Job Title: Network Administrator

SUMMARY:
The IT Network Administrator is responsible for the daily management and maintenance of network requirements such as
upgrade installs and network monitoring; VoIP system including: phone provisioning/deprovisioning, call center
administration including script design and maintenance, CER maintenance, mobile device integration, and voice/web
conferencing. Administers phone systems using tools such as Cisco Call Manager, Cistera, and WebEx interfaces.
Assists with managing and maintaining Local Area Network (LAN), Wide Area Network (WAN), Wireless Access Systems,
cable plant, internet circuits, and related servers and services. Responsibilities include hardware and software installation
and troubleshooting, inventory control and reporting, working with vendors on warranty issues, and annual negotiation and
ongoing monitoring of maintenance (SmartNet) contracts.

subject to change at any time by the employer. Essential duties and responsibilities may include, but are not limited to,
the following:
Monitors performance and security of all responsible systems. Maintains security and facilities management for
datacenter and equipment rooms.
Manages and Maintains Cisco VoIP phone system, including provisioning\deprovisioning of hardware and software
based phones, phone numbers, voice mail accounts, and mobile device integrations.
Manages and maintains Emergency responder and Intrado systems for 911 calling space
Manages and maintains current call center software including script design and maintenance
Provide technical support for IP telephones and internal phone numbers, and mobile devices as related to the VoIP
system.
Manages and maintains the City Voice and Web conferencing systems, user account creation, license tracking, and
related hardware.
Responsibilities include hardware and software installation and troubleshooting, inventory control, assessing
maintenance needs in light of warranty contracts, working with vendors on warranty issues, and annual negotiation
and ongoing monitoring of maintenance (SmartNet) contracts.
Assists in maintaining: Cisco IP network for LAN and WAN, including routers, switches, and firewalls; internet
connectivity for the City, including management of internet traffic shaping and filtering systems; and the City’s wireless
access network infrastructure.
Assists in managing network security equipment including firewalls, VPN hardware and software, Intrusion Detection
System, etc.
Monitors and troubleshoots problems with network connectivity, including use of network packet analysis tools as
needed.
Participates in short and long-term strategic planning
Maintains accurate inventories of network hardware and software. Maintains accurate records of system
configurations and upgrades.
Perform preventative and optimization measures on network and VoIP systems in conjunction with City standards
Keep up with technology trends relevant to job responsibilities; use research tools to troubleshoot and make
recommendations for system optimization; document research finds in IT Documentation and division directory;
document work done on systems in Call Tracking.
Use the City’s ticketing system to organize work assignments and track and document progress. May serve as
backup to the Network Administrator or Operations Manager.
Performs all job duties according to all approved safety rules and procedures.

Promptly reports all accidents, injuries, theft, loss, and broken/damaged equipment/property to their immediate
supervisor. Reports or corrects all unsafe practices or conditions they observe to their immediate supervisor.
Serves in extension of current duties as required for emergency management, particularly in the areas of server and
network availability.
MINIMUM QUALIFICATIONS:
Education, training and Experience Guidelines
Associates degree in any computer or information systems-intensive discipline and four (4) years of experience in
networking, VoIP administration, servers, operating systems and management, which includes experience in Cisco iOS
administration, or any equivalent combination of experience and education to meet minimum qualifications.
Experience may substitute for education up to a maximum of two (2) years.
Knowledge of:
Cisco VoIP telephone systems including voice mail, emergency responders, and call centers.
Cisco iOS administration concepts.
Wide area network (WAN) and local area network (LAN) design, implementation, and management
Wireless network technologies
OSI model and concepts
Change control and Documentation processes
Understanding of how to handle confidential information and awareness of the consequences of improper
administration or release.
Skill in:VoIP networking concepts, management, and trouble shooting
IP networking including routers, switches, QoS, wireless access systems, and WAN and LAN
Fiber optic networking and intrusion detection systems, Reading and understanding technical manuals, policies,
procedures, and system documentation.
Communicating effectively, both orally and in writing.
Establishing and maintaining effective working relationships with co-workers.
Writing clear, accurate, timely documentation.
Writing clear, concise memos in non-technical terminology to brief managers, supervisors and end-users.
Performing arithmetic calculations of computer or database capacity, and make projections and forecasts.
Exercising sound judgment in interpretations and decisions. Able to establish and maintain effective working
relationships with peers, clients, citizens, and vendors.
LICENSES AND CERTIFICATION REQUIREMENTS
Texas Driver’s License
Currently holds, or ability to obtain one of the following certifications within 6 months of employment:
Network +
Cisco Certified Network Administrator (CCNA)
Security+
PHYSICAL DEMANDS AND WORKING ENVIRONMENT
Standing, sitting, walking, lifting, carrying, pushing, pulling, reaching, handling, fine dexterity, crouching, bending, vision,
hearing, talking, use of foot controls.
Extended periods with a computer, display monitor, keyboard, and mouse.
