HomeMy WebLinkAboutGIS AnalystPage 1 of 2 City of Georgetown JOB DESCRIPTION Job Title: GIS Analyst FLSA Category: Exempt Effective Date: 8/01/2013 Revision Date: 12/23/14 SUMMARY: Performs intermediate level work to develop and support the City’s or Utility’s geographic information system. Performs GIS advanced spatial analysis; GIS data development, editing, and maintenance; basic relational database management; designing and maintaining basic web mapping tools; managing 911 address databases; utility systems, preparation of digital and hardcopy maps; and coordination with other public and private organizations. Essential duties and responsibilities may include, but are not limited to, the following:  Serves as team lead, providing direction and support to other team members, such as Engineering Associates  Works with City staff in the development of GIS databases including spatial data design, collection, development, and editing.  Leads and manages GIS projects.  Coordinates with developers, citizens, consultants, engineers and businesses on projects and processes requiring GIS support.  Acts as a key figure in the land development review or utility planning processes by providing mapping support, reviewing developments or engineering plans for conformance with adopted standards, preparing a variety of graphical exhibits, spatial analysis, and other related tasks.  Utilizes ESRI ArcGIS software to carry out advanced spatial analysis such as geocoding, network analysis, location analysis, and complex spatial queries.  Prepares high quality maps and other exhibits in digital and hardcopy formats.  Develops basic web mapping services and tools using ESRI’s ArcGIS for Server and ESRI’s ArcGIS Online.  Assists in handling internal and external requests for maps and spatial data.  Assigns streets addresses for use in 911 emergency response systems and general mapping, or asset management IDs for use in the Asset Management system and web mapping  Provides technical support for GIS users in multiple departments throughout the organization.  Utilizes ESRI’s ArcGIS for Server and Microsoft SQL Server to perform basic management of spatial databases stored in a relational database management system.  Writes basic scripts to perform routine data maintenance and other tasks.  Represents the City and coordinates with other agencies in the development of data standards, regional data collection efforts, data sharing, and other activities.  Performs other duties as assigned. MINIMUM QUALIFICATIONS: Education, Training and Experience Guidelines Bachelor’s Degree in Geographic Information Systems, Geography, Information Technology, Urban and Regional Planning Civil Engineering or other field related to the position Education or experience may substitute for the minimum qualifications. Knowledge of:  Geography, cartography, and GIS technology.  Geographic coordinate systems  Advanced geographic information system software (ESRI ArcGIS Desktop and Server). Page 2 of 2  Basic principles of global positioning systems, land surveying, and land records.  Basic web programming and web mapping tools.  Basic computer programming or scripting techniques.  Project management techniques.  Specific local government functions that employ GIS heavily including electric, water, and wastewater utility systems, transportation systems, sign and signal systems, fiber communications, environmental conservation services, storm water drainage, asset management, emergency services; 911 systems; city planning and permitting; and water\wastewater\electric utility provision.  Computer networks, servers, Windows desktops, relational database management systems, and enterprise software applications (web based, cloud based, and server based).  General local government business processes and functions including budgeting, management structures, political structures, and public service delivery.  Research techniques, GIS best practices, and knowledge of contemporary issues in Geographic Information Systems. Skill in:  Collaborating and communicating with technical staff, field personnel, system stakeholders, and managers.  Utilizing the advanced functions of ESRI’s line of GIS software products including ArcGIS for Desktop and Server.  Effectively displaying spatial data in high quality maps and other graphical exhibits.  Creating GIS web mapping tools using tool such as ESRI’s ArcGIS Online, ArcGIS Explorer, and ArcGIS for Server. Includes basic understanding of HTML and Javascript.  Basic Microsoft SQL Server and Infor EAM administration.  Entering coordinate data from land surveys and “metes and bounds” descriptions to create accurate maps.  Interpreting land records such as surveys, subdivision plats, and land deeds.  Using global position units for GIS mapping.  Basic statistical techniques for demographic and geographic analysis.  Operating GIS related equipment such as GPS units and large format plotters.  Basic computer scripting/programming languages (Python, Visual Basic, or C#).  Presenting complex concepts to audiences of different levels of technical sophistication.  Reading and understanding technical manuals, business documents, policies and procedures, and system documentation.  Writing clear, accurate, timely documentation.  Writing clear, concise memos in non-technical terminology to brief managers and supervisors.  Performing arithmetic and make projections and forecasts.  Exercising sound judgment in interpretations and decisions on matters significantly affecting operations and costs; able to establish and maintain effective working relationships with peers, clients, citizens, vendors . LICENSES AND CERTIFICATION REQUIREMENTS Valid Texas Driver’s License Certifications preferred: None PHYSICAL DEMANDS AND WORKING ENVIRONMENT Standing, sitting, walking, lifting, carrying, pushing, pulling, reaching, handling, fine dexterity, crouching, bending, vision, hearing, talking, use of foot controls. Limited fieldwork in harsh weather conditions may be required.
