HomeMy WebLinkAboutSCADA Systems SupervisorPage 1 of 2 City of Georgetown JOB DESCRIPTION Job Title: SCADA Systems Supervisor Effective Date: 10/01/2012 FLSA Category: EXEMPT Revision Date: 05/30/2014 SUMMARY: Supervises, maintains and participates in work tasks pertaining to the management of the Supervisory Control and Data Acquisition System (SCADA). Ensures real-time control system integrity, availability and business responsiveness. Essential duties and responsibilities may include, but are not limited to, the following:  Selects, supervises, and develops staff through review of performance data, conferences, training and counseling.  Ensures real-time control system and electronic security system integrity and the highest operational reliability and system availability.  Oversees daily evaluations and tuning of real time control systems operations to accomplish the best system performance.  Communicate with dispatchers, engineers and field crews; perform troubleshooting, problem analysis and resolution.  Develops, implements and compiles SCADA and automation guidelines, technical information and standardized policies and procedures regarding system design, maintenance, operation and workflows.  Leads technical discussions on complex system issues.  Makes recommendations and suggestions to management and users; interact closely with SCADA and ESS vendors or 3rd party technology vendors in order to keep abreast of the latest technology environment.  Works with CIP project management to ensure SCADA system is updated and tested to support project schedule; ensure that all telemetry and controls are available and accurate.  Reviews and coordinates the addition of Process Control Automation devices to the systems.  Manages customer relationships; keeps customers and project managers informed about status of all projects and manage project deadlines.  Oversees the implementation of the Advanced Network applications to ensure efficient and reliable remote system administration and troubleshooting.  Provides for emergency backup system and plans to exercise it on a regular basis.  Plans, implements, coordinates, and monitors compliance and evaluates policies and procedures to guide staff actions and transactions. Implement changes to improve processes/policies.  Reviews current and future requirements from business and technical needs assessments and develops short and long-range plans to anticipate those needs.  Performs other duties as assigned or required. MINIMUM QUALIFICATIONS: Education, training and Experience Guidelines Bachelor’s degree for an accredited college or university with major course work in a field related to Electrical Engineering, Computer Science, or Mathematics. S ix years of full-time experience in a field related to SCADA/ESS, Water or Wastewater Process Control, or `Windows/Unix Administration work experience. Two years of the required experience must have been in a lead or supervisory capacity. Page 2 of 2 One additional year of the required experience may be substituted for 1 year (30 semester hours) of the required education with a maximum substitution of 4 years. Knowledge of:  Configuring and troubleshooting process control instrumentation.  Configuring and maintain Human Machine Interfaces (HMI) using Wonderware.  Programming PLC’s and RTU’s using ladder logic.  Installing and maintaining Serial Ethernet, and Wireless networks.  Communications protocols such as Modbus, DNP, and TCPIP.  Installing and maintain fiber optic cable, twisted pair cable, and coax cable technologies Skill in:  Reading, interpreting and analyzing general business periodicals, professional journals, technical procedures, and governmental regulations.  Reading and interpreting engineering drawings and specifications.  Leading and directing the work of subordinate staff.  Using computer and related software applications.  Communicating effectively both, orally and in writing.  Reading and interpreting engineering drawings and specifications.  Directing the timely production of project proposals and agreements.  Understanding database design and application development.  Performing systems testing of specification requirements.  Understand and use standard application development design, report and project management tools.
