HomeMy WebLinkAboutMeter Services SupervisorPage 1 of 2 City of Georgetown JOB DESCRIPTION Job Title: Meter Services Supervisor Effective Date: 10/01/2012 FLSA Category: Exempt Revision Date: 05/30/2014 SUMMARY: Supervises the day-to-day operations, construction, and maintenance of the city’s electric metering and associated automated data collection endpoints systems. Provides day-to-day supervision of assigned staff. Essential duties and responsibilities may include, but are not limited to, the following:  Supervises the operations, construction and maintenance of the City’s water and electric AMR system.  Recommends for hire, supervises, trains, and develops staff through review of performance data, conferences, training and performance review.  Provides oversight and direction to outside contractor support crews in scheduling of work projects, monitoring project progress and productivity of crews.  Interprets, explains, and enforces City and OSHA safety rules and regulations.  Trains others on procedures, use of special tools, and computer equipment used in preventive maintenance and programming of electronic meters  Develops meter programming for City’s rate structure and designs programming for sophisticated metering packages.  Assists in the design, documentation and review of complex metering schemes for varying customer requirements.  Assists with the ongoing monitoring and maintenance of the training program with quantification of the OJT training documentation and progression in the program.  Assists in the preparation of the O&M and CIP budget and Service Level Requests.  Recommends modifications to construction specifications due to new and improved standards for installation and materials available.  Prepares project work plans and status reports on project activities; documents daily work transactions related to customers and metering.  Plan/organize/implement test procedures and design standards.  Coordinates and participates in safety meetings; manages safety by maintaining compliance with safety guidelines, reporting discrepancies, and recommending corrective action for issues that are beyond authority level.  Participates in meetings, internal and external training, as well as tailgate conferences;  Performs other duties as assigned. MINIMUM QUALIFICATIONS: Education, training and Experience Guidelines Associates of Applied Science degree from an accredited technical college or university in Electrical or Automation Technology, engineering technology, power technology, communications technology or a closely related field. Five years full-time experience in electric metering and transmission and distribution systems. One year of the required experience must have been in a lead position. One additional year of full-time experience may be substituted for 30 semester hours of the required education with a maximum substitution of two years. Certification from a vocational training program may be substitute for one year of the required experience. Page 2 of 2 Knowledge of:  AMR, SCADA, and communication system design and maintenance practices, surveying, and strong supervision/leadership/mentoring skills and familiarity with NESC, NEC, NERC, ERCOT, OSHA, ISA, and ANSI codes.  Electrical and water systems and safety procedures.  Medium distribution and services voltages (12.5; 24.9;480, 120/208VAC) electrical systems, water systems, logic circuits, meter programming, computer systems and safety.  Utility metering and AMR systems as a process control.  Intelligent device Communications protocols, (Modbus, DNP, ICCP); Boolean logic, NESC or NEC standards.  Methods, procedures, tools and equipment in testing electrical and electronic metering devices.  Installation and maintenance of electric metering systems.  Computer operating systems and basic PC skills  Laws, theories, rules and standards pertaining to electrical metering  All relevant safety rules and regulations  Communications and software applications.  Industry meter specifications and standards. Skill in:  Operating utility grade heavy equipment safely.  Leading and directing staff.  Computer operation and utilizing Microsoft Office Suite.  Following NESC & NEC electrical safety standards procedures and water system safety procedures.  Reading electrical hazard warnings on NEMA equipment.  Comprehending tech manuals/metering specifications, power quality periodicals, electrical schematics, blue prints, ACAD and illustrated construction prints.  Writing safety reports, processing work order, metering data spreadsheets, power calculations and lock-out/tag- out documentation.  Performing electrical calculations pertaining to Kwh Demand and metered energy consumption, process control statistics, Power Metering analysis, and water usages.  Verifying equipment specifications and manufacturers operating ranges-limitations.  Scientifically measuring electric load as a function of variables: conductor type, size; length of overhead/buried service, and customer energy demand.  Investigates and provides solutions in relation to technical apparatus type, instrument programming and communications process security, electrical safety, and new &/or existing services problems related to metering.  Interpreting of technical drawings.  Communicating effectively, both orally and in writing.  Using of tools & various types of test equipment required to test and calibrate electric & electronic meters  Solves technical, safety, and construction problems related to work. LICENSES AND CERTIFICATION REQUIREMENTS Valid, Class C Texas driver’s license. PHYSICAL DEMANDS AND WORKING ENVIRONMENT Standing, sitting, walking, lifting, carrying, pushing, pulling, reaching, handling, fine dexterity, crouching, bending, vision, hearing, talking, use of foot controls. Temperature extremes from weather and engines; loud noise from engine and blown fuses; creosote burns; live electric lines; pressurized water lines; occasional dogs and insects; uneven terrains; exposure to poison oak, ivy and sumac.
