HomeMy WebLinkAboutEconomic Development Program ManagerPage 1 of 2 City of Georgetown JOB DESCRIPTION Job Title: Economic Development Program Manager Effective Date: 10/01/2012 (Economic Development Business Retention Manager) FLSA Category: Exempt Revision Date: 04/21/2014 SUMMARY: Oversees and manages the Economic Development Business Retention and Expansion Program. ESSENTIAL FUNCTIONS: Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following: • Plans and implements the department’s Business Retention and Expansion (BRE) Program to existing businesses in the City. • Identifies concerns, challenges, and opportunities during onsite retention visits; develops and manages the implementation of solutions. • Plans and implements special events that support business expansion, retention and recruitment. • Arranges and/or assists in property tours for prospects. • Provides follow-up and resolution to issues identified during business retention visits. • Represents Georgetown Economic Development at various functions. S, organizes and implements • Develops and maintains a tracking system of incentives granted to new and existing businesses; measures compliance with negotiated performance agreements. • Plans, organizes and implements formal and confidential visits with existing business based on predetermined schedule. • Assists with department projects, such as, website, vendor projects, research, and administration. • Creates communication media to promote Georgetown for external and internal use. • Assists in preparing proposals for businesses and in making presentations to existing businesses. • Performs other duties as assigned or required. MINIMUM QUALIFICATIONS: Education, training and Experience Guidelines Bachelor’s degree in business, marketing, community development, economics or a related field from an accredited college or university. Four years of full-time progressively responsible experience in sales, marketing, and business development with a state or local agency. Two years of the required experience must have included multiple program management. OR Any combination of experience, training and/or education that provides the required knowledge, skills and abilities. Knowledge of: • Principles and practices of municipal administration, organization, functions, and services. • Operational characteristics, services, and activities of comprehensive economic development programs. • Methods and techniques of effective proposal preparation. • Program management skills and practices applied to the analysis and evaluation of programs, policies and operational needs. • Research techniques, sources and availability of information. • Methods of report presentation. • Applicable federal, state and local laws, rules and regulation. • Principles of effective public relations and interrelationships with community groups and agencies, private businesses and firms, and other levels of government. • Economic development practices and trends and ability to apply such knowledge to local situations. Page 2 of 2 Skill in: • Collecting, compiling, analyzing, and evaluating a variety of data. • Making sound policy and procedural recommendations. • Appling general management principles to complex situations. • Communicating effectively, both orally and in writing. • Establishing and maintaining effective working relationships with officials in local, state, and federal government officials, the general public, boards/commissions and the news media. • Using computer and related software programs. • Reading and comprehending industry journals and magazines, letters, newsletters, memos and maps. • Performing mathematical calculations. • Analyzing and interpreting data; interpreting policies and procedures. • Exercising tact and diplomacy when dealing with vendors and the public. LICENSES AND CERTIFICATION REQUIREMENTS Valid Class C Texas driver’s license Certified Economic and Community Developer or must obtain within agreed upon timeframe. PHYSICAL DEMANDS AND WORKING ENVIRONMENT Standing, sitting, walking, lifting, carrying, pushing, pulling, reaching, handling, fine dexterity, kneeling, crouching, crawling, bending, twisting, climbing, balancing, vision, hearing, talking, use of foot controls. Changes of weather, climate when traveling. When participating in trade shows may be standing and sitting for extended periods.
