HomeMy WebLinkAboutParks SuperintendentPage 1 of 2 City of Georgetown JOB DESCRIPTION Job Title: Parks-Superintendent Effective Date: 10/01/2012 FLSA Category: Exempt Revision Date: 05/30/2014 SUMMARY: Under general direction oversees and manages the operations, enhancement and maintenance of city parks, athletic fields, playgrounds, and city park facilities. Oversees and manages park construction projects. Supervise assigned staff in the operation of the Parks Division. Essential duties and responsibilities may include, but are not limited to, the following: • Oversees and coordinates parks and facility maintenance functions, sports field management, trail maintenance and maintenance of the Downtown Square. • Oversees and assists assigned staff with administrative and program operational duties in the daily operation and management of the Parks Division. • Manages the personnel, equipment, facilities and finances assigned to the department, including hiring, ensuring training for, reviewing performance, scheduling of work, recommending disciplinary action and dismissal of staff members. • Oversees the work of contractors providing landscape maintenance in Parks. the IOOF Cemetery and the Rivery Pond Maintenance. • Assists in the preparation, management and monitoring of the budget. • Marks and sales plots in the IOOF Cemetery. • Works with vendors on major and volume purchases to ensure that correct product and best value for the department. • Designs and implements multi-scale projects including irrigation and park design. • Responds to and resolves customer complaints, questions and suggestions related to services, facilities and activities. • Inspects maintenance and project work in progress and upon completion. • Collaborates with of City departments to share equipment, to complete various work tasks and to ensure that projects are completed. • Plans, coordinates and assists with the production of special events and recreational programs with the Recreation Superintendent. • Maintains, develops, and protects assigned City resources and facilities. • Provides safety and on-the-job training for personnel. • Ensures that status reports on safety activities and progress are completed and documented in a timely manner. • Performs other duties as assigned. MINIMUM QUALIFICATIONS: Education, training and Experience Guidelines Bachelor's degree from an accredited college or university with major coursework in Parks and Recreation Management. Turf Management, Horticulture, or a related field. Five years of full-time experience in park maintenance and recreation programming. Two year of the required experience must have been in a lead or supervisory capacity. OR Any combination of experience, education and/ or training that provides the required knowledge, skills, and abilities. Knowledge of: • Parks and recreation management and operations. • Development, construction, repair, maintenance and enhancement of City facilities, open spaces, athletic fields, parks, and playgrounds. • Project development, management and implementation. Page 2 of 2 • (Considerable) the principles of landscaping, forestry, and parks and recreation development. • Facility maintenance practices and procedures. • Occupational safety principles, practices and procedures. • Turf maintenance, landscaping and irrigation practices and procedures, equipment, herbicide and pesticide application, electrical, plumbing, pool pumps and filter systems, concrete forming and pouring practices. • City policies and procedures. • Supervisory and management principles and practices. • Medical first-aid procedures. • Recreation risk management principles. • Applicable federal, state, and local laws related to parks and recreational programs and activities. Skill in: • Operating light and heavy machinery and equipment. • Establishing and maintaining effective working relationships. • Communicating effectively, both orally and in writing. • Prepare and administer a large work program/project. • Coordinating a variety of maintenance programs related to upgrading the city's park and recreation facilities. • Establishing and maintaining effective working relationships. • Reading memos, instructions, professional development material, warning labels and road signs. • Planning and organizing priorities and seasonal timing of maintenance practices, construction and bid alternatives. • Writing letters, memos, reports, instructions, and promotional material. • Performing basic mathematical calculations; budget management skills, cash handling. • Analyzing statistical data, interpreting policies, procedures, and City ordinances • Using the computer and various software programs. LICENSES AND CERTIFICATION REQUIREMENTS Valid Class A Texas Commercial Driver's license or must obtain within 60 days of date of hire. Pesticide Applicator's License CPR and First Aid preferred, Licensed Irrigator – TCEQ, preferred Certified Turf Manager or Certified Arborist, preferred. PHYSICAL DEMANDS AND WORKING ENVIRONMENT Standing, sitting, walking, lifting, carrying, pushing, pulling, reaching, handling, fine dexterity, crouching, bending, vision, hearing, talking, use of foot controls. Exposure to weather extremes, especially the sun, exposed to pesticides.
