HomeMy WebLinkAboutCity AttorneyPage 1 of 2 City of Georgetown JOB DESCRIPTION Job Title: City Attorney Effective Date: 10/01/2012 FLSA Category: Exempt Revision Date: 07/24/2015 SUMMARY: Serves as the legal advisor of, and attorney for, all of the offices and departments of the City. Oversees and directs the operations of the Legal Department. Essential duties and responsibilities may include, but are not limited to, the following:  Represents the City in all litigation and legal proceedings.  Supervises and directs the legal staff; develops and monitors department budget.  Drafts, approves, or files written objections to every ordinance adopted by the City Council.  Reviews and approves all documents, contracts and legal instruments in which the City may have an interest.  Provides legal opinions and advice on parliamentary process of the City Council, contemplated actions of City Council and City Manager, and potential legislation under consideration by City Council; attends all meeting of the City Council as legal advisor.  Provides legal representation to City Officials and staff at City Council meetings, Advisory Board meetings and other meetings as necessary.  Represents the City in civil litigation matters and dispute resolutions; responds to inquiries by City Council and City Manager regarding legal ramifications of pending litigation.  Coordinates and monitors outside legal counsel.  Confers and assists in negotiations as necessary to assure that legal issues are resolved within City policies and procedures, rules and regulations, ordinances and other applicable law; negotiates agreements and contracts.  Evaluates operational, procedural and policy issues and makes suggestions and recommendations; identifies and evaluates risk management issues and makes suggestions and recommendations.  Performs other duties as assigned. MINIMUM QUALIFICATIONS: Education, training and Experience Guidelines Graduation from an accredited law school with a Doctorate of Juris Prudence, plus five years of experience as an attorney including three years of municipal experience. Two years of the five must have been in an upper management legal capacity. Shall have practiced law in the State of Texas including experience with one or more of the following: land use and development, zoning, contracts, civil service, labor relations, water or waste water, or electric. Knowledge of:  Municipal codes, ordinances, and state/federal laws governing city administration.  Municipal organization and City Manager form of government.  Planning and zoning law, eminent domain, contract law, civil and criminal procedures and all other laws directly or indirectly affecting city government.  Open meetings/open records laws.  Civil law, judicial procedure and rules of evidence, City of Georgetown ordinances, Judicial procedures of processing, recording and preparing legal documents, records, and principles and methods of legal research.  Supervisory and leadership principles and practices. Page 2 of 2 Skill in:  Establishing and maintaining effective working relationships.  Communicating effectively, both orally and in writing.  Organizing work priorities.  Project management.  Interpreting legislation, legal concepts and policies, and to draft effective legislation, pleadings, and legal documents.  Gathering, compiling, analyzing, and communicating a variety of information.  Reading, writing and interpreting various legal documents.  Writing reports and memoranda, and prepares legal documents accordingly.  Performing basic mathematical calculations to prepare, analyze and monitor budgets; performing statistical analysis.  Analyzing legal documents; reviewing and evaluating pertinent decisions, policies, regulations and other legal matters.  Organizing and prioritizing work. LICENSES AND CERTIFICATION REQUIREMENTS Valid Class C Texas driver’s license Must be a member of the Texas State Bar Association, licensed to practice law in the state of Texas and Federal District Court. Must remain active with all Texas Bar annual requirements.
