HomeMy WebLinkAboutStreet & Drainage SuperintendentPage 1 of 2 City of Georgetown JOB DESCRIPTION Job Title: Street Superintendent Effective Date: 10/01/2012 FLSA Category: Exempt Revision Date: 12/30/2013 SUMMARY: Oversees and manages the Street Department with responsibilities for roads, sidewalks, curbs, and drainage conveyance system maintenance and construction, etc. Provides oversight and direction for departmental activities and responsibilities of assigned staff. Essential duties and responsibilities may include, but are not limited to, the following: • Develops and maintains an organizational structure that supports the needs of the City. Selects, supervises, trains and develops staff through review of performance data, conferences, training and counseling. • Communicates and coordinates with foremen regarding assigning of personnel, equipment and materials. • Prepares and monitors departmental budget; develops and implements departmental standard operating procedures and policies. • Develops and manages road maintenance programs and program elements including; reconstruction, surface maintenance, drainage, and right of way maintenance. • Collaborates with the Transportation Services Manager in evaluating budgetary limitations during the development and implementation of the annual and 5 year Capital Improvement Process (CIP); assists with determine the adequacy of the actual budget to maintain an 85% overall condition index (OC) score on City roads. • Schedules, tracks and documents the annual budget and 5 year CIP projects and maintenance processes; evaluates the effectiveness, efficiencies, and longevity of various products and procedures. • Coordinates with Drainage Department to ensure proper development and implementation of all rules and regulations required as part of the City’s MS4 permit to comply with the mandated Phase II Storm Water Rules and Regulations; assists in the preparing of the MS4 Permit annual report and training requirement. • Confers with Traffic Department to ensure effective signage, pavement markings, and signal operation. • Evaluate department and project objectives and documents alternatives or modifications; communicates changes to staff and oversees implementation of changes. • Confers with various departments and foremen to develop and adopt product specifications, equipment specifications and to prepare pertinent bid documents. • Ensures the proper oversight of contractors working to maintain, repair and/or replace all classifications of roadways, drainage conveyances, (inlets and outfalls) water quality ponds and detention ponds. • Performs other duties as assigned. MINIMUM QUALIFICATIONS: Education, training and Experience Guidelines High School diploma or equivalent. Ten years of full-time experience in road, including related equipment operations, material and cost estimating. Four years of the required experience must have been in a supervisory capacity with oversight and supervising of multiple crews and construction sights. OR Bachelor’s degree from an accredited college or university with major course work in construction sciences, engineering, or related field. Six years of the required experience. OR Associate’s degree from an accredited college or university with major course work in construction sciences, engineering, or related field. Eight years of the required experience. Knowledge of: Page 2 of 2 • Supervisory and leadership techniques and principles. • Construction and street repair procedures. • Heavy machinery/equipment operations pertaining to road and bridge construction • Project management and cost estimating. • Safety procedures related to construction. • Applicable Federal, state and local laws. Skill in: • Communicating effectively, both orally and in writing. • Using computers and related software. • Handling multiple tasks and prioritizing. • Planning and organizing. • Working with frequent interruptions and changes in priorities. • Establishing and maintain effective working relationships. • Solving construction and repair problems. • Calculating grades and elevations, • Calculating amount and cost of materials needed for specific projects. • Reading safety and hazard warnings on equipment and materials. LICENSES AND CERTIFICATION REQUIREMENTS Valid Class C Texas driver’s license. PHYSICAL DEMANDS AND WORKING ENVIRONMENT Standing, sitting, walking, lifting, carrying, pushing, pulling, reaching, handling, fine dexterity, crouching, bending, vision, hearing, talking, use of foot controls.
