HomeMy WebLinkAboutLibrary Services DirectorPage 1 of 2 City of Georgetown JOB DESCRIPTION Job Title: Library Services Director Effective Date: 10/01/2012 FLSA Category: Exempt Revision Date: 04/01/2014 SUMMARY: Under administrative direction from the Assistant City Manager, directs and manages the operation of the City’s library system. Designs, implements, and evaluates Library programs and services. Maintains a visible presence in the Community to promote Library services, programs, and activities. Supervises assigned staff. Represents the Library and serves as the staff liaison to the Friends of the Library and other groups. Essential duties and responsibilities may include, but are not limited to, the following: • Provides direction and vision to the library staff in the operation of the Library. • Oversees Library operations and the delivery of services, programs, facilities, systems, staffing and activities. • Aligns Library policies and procedures with City policies and procedures; researches, develops, implements and evaluates policies and procedures to ensure responsive, efficient services. • Maintains an organization structure that is responsive to citizen needs, expressed and anticipated. • Performs the full range of supervisory functions including selecting, training, evaluating, counseling, developing and disciplining employees. • Oversees the operation and activities of the municipal Art Center. • Provide effective, supportive supervision of Library personnel, including hiring, training, performance appraisal, and personnel record keeping. Promotes the well-being of staff. • Provides management-level strategic planning for growth, new services, and new technology. • Oversees preparation, administration and monitoring of department budget. • Meets with public, give tours, and receive comments, follow- up on complaints and inquiries. • Interacts with public, civic, educational and private organizations in the development and delivery of Library services, programs and activities. • Participates in professional organizations at national, state, and local levels to ensure continued professional growth and awareness of state-of-the-art library and information technology advances. • Designs and oversees preparation of narratives and statistical reports for community and government committees and agencies; prepares all required reports and communication pieces as needed--both internal and external. • Represents the Library and serves as city liaison to the Library Advisory Board, Arts and Culture Boards and as ex-officio member of the Friends of the Library. • Conducts research and applies for grants and additional funding sources to supplement department budget and community support. • Performs other duties as assigned. MINIMUM QUALIFICATIONS: Education, training and Experience Guidelines Master's degree from an American Library Association accredited college or university with major coursework in Library and Information Science. Ten years of progressively responsible experience as a professional librarian. Five years of the required experience must have been in a lead or supervisory capacity. OR Equivalent combination of experience and education equivalent to an MLS and provides the required knowledge, skills, and abilities. Knowledge of: • Library management and administration, organization, and operations. • Library classification and reference systems. • Methods, policies, practices, principles, and procedures of professional library work. • City policies and procedures. Page 2 of 2 • Emerging library technologies. • Library information technology. • Federal, state, and City rules and procedures. • Supervisory, management, and leadership principles and practices. • Budget developing and financial procedure and practice. • Library strategic planning. Skill in: • Designing, directing, coordinating, planning and administering a city library program. • Establishing and maintaining effective working relationships. • Using computers and related equipment, hardware and software. • Communicating effectively, both orally and in writing. • Planning and implementing departmental procedures and objectives. • Effectively supervising and delegating duties to assigned staff. • Resolving customer complaints and concerns. • Evaluating, interpreting, and analyzing day-to-day operations; formulating effective, pro-active solutions to identified problems. • Interacting with people of all ages and backgrounds. LICENSES AND CERTIFICATION REQUIREMENTS Valid Class C Texas driver’s license.
