HomeMy WebLinkAboutAirport Business Operations CoordinatorPage 1 of 2 City of Georgetown JOB DESCRIPTION Job Title: Airport Business Operations Coordinator Effective Date: 11/20/2013 FLSA Category: Non-Exempt Revision Date: 12/02/2013 SUMMARY: Directs the daily operation and financial reporting requirements of the Georgetown Municipal Airport. Ensures that the airport is operated in a manner that provides a high level of customer service and efficiency to the users of the airport and the citizens of Georgetown. Ensures compliance with all State of Texas and federal and local regulations and obligations regarding airport operations. Work is performed under the general direction of the Airport Manager. Essential duties and responsibilities may include, but are not limited to, the following: • Manages the operation of the airport terminal and aircraft refueling facilities. • Manages the budget preparation and monitoring process. • Monitors on monthly and annual basis fuel sales and lease revenues; oversees/prepares department procurements for goods and services in order to identify fiscal considerations. • Develops, documents and maintains Airport specific policies and procedures for contract management, fuel sales, procurement and other programs to ensure compliance with City requirements. • Processes lease billings and monitors collections for all t-hanger, tie down or other rental or real property related leases. • Oversees lease terms in billing system, manages renewals, terminations and new leases. • Coordinate lease management, payment enforcement and policies with Legal and Contract Management Departments. • Oversee and/or performs sales and collections of Avgas and Jet Fuel, (i.e., accepts cash, credit cards and checks, manages billing and collection for prepays and wholesale customers, customer accounting process and system, and automated billing). • Manages fuel bids process, orders and inventory; and updates fuel rates. • Cross-trains designated staff on bookkeeping functions. • Selects, supervises, trains and evaluates fuel attendants. • Provides assistance for emergency management, particularly in the areas of emergency medical service and human services. • Performs related work as assigned. MINIMUM QUALIFICATIONS: Education, Training and Experience Guidelines Bachelor’s Degree from an accredited college or university in Aviation, Public Administration, Finance or Accounting or closely related field. Five years of full-time experience in business operation, accounting and/or financial management. One year of the required experience must have been in a supervisory capacity or in a lead capacity in a General Aviation Airport. OR Any equivalent combination of experience and education/training that provides the required skills, knowledge and abilities. One year of experience may be substituted for 30 semester hours of the required education up to a maximum of 2 years (i.e., Ninety semester hours and 6 years of experience OR Associate Degree ‘60 semester hours’ and 7 years of experience). Page 2 of 2 Knowledge of: • Generally Accepted Accounting Principles (GAAP) and governmental accounting principles and methods. • Bookkeeping, billing, collection and payment processes. • Record keeping and reporting procedures. Skill in: • Reading, writing and communications regarding budgets, financial reports and procedures. • Communicating financial terms, leases and rates to Airport tenants and public. • Communicating and interacting with Air Traffic Control Tower. LICENSES AND CERTIFICATION REQUIREMENTS Valid Texas driver's license. Ability to obtain Certified Government Finance Officer or Certified Public Accountant certification within an agreed upon timeframe. PHYSICAL DEMANDS AND WORKING ENVIRONMENT Standing, sitting, walking, lifting, carrying, pushing, pulling, reaching, handling, fine dexterity, crouching, bending, vision, hearing, talking, use of foot controls. Exposed to weather, aircraft engine noise, dust, pollen, and liquid petroleum products.
