HomeMy WebLinkAboutUtility AnalystPage 1 of 2 City of Georgetown JOB DESCRIPTION Job Title: Utilities Analyst Effective Date: 01/15/2014 FLSA Category: Exempt Revision Date: 05/08/2014 SUMMARY: Under the direction of the Manager of Resource Planning and Integration, performs complex analytical activities and analysis related to the City’s Utility funds, including cost/benefit analysis, contract auditing, budgetary variance reviews and analysis, as well as, revenue forecasting and other financial analysis. Essential duties and responsibilities may include, but are not limited to, the following:  Supports the analysis of the impacts of the City’s Capital Budget for the City’s long-term financial position including impacts to future utility rates, as well as, assisting in preparing the annual proposed CIP presentation presented to Boards & Commissions and City Council, and finalized Capital Plan to be included in the budget document. Provides excellent customer service to GUS in support of CIP management.  Reviews monthly budgetary performance and other financial activity for budgetary compliance; identifies variances and inconsistences for the Utility Funds.  Tracks performance indicators for the Utilities.  Develops and updates models for financial planning, including long range revenue forecasts, as well as, analysis of current revenue.  Updates, and designs rate scenarios for Electric and Water utilities; perform financial and rate impact analysis by compiling financial and rate information and data, analyzing trends, and determine rate impacts of financial policies.  Prepares complex rate and financial reports and responding to requests for rate and financial information.  Provides analytical support for all development activity that requests subsidies, cost sharing or other utility service agreements. Measures and quantifies the City’s Return on Investment and future service costs.  Assists in evaluating the impacts of annexation and development agreements on the utilities.  Ensures accurate year-end financial reporting by serving on the fiscal year end team by preparing and reviewing asset schedules, reconcilements, accruals and adjustments to ensure accurate and complete financial information.  Responds to questions and requests for information; provides detail information to external auditors.  Assists in preparing the annual bond rating presentation.  Responds to inquiries from the general public.  Tracks daily prices for utilities, including settlements by ERCOT, as well as weather conditions, and natural gas prices.  Tracks the Utilities Mark to Market values.  Monitors state and federal regulatory processes as they relate to utility rates, including attending regulatory meetings at ERCOT, and legal updates from entities like TPPA.  Serves in advisory role (legal, mathematical, opinion) in various internal and external meetings, including vendor/client negotiations on contracts, and preparing presentations.  Performs other duties as assigned or required. Page 2 of 2 MINIMUM QUALIFICATIONS: Education, training and Experience Guidelines Bachelor's degree from an accredited college or university with major coursework in economics, finance, business, or related field. Three years of full-time increasing responsibility work experience with in a financial/Utility environment. . Master’s preferred. Experience in budget preparation and analysis, finance and utility system analysis, and revenue forecasting and projections is highly preferred Knowledge of:  ERCOT operations and settlements.  Regulations of Water and Electric resources in Texas.  Cost-of-service / cost allocation methods.  Mathematical forecasting and estimating techniques. Skill in:  Reading financial reports, manuals, inter and intra office correspondence, educational and leadership materials.  Writing memos, reports and letters.  Understanding, interpreting and preparing financial and mathematical reports and presentations.  Performing complex mathematical computations in order to work with capital management, budgeting and related accounting reports.  Solving complex analytical problems through independently analyzing information; developing logical conclusions and making recommendations.  Applying training and analytic skills to routine and non-routine situations. LICENSES AND CERTIFICATION REQUIREMENTS Certified Government Finance Officer is preferred.
