SUMMARY:
Manages the operation and maintenance of the City’s electric utility and the system operations center by efficient
utilization of personnel, materials, and budget; conduct operations and maintenance activities in a safe, regulatory
compliant, and efficient manner; provide control center services to GUS Utilities and reliable electric service to customers.

subject to change at any time by the employer. Essential duties and responsibilities may include, but are not limited to,
the following:
Operations & Maintenance
Manages the daily operations of Electric Operations Department including the effective use of personnel,
materials, and budget to operate and maintain the control center, substation, and electric distribution systems.
Assists Electric Operations personnel in troubleshooting operations and maintenance concerns of control center,
substation, and electric distribution systems.
Conducts root cause evaluation for system operations and maintenance problems and develops programs,
policies and procedures to prevent recurrence.
Employee Development
Monitors the performance of subordinate personnel and contractors and provides accurate and timely feedback
including detailed performance
Develops and implements the department qualification and training plan with the Utility Safety and Training
Coordinator including annual update of qualification manuals, reporting, and scheduling of internal and external
training.
Participates with Utility Safety and Training Coordinator in Development, implementation, update, documentation,
and support of the department safety program.
Budgeting & Controls
Prepares annual budget by evaluating and forecasting staffing, materials, and contractor services needs.
Develops annual and five year CIP with Systems Engineering Department by using operations and maintenance
history, financial forecasts, utility demand forecasts, and system modeling output.
Presents reports and expense-related requests requiring board approval to the GUS Board and the City Council.
Asset Management
Participates with Systems Engineering Department in development and update of the maintenance program for
Electric Operations.
Implements and documents the maintenance program for the Electric Operations Department.
Supports Systems Engineering with periodic review of service and construction standards with recommendations
for material changes.
Participates with Systems Engineering in the design review of Energy Services CIP projects with a focus on
operations and maintainability.
Tools, Equipment and Supplies
Periodically reviews material needs with Purchasing Dept and recommends materials, stock levels, and
disbursement procedures.
Establishes standards, procures, maintains equipment, tools, and test equipment.
Establishes and maintains appropriate calibration program for applicable equipment, tools, and test equipment.
Establishes vehicle and trailer configurations, load-outs and maintenance scheduling.

General Management
Develops, monitors, and communicates operational metrics of Electric Operations with employees, customers,
and contractors.
Conducts Interviews, and hires candidates for Electric Operations.
Serves as part of the utility response and recovery efforts for emergency management.
Attends meetings with industry peers and regulatory agencies to stay informed on emerging trends and
regulation.
Provides quality customer service to city staff, the general public, and all other work contacts.
Performs other management and administrative duties as required.
MINIMUM QUALIFICATIONS:
Education, training and Experience Guidelines
Associates Degree in Electrical Technology AND eight to ten years of experience in substation and electric distribution
operations and maintenance, including four years in a leadership or supervisor role, showing a high level of management
and leadership skills; OR any equivalent combination of experience and training that provides the required knowledge,
skills, and abilities.
Knowledge of:
Knowledge of Electric Substation and Distribution systems operation and maintenance.
Knowledge of Control Center Operations for utilities.
Knowledge of state and federal regulations.
Advanced knowledge of safety procedures requirements.
Skill in:
Ability to select, train, motivate, evaluate, and effectively utilize and lead staff.
Ability to troubleshoot electric system process and technical problems
Ability to establish and maintain effective working relationships; effectively supervise others; understand and
follow detailed oral and written instructions; communicate effectively both orally and in writing; operate a computer
using specialized analysis software; operate specialize test equipment
Ability to maintain detailed and accurate records.
Ability to develop, and implement procedures, policy, standards, and training materials.
Prepares spreadsheets, documents, memorandums and technical reports; Staff evaluations
Performs financial/budgetary calculations; performs calculations and analyzes electric distribution system
parameters.
Makes judgment from visual, oral, and written information, analyzes situations and adopts effective, efficient, and
reasonable courses of action in accordance with regulations, policies and procedures to properly operate and
maintain assets, ensure the safety of personnel, and deliver service to customers.
LICENSES AND CERTIFICATION REQUIREMENTS
Texas Driver’s license
PHYSICAL DEMANDS AND WORKING ENVIRONMENT
Standing, sitting, walking, lifting, carrying, pushing, pulling, reaching, handling, fine dexterity, crouching, bending, vision,
hearing, talking, use of foot controls.
General climate controls within the confines of an office setting and occasional exposure to outside elements associated
with seasonal weather patterns in the Central Texas area. Very limited exposure to energized circuits as might be
necessary for troubleshooting assistance or to necessitate power restoration or emergency switching actions.
