HomeMy WebLinkAboutAccountantPage 1 of 2 City of Georgetown JOB DESCRIPTION Job Title: Accountant Effective Date: 10/01/2012 FLSA Category: Exempt Revision Date: 04/03/2014 SUMMARY: Performs various accounting activities and provides financial information to more senior staff by preparing, researching, or analyzing accounting data; preparing reports and financial statements. Assists in the performance of various accounting activities including, accounting operations, financial reporting, and budgeting. Essential duties and responsibilities may include, but are not limited to, the following: • Leads the development of the City’s Capital Budget, including preparing the annual proposed CIP presentation that is presented to the City Council and included in the budget document. • Reports on and monitors the CIP accounts on a project accounting basis. • Tracks expenditures and maintains files for CIP projects; coordinates quarterly CIP meetings for management review. • Reviews retainage payable on construction draws. • Participates on the budget team by preparing schedules, worksheets and notes. • Assists with the annual budget process for enterprise funds, including fixed assets; reviews monthly enterprise fund budgetary financial statements for inconsistencies and irregularities; follows-up on items of concern and works to resolve discrepancies. • Assists in the financial administration of federal and state grant funds ensuring compliance with grant conditions and correct accounting. • Serves on year end Audit Team by preparing year-end accruals and schedules and assisting external auditors. • Assists in the preparation of the City’s Comprehensive Annual Financial Report (CAFR) through schedule preparation, etc., including assistance with Single Audit schedules. • Tracks impact fee revenue to ensure compliance with state law on the use of impact fee revenue; reconciles impact fee revenue recorded with the Planning Department with the revenue recorded in the general ledger. • Assists departments and other customers by providing procedural/financial information and/or other information and guidance with automated or manual systems. • Maintains financial security by following internal accounting controls • Performs other duties as assigned. MINIMUM QUALIFICATIONS: Education, training and Experience Guidelines Bachelor’s degree from an accredited college or university with major course work in accounting or business or a related field with additional course work in governmental accounting. One year of full-time work experience in an accounting/financial environment. One additional year of the required experience may be substituted for each year (30 semester hours) of the required education. Knowledge of: • Generally accepted accounting principles (GAAP) • Governmental accounting principles and methods. • Governmental budgeting and fund accounting, understanding of banking terminology and processes. • City Charter and City ordinances and policies relating to finance • Preparation process for financial statements in conformity with GAAP. Page 2 of 2 Skill in: • Using the computer and financial software to produce spreadsheets, to track and record information and produce other financial documents. • Establishing and maintaining effective working relationships. • Reading financial reports, manuals, memoranda; educational and leadership material for personal and professional development. • Writing reports and memoranda. • Applying solid mathematical skills required to reconcile accounts and perform accounting calculations. • Interpreting and applying generally accepted accounting principles and procedures. • Identifying problems and deducing where source of error might be found. • Communicating effectively, both orally and in writing. • Applying accounting formulas, calculating sufficiently to prepare budget, verify totals and reconcile differences. • Interpreting and analyzing data.
