SUMMARY: Under general direction of the City Manager, assists in the creation and implementation of policies
established by the City Council and City Manager. Assists City Manager in planning and managing organizational
functions and programs. Develops direction for the utility operational activities and serves as authorized representative
for the City of Georgetown when dealing with outside agencies that have legal or contract relationships with the City of
Georgetown in the area of Utilities, Transportation, and general governmental functions.
ESSENTIAL FUNCTIONS: Essential functions, as defined under the Americans with Disabilities Act, may include any of

subject to change at any time by the employer. Essential duties and responsibilities may include, but are not limited to,
the following:
Participates as an active member of the Executive Leadership Team: Provides valued information with regards to
the operations of the General Governmental functions, and the Utility and Transportation Systems; participates in
strategic planning efforts for the organization; actively represents the organization on utility issues with state
organizations and associations and implements actions that are consistent with organizational goals. Supports
City Manager by serving necessary roles as determined needed to facilitate smooth operational function of the
organization.
Manage special projects as assigned by the City Manager including major development projects., downtown
revitalization efforts, facilities planning and implementation and other projects as assigned.
Participates as a member of the GUS Executive Management Team: Provides input to the team in the decision
making process; consolidates the unique operational differences within departments into an integrated planning
approach; implements and assists in the establishment of City policy and procedures of the organization; models
appropriate leader behavior; conducts progress reviews with the team and members individually. Track and
monitor project status for city-wide projects and major initiatives that are part of the annual operating plan.
Represents the administration before boards and commissions by preparing agendas, attending meetings,
offering information, advice and guidance; arranging for support services and follow up with regards to board
actions.
Serves as liaison between City Manager and the community by presenting programs to civic organizations and by
responding to citizen issues.
Performs administrative functions necessary to fulfill organizational needs: Represents organization as “liaison”
with community groups and agencies on environmental matters wholesale utility issues, franchised utility issues
and matters of transportation; provides general utility accounting, budget control, utility rate assistance and overall
management support to Georgetown Utility Systems, Finance and Administration; compile reports for Council with
regards to official action items and confidential matters.
Works with Human Resources to monitor employees’ performance and initiates necessary personnel actions,
including performance evaluations, disciplinary actions, merit increase recommendations and terminations.
Writes organizational directions, policies and procedures needed to provide clear direction.
Requires that all employees receive the necessary training to perform their job in a safe and efficient manner.
Develops and implements organizational directions, policies and procedures needed to provide for clear direction
Serves in extension of current duties as required for emergency management.
Performs other duties as assigned or required.

MINIMUM QUALIFICATIONS:
Education, training and Experience Guidelines
Master’s degree from an accredited college or university with major coursework in a Public Administration, Business
Administration, Public Policy, Political Science, or a related field. Ten years of full-time progressively responsible
experience in city government with responsibility for utility operations and management. Five years of the required
experience must have been in a management or executive position. OR Any equivalent combination of experience,
education and/or training that provides the required knowledge, skills, and abilities.
Knowledge of:
Methods, practices, equipment, and materials used in the operation of a public utility department (water,
wastewater, electric, and transportation).
Engineering principles; management techniques.
Management and administration of a municipal utility departments.
Fiscal planning and budget preparation.
Federal, State and Local laws, ordinances, and policies. Supervisory and managerial techniques and principles.
ISO 9001:2000 quality management systems requirements.
Wholesale fuel and electric markets and evolving industry and regulatory developments, both nationally
and in Texas.
NERC (North American Electric Reliability Corporation) and TRE (Texas Regional Entity).
ERCOT Protocols and Operating Guides.
City ordinances, policies and procedures.
Skill in:
Qualitative and quantitative analysis to identify and solve a wide range of business problems.
Planning and implementing departmental procedures and objectives.
Communicating effectively, both orally and in writing.
Establishing and maintaining effective working relationships.
Preparing, monitoring, analyzing and controlling a budget.
Selecting, training, organizing, motivating evaluating, and effectively utilizing staff.
Preparing concise and accurate reports.
Performing advanced mathematical calculations.
Interpreting policies and procedures; analyzing complex situations.
Using computer and various software programs.
Resolving customer complaints and concerns.
LICENSES AND CERTIFICATION REQUIREMENTS
Valid Class C Texas driver’s license
