Job Title: Chief Building Official

SUMMARY: Coordinates and oversees the activities and operations of the Inspection Services Department. Ensures
that new and existing building construction and land development meet all adopted construction related building, fire and
electrical codes, ADA, Unified Development Code, HARC, and Floodplain Management Regulations.
ESSENTIAL FUNCTIONS: Essential functions, as defined under the Americans with Disabilities Act, may include any of

subject to change at any time by the employer. Essential duties and responsibilities may include, but are not limited to,
the following:
Selects, supervises, and develops staff through review of performance data, conferences, training and
counseling.
Enforces compliance with building codes and ordinances; enforces the Floodplain Prevention ordinance for land
development and the permit process and completes all reports and information required by FEMA.
Oversees plans examination for all types of commercial and residential projects; serves as backup for the plans
examination process.
Issues temporary use permits, noise waivers, sign permits and Certificate of Occupancies.
Serves as staff liaison to the Building Standards Commission by processing variances, code interpretation
request to all adopted construction codes, fire code and processes same for Code Enforcement of all nuisance
and property maintenance codes to the Commission.
Enforces the Dangerous Building Ordinance.
Resolves complex compliance problems.
Meets with developers, contractors, architects, engineers, homeowners, etc., answer questions and to address
concerns, and/or complaints.
Prepares new ordinances and revisions to existing ordinances to update construction codes for presentation to
the Public, Stakeholders, Commission and City Council.
Prepares department budget and monitors expenditures.
Monitors input and satisfaction of the development and permit process from the builders, developers, general
public.
Attends City Council, ZBA, HARC and P&Z meetings, as needed.
Ensures that development projects by approved Planning and Development are carried through by Inspection
Services; ensures inspectors process submittals and keep applicable record documents for assigned projects.
Ensures building inspections, fire code plans examination, fire code inspections and the Certificate of Occupancy
processes are carried out for new construction, change of occupancy or use and remodel projects for commercial
occupancies.
Maintains involvement with the International Code Council for code development activities.
Oversees and ensure compliance with the street naming and site addressing ordinance.
Maintains public records of permit applications, permits issued, plans and inspection results.
Oversees and coordinates special projects.
Performs other duties as assigned.
MINIMUM QUALIFICATIONS:
Education, training and Experience Guidelines
Associate’s degree from an accredited college or technical degree with major coursework in construction science,
industrial technology, engineering, architecture or a related field. Seven years of full-time experience as a building official
or similar enforcement position. Three years of the required experience must have been in a supervisory capacity. OR

Bachelor’s degree from an accredited college or university. Five years of full-time relevant experience. Three years of
the required experience must have been in a supervisory capacity. OR Any equivalent combination of experience and
training that provides the required knowledge, skills, and abilities.
Knowledge of:
Modern office and supervisory and leadership practices and principles.
Federal, state and local building, housing and safety codes and regulations.
Methods, procedures and techniques for evaluating technical compliance.
Principles and practices of the construction industry and building trades
Occupational hazards and safety precautions.
Floodplain Management.
How to conduct inspections and examine plans of building construction, plumbing, electrical systems, framing,
foundation, mechanical systems and fuel gas systems for compliance with adopted construction codes.
Building trades with integrative customer service skills.
Electrical knowledge and training of the National Electric Code
Basic theory and fundamentals of building construction principals
Skill in:
Detecting life/safety hazards upon visual inspection of buildings/structures.
Communicating effectively, both orally and in writing.
Reading and interpreting detailed plans, blueprints, and code specification guides, reports, and adopted
construction codes.
Using computer and related software to include Microsoft Word and Excel.
Handling multiple tasks and prioritizing.
Planning and organizing.
Applying code requirements and interpretations.
Establishing and maintaining effective working relationships.
Interpreting and applying technical code specifications
LICENSES AND CERTIFICATION REQUIREMENTS
Valid Class C Texas driver’s license
Building Inspector Certification (Inspector - ICC)
Non Structural Plan Review Certification (Plans Examiner – ICC)
Floodplain Management Certification through a recognized agency,
Texas State Plumbing Inspection License (Inspector – Texas State Plumbing Board)
Texas Code Enforcement Officers License (Basic License – Texas State Department of Health)
Must obtain Certification as a Certified Building Official within agreed upon timeframe.
PHYSICAL DEMANDS AND WORKING ENVIRONMENT
Standing, sitting, walking, lifting, carrying, pushing, pulling, reaching, handling, fine dexterity, crouching, bending, vision,
hearing, talking, use of foot controls.
Exposure to weather extremes and construction hazards (e.g., open trenches, mud, noise, debris, falling objects, etc.)
When performing field work.
