HomeMy WebLinkAboutIT Systems Analyst - Public Safety SystemsPage 1 of 2 City of Georgetown JOB DESCRIPTION Job Title: Systems Analyst (Public Safety Systems) FLSA Category: Exempt Effective Date: 08/01/2013 Revision Date: 05/30/2014 SUMMARY: Perform basic technical work on non-critical software systems to insure that they meet the specific technical requirements of the business processes they are intended to support. Primary responsibilities include assisting with the design, specification, and support of enterprise software systems; analyzing, documenting and designing software system integrations. Carries out the technical processes related to software implementations, changes, and upgrades. Essential duties and responsibilities may include, but are not limited to, the following:  Provide basic system analyst work on enterprise software systems.  Serves as the primary technical expert on specific systems.  Collaborates with technical staff, and system users on the technical design, specification, and support of non- mission critical systems.  Collaborates with technical staff and users to analyze business needs and processes; translates them into detailed technical requirements for the design of software systems and their sub-components.  Provide basic technical support for specific systems.  Specifies and documents integrations between different software systems including specific data exchanges, types of software interactions (web services, database connections), database schema design, and interactions with software integration tools.  Writes specifications for data inputs and outputs including the design of forms, graphical user interfaces, web pages, and reports.  Designs and carries out technical testing of new software, software upgrades, and other changes/additions to existing software systems.  Assists in the evaluation of new software products to insure that they meet all necessary technical requirements.  Provides technical guidance and specifications to software programmers.  Analyzes the technical requirements of software systems that are being considered for purchase and/or upgrade  Performs other duties as assigned. MINIMUM QUALIFICATIONS: Education, Training and Experience Guidelines Bachelor’s Degree from an accredited college or university in an Information Technology, Management Information Systems, Geographic Information Systems, Computer Science, Business Administration, Accounting or related fields. One year of full-time relevant work experience in computer operations, programming, and/or systems analysis. One additional year of full-time experience may be substituted for 30 semester hours of the required educations with a maximum substitution of 2 years. Knowledge of:  Basic tools and techniques of technology system analysis.  Computer networks, servers, virtual server and desktop technology, Windows desktops, Active Directory, relational database management systems, and enterprise software applications (web based, cloud based, and server based).  Specific areas of local government technology application that may include emergency service provision, Page 2 of 2 geographic information systems, virtual desktop and server technologies, water, wastewater, and electric utility provision, and customer billing/relationship management.  Assessing software systems their ability to meet the needs of business operations.  Specific custom-off-the-shelf (COTS) software implementation methodologies.  Local government business process and functions including budgeting, management structures, political structures, and public service delivery.  Research techniques, IT best practices, and knowledge of contemporary issues in Information Technology.  Preference will be given to applicants with experience working with mobile computing technologies including any of the following: cellular connection setup, advanced authentication, virtual private networks (VPN), tablets, and automatic vehicle location (AVL). Skill in:  Working with teams of technical staff, system stakeholders, and managers.  Exercising judgment, diligence, and responsibility when important information systems.  Analyzing business processes prepared by Business Analysts and translating them into clear, detailed technical specifications for technology systems.  Developing advanced and effective technical documentation and designs for software integrations.  Installing, updating, and managing software systems at a highly technical level.  Developing in-depth knowledge of the business functions that enterprise software systems support.  Reading and understanding technical manuals, business documents, policies and procedures, system documentation.  Preparing technical specifications for software systems, networks, and databases.  Working with outside software vendors and technical support staff.  Working with computer programmers and software designers.  Writing clear, accurate, timely documentation.  Writing clear, concise memos in non-technical terminology to brief managers, supervisors.  Performing arithmetic and make projections and forecasts.  Exercising sound judgment in interpretations and decisions on matters significantly affecting operations and costs;  Establishing and maintaining effective working relationships with peers, clients, citizens, vendors.
