HomeMy WebLinkAboutPlanning DirectorPage 1 of 2 City of Georgetown JOB DESCRIPTION Job Title: Planning Director Effective Date: 10/01/2012 FLSA Category: Exempt Revision Date: 01/30/2014 SUMMARY: Oversees the Planning and Development Department including personnel management of department staff, support of the City Manager, City Council and various Commissions and Boards. Represents City in planning and development related negotiations. Provides direction and leadership in implementing the City’s adopted Comprehensive Plan and Development Regulations. Essential duties and responsibilities may include, but are not limited to, the following: • Supervises, directs, evaluates and coordinates staff, handles employee concerns and problems, assigns work, counsels employees and conducts disciplinary and other personnel actions. • Provides overall financial management of the Department including budget development; ensures compliance with all financial policies and procedures of the City. • Ensures that the Department complies with all City, State and Federal laws including ensuring proper maintenance and access to official records. • Provides guidance and support to the City Council, and various Commissions, and Boards concerning planning and development issues. • Develops general master plan programs for overall planning operations including updates of land use, zoning, and subdivision. • Interprets federal, state and local regulations and ordinances; determines regulating limitations on projects. • Formulates planning policy recommendations for presentation to the City Council and Planning Commission; presents findings and recommendations on planning matters to City Council and Commission members. • Reviews and recommends development proposals for compliance with various developmental regulations and with principles and practices of effective planning and land use. • Oversees the collection, organization and maintenance of social, economic, governmental, regulatory and census data for use in technical studies and reports. • Conducts annexation studies; prepares and presents specific reapportionment proposals. • Consults with and advises developers, contractors, members of the general public, various organizations and agencies, elected officials and attorneys on planning related issues and legal matters relating to planning functions. • Evaluates information to determine feasibility of proposals and identifies factors requiring amendment on a frequent basis. • Oversees the preparation and maintenance of required documentation including, but not limited to, long-range improvement plan, administrative and special reports, ordinances and resolutions, technical study reports, maps, charts, and agendas, • Represents the City in planning and development negotiations for significant projects. • Participates in local, regional and statewide planning organizations and functions in order to advance the City’s adopted Comprehensive Plan and other planning related policies and priorities. • Ensures Department is sensitive and responsive to the needs of a wide variety of local interest groups. • Ensures that the Department maintains easy to understand and user friendly processes and procedures. • Performs other duties as assigned or required. MINIMUM QUALIFICATIONS: Page 2 of 2 Education, training and Experience Guidelines Bachelor’s degree from an accredited college or university with major coursework in Planning, Geography, Social Science, Landscape Architecture or a planning related field. Five years of full-time professional work experience in municipal planning. Two years of the required experience must have been in a lead or supervisory capacity. A Master’s degree in a planning related field may be substituted for one year of the required experience. Knowledge of: • Management and leadership practices and principles. • Budget preparation and monitoring. • Advanced planning principles. • State laws regarding planning activities. • Government organization and administration • Principles, objectives and procedures of governmental planning, programming, and research. • Local codes and ordinances. • Texas Local Government Code. • Land-use theory and planning and environment theory. • Land development principals and practice. Skill in: • Using computers and applicable software. • Applying statistical tools to data. • Preparing reports. • Collecting and analyzing demographics and statistics. • Evaluate planning material. • Conducting research. • Communicating effectively, both orally and in writing. • Negotiating effectively with developers, citizens, appointed officials, Core Team, and the public. • Persuading through consensus building. • Establishing and maintaining effective relationships. • Training others. • Reading reports, plans, legal documents, and memos. • Writing reports, plans, newsletter articles, resolutions, and ordinances. • Performing mathematical measurements and calculations. • Interpreting of zoning ordinances and site plans. • Analyzing complex problems and developing positive courses of action. • Managing multiple complex projects. LICENSES AND CERTIFICATION REQUIREMENTS Valid Class C Texas driver’s license American Institute of Certified Planners (AICP) certification. PHYSICAL DEMANDS AND WORKING ENVIRONMENT Standing, sitting, walking, lifting, carrying, pushing, pulling, reaching, handling, fine dexterity, kneeling, crouching, crawling, bending, twisting, climbing, balancing, vision, hearing, talking, use of foot controls. Periods of high stress may be experienced in this position.
