HomeMy WebLinkAboutInformation Technology SupervisorPage 1 of 2 City of Georgetown JOB DESCRIPTION Job Title: Information Technology Supervisor FLSA Category: Exempt Effective Date: 08/01/2013 Revision Date: 05/30/2014 SUMMARY: Supervises and participates in work to support public safety related IT systems and the City’s enterprise geographic information system (GIS). Supervises assigned IT staff that support emergency dispatch systems. Provides direction and oversight for the emergency communications systems and enterprise class computer systems, GIS data development; digital and web based mapping; and 911 street addressing. Essential duties and responsibilities may include, but are not limited to, the following:  Supervises staff in the technical design, specification, and support of mission critical software systems.  Selects, supervises, and develops staff through review of performance data, conferences, training and performance review.  Serves as the primary technical expert on IT systems that support emergency services.  Collaborates with assigned public safety staff to support emergency response related software and hardware.  Manages the assignment of streets addresses for use in 911 emergency response systems and general mapping.  Leads and works with various City staff in the development of GIS database design.  Oversees development of basic web mapping tools and the handling of internal and external requests for maps and spatial data.  Guides the work of staff using ESRI ArcGIS GIS software to carry out advanced spatial analysis and the preparation of high quality maps and other exhibits in digital and hardcopy formats.  Utilizes ESRI’s ArcGIS for Server and Microsoft SQL Server to perform basic management of spatial databases stored in a relational database management system.  Uses computer programming tools to write basic scripts to perform routine data maintenance and other tasks.  Coordinates with other agencies in the development of data standards, regional data collection efforts, data sharing, and other activities.  Performs other duties as assigned. MINIMUM QUALIFICATIONS: Education, Training and Experience Guidelines Bachelor’s Degree from an accredited college or university in Geographic Information Systems, Geography, Information Technology, Urban and Regional Planning, Civil Engineering or related fields. Five years of full-time relevant work experience, or any equivalent combination of experience. Two years of the required experience must have been in a lead or supervisory capacity. One additional year of full-time experience performing similar work may be substituted for 30 semester hours of the required education, with a maximum substitution of two years. Knowledge of:  Personnel management and supervision techniques.  Computer aided dispatch systems, emergency communications systems, and specialized hardware and software used by emergency responders.  Geography, cartography, geographic coordinates systems, and advanced GIS software technologies.  Basic principles of global positioning systems, land surveying, and land records.  Project management techniques. Page 2 of 2  Local government street addressing standards and the use of GIS based address data.  Specific local government functions that employ GIS heavily including emergency service provision; 911 systems; city planning and permitting; and water\wastewater\electric utility provision.  Computer networks, servers, Windows desktops, relational database management systems, and enterprise software applications (web based, cloud based, and server based).  General local government business processes and functions including budgeting, management structures, political structures, and public service delivery.  Research techniques, GIS best practices, and knowledge of contemporary issues in Geographic Information Systems. Skill in:  Effectively managing technical staff.  Collaborating and communicating with non-technical staff, system stakeholders, and managers.  Working under time pressures to coordinate with emergency responders and lead the maintenance of emergency response related software running on servers, ruggedized desktop computers, and 911 dispatcher systems.  Presenting complex concepts to audiences of different levels of technical sophistication.  Analyzing business processes and translating them into clear, detailed technical specifications for technology systems.  Reading and understanding technical manuals, business documents, policies and procedures, and system documentation.  Writing clear, accurate, timely documentation.  Performing arithmetic and making projections and forecasts.  Exercising sound judgment in interpretations and decisions on matters significantly affecting operations and costs  Establishing effective productive working relationships with internal staff and elected official as well as external individuals and entities. LICENSES AND CERTIFICATION REQUIREMENTS Valid Texas Driver’s License PHYSICAL DEMANDS AND WORKING ENVIRONMENT Standing, sitting, walking, lifting, carrying, pushing, pulling, reaching, handling, fine dexterity, crouching, bending, vision, hearing, talking, use of foot controls. May include occasional fieldwork in harsh weather conditions.
