HomeMy WebLinkAboutMetering TechnicianPage 1 of 2 City of Georgetown JOB DESCRIPTION Job Title: Metering Technician Effective Date: 10/01/2012 FLSA Category: Non-exempt Revision Date: 05/30/2014 SUMMARY: Performs the installation, removal, testing, calibration, repair and maintenance of electronic metering devices and associated automated data collection endpoints. Reads utility meters and record power usage to facilitate the City’s billing process. Incumbents in this classification are subject to on-call phone rotation based on the on-call schedule. Essential duties and responsibilities may include, but are not limited to, the following:  Installs, calibrates, troubleshoots and replaces Electric End Point’s, Water End Point’s, and AMR Communications systems, and associated infrastructure.  Installs, tests and maintains all Instrument Rated Revenue Metering.  Develops, tests and installs Water and Electric Meter Programming.  Investigates metering and remote terminal unit (rtu) irregularities, makes minor adjustments/repairs/calibrations or servicing.  Performs monthly battery tests and preventative maintenance on the AMR field network controllers and complete the monthly reports as needed for supervisory review.  Assists with DAC connection and disconnection of utility services.  Assists Permit/Inspection on Solar installations.  Uses instrument grade calibrators and notebook computers to make inquiries, to activate and test programs for all End Point’s, AMR Transmitting and Receiving devices and Electric Metering Equipment.  Operates power metering test equipment to locate the cause of defective performance, and initiate the repair process by in-house process or by contractors, manufacturers.  Coordinates with utility billing and GUS in the change out of damaged End Points so that accounts can be remotely read.  Ensures that work orders are complete by reviewing the work order report.  Assists utility billing with customer issues and manual meter reading.  Performs other work as required. MINIMUM QUALIFICATIONS: Education, training and Experience Guidelines High School diploma or equivalent. One year of full-time related industrial experience performing work consistent with this classification. OR Any combination of experience, training and/or education that provides the required knowledge, skills, and abilities. Certification from a vocational training program or an Associate’s degree for an accredited college or university with major coursework in electrical or electronic technology may be substitute for the one year experience requirement. Knowledge of:  Medium distribution and services voltages (12.5; 24.9;480, 120/208VAC)electrical systems, water systems, logic circuits, meter programming, computer systems and safety.  Utility metering and AMR systems as a process control.  Intelligent device Communications protocols, (Modbus, DNP, ICCP); Boolean logic, NESC or NEC standards.  Methods, procedures, tools and equipment in testing electrical and electronic metering devices.  Installation and maintenance of electric metering systems.  Computer operating systems and basic PC skills  Laws, theories, rules and standards pertaining to electrical metering Page 2 of 2  All relevant safety rules and regulations  Communications and software applications  Industry meter specifications and standards Skill in:  Operating utility grade equipment safely.  Following NESC & NEC electrical safety standards procedures and water system safety procedures.  Reading electrical hazard warnings on NEMA equipment  Comprehending electrical safety warnings, operations & warranties on NEMA, ANSI, NFPA and NIST certified equipment.  Reviewing tech manuals/metering specifications, power quality periodicals, electrical schematics, blue prints, ACAD and illustrated construction prints.  Performing electrical calculations pertaining to Kwh Demand and metered energy consumption, process control statistics, Power Metering analysis, and water usages.  Interpreting of technical drawings.  Communicating effectively, both orally and in writing.  Using of tools & various types of test equipment required to test and calibrate electric & electronic meters. LICENSES AND CERTIFICATION REQUIREMENTS Valid Class C Texas driver's license. PHYSICAL DEMANDS AND WORKING ENVIRONMENT Standing, sitting, walking, lifting, carrying, pushing, pulling, reaching, handling, fine dexterity, crouching, bending, vision, hearing, talking, use of foot controls. Temperature extremes from weather and engines; live electric lines; pressurized water lines; occasional dogs and insects, high voltage substations, work for elevated platforms.
