projects.  Coordinates with Building Official on estimated projects of future development for budget purposes; ensures coordination with project managers for proposed construction and plan examination for completion and permitting.  Provides education of the development process through Citizen Orientation Programs; maintains Web page for project tracking of active projects; prepares and revises brochures and handouts.  Coordinates and maintains Plan Review and Inspection software systems.  Manages and completes special projects.  Researches, prepares reports and ordinances for City Council and Boards and Commissions as required.  Attends City Council and Boards and Commissions meetings as required.  Performs other duties as assigned. MINIMUM QUALIFICATIONS: Education, training and Experience Guidelines Bachelor’s degree in planning, construction science /technology, or Applied Science in the field of construction or a related field. Five years of full-time municipal experience in construction plans examination for residential and commercial projects. Two years of the required experience must have been in a supervisory capacity. Page 2 of 2 One additional year of relevant work experience may be substituted for 30 semester hours of the required education with a maximum substation of four years. Knowledge of:  Supervisory and leadership principles and practices.  Building and related construction codes as related federal, state and local regulations.  Plan review practices and related building and fire codes and other state regulatory requirements to include the Texas Department of Health, TCEQ, and Texas Architectural Barriers Act. Regulations.  Basic theory of business operation principals  The business elements of the construction field.  International Code Council (ICC) Residential or ICC Commercial Building and Energy Codes.  ICC Mechanical, Plumbing, Property Maintenance, Fire, Existing Building, and Fuel Gas Codes.  National Electrical Code.  Residential building codes and construction and building inspection processes and procedures.  Office practices and administrative procedures Skill in:  Communicating effectively, both orally and in writing.  Reading and interpreting plans and specifications, reports, and building inspection codes.  Using computer and related software to include Microsoft Word and Excel.  Performing mathematics computations in order to calculate fees, work hours; sufficient math to complete reports and perform basic bookkeeping.  Handling multiple tasks and prioritizing.  Data analysis and problems solving.  Planning and organizing.  Applying code requirements.  Establishing and maintaining effective working relationships.  Calculating occupancy loads, square footage, and fee assessments.  Interpreting Building Codes for commercial, residential, fire and other regulatory documents for compliance on Commercial, residential and industrial construction projects. LICENSES AND CERTIFICATION REQUIREMENTS Valid Class C Texas driver’s license Certification as a Commercial, Fire or Residential Building Plans Examiner along with all construction codes to include, electrical, plumbing, and mechanical and energy conservation codes by a model code agency. OR must obtain all certifications within 3-years of employment.
