Garey Park to be included in fiscal policy and also to review the proposed debt impact of entire capital plan with
the operating budget during a future work session. Brainard asked about When and where he can express his
concern with spending $400,000 on the Grace Heritage Center improvements. Brewer said staff will be coming
back to Council with more information on that request. There was some follow up discussion and questions on
the projects.

spoke about how compensation and benefits are more than just personnel costs. He said this is the city's
investment in human capital which results in a good employee experienceaid when looking at
compensation and benefits, it should be looked at through "total rewards" and not just compensation. He review

considering the other benefits being offered by the city. Hesser continued to speak about why he does not agree

possible reasons for turnover because pay may not be the reason for people leaving. Phillips said Gonzalez is
right because pay is just one piece of the puzzle. Phillips said this is the methodology for how the city considers
pay. Phillips spoke about there are a host of things they are doing to retain employees and grow a good
organization.
